Why are the homes duplexes with a gallery?

How is the long, slender structure stabilised in an earthquake?
Open stair towers at both ends connect all floors and provide seismic bracing for the elongated structure. A central concrete elevator core acts as a third support. How does DS-49 support the project and its maintenance plan?
