The Kentucky Lock Addition Project passed three million labor hours without a lost-time accident, the U.S. Army Corps of Engineers (USACE) and contractor Thalle Construction reported in October 2026. The milestone was recognized at a jobsite safety standdown and luncheon on September 30. Officials credit advance hazard planning, learning from near misses, targeted mentorship, and shared responsibility across the workforce—not any single intervention.
What the three-million-hour milestone means
The milestone describes labor hours worked on this project without a lost-time accident, as reported by USACE and Thalle Construction. It is not an independently audited comparison with other projects, an injury-rate statistic, or evidence that every incident or hazard was absent. It is a specific measure of one aspect of the project’s safety record.
The October 5, 2026 USACE account places the milestone in a longer chronology: a 500,000-hour mark was reported in 2023; USACE reported one million hours reached May 3, 2024, in an article published May 16, 2024; a 2024 USACE Inland Waterways Users Board presentation recorded more than 1.5 million hours; and the current report records more than three million. These are dated snapshots, not a single continuously audited series.
Why safety planning matters on this project
The new navigation lock chamber is 1,200 feet long and 110 feet wide, 22 miles upstream from the Tennessee River’s confluence with the lower Ohio River. Its construction involves heavy equipment and overhead conveyor systems used for continuous concrete placement. The chamber is being built in 51 monoliths and is estimated to require 375,000 cubic yards of concrete, according to the project account.

USACE describes construction and safety management as a partnership between its Pittsburgh and Nashville Districts and Thalle Construction. Project personnel also recognize the participation of contractor leadership and craft workers on both day and night shifts. The milestone is presented as a workforce and project effort rather than a record belonging to management alone.
Practices officials say supported the milestone
Plan the work and identify hazards in advance
USACE says work plans are required for all construction activities. Activity hazard analysis is integrated with production planning so teams can identify work steps and consider how to mitigate risks before execution. The report describes these as formal planning controls, not as a guarantee that hazards can be eliminated.

Learn from near misses and build field capability
The project safety team is credited with analyzing near-miss data and using targeted mentorship to support improvement and contractor partnership. These practices make near misses and field experience inputs to safety work, alongside the formal planning process.
Strengthen controls for specific site risks
The report says the safety team helped contractor partners overhaul hazardous-energy controls and integrate housekeeping standards. It does not specify particular procedures or equipment, so the account supports describing the areas addressed, but not claiming a particular technical method.

Share responsibility across shifts and roles
At the September 30 standdown, Lt. Col. Albert Butler, then acting commander of the USACE Pittsburgh District, praised the workforce’s disciplined effort: “Delivering a safe and quality project for the American people is huge,” Butler said. “You all are making an impact on our nation through your disciplined efforts. Doing this safely and efficiently is amazing.”
Bill Ryan, Tully Group vice president of Risk Management, emphasized daily participation: “Every one of you come in every day committed to safety. I commend each and every one of you,” Ryan said. Thalle Construction president and chief operating officer Steve Kohler likewise credited sustained work by safety professionals and crews, describing progress as “one decision at a time” and “one shift at a time.”

How safety relates to project delivery
Jeremiah Manning, resident engineer for the project, explained the connection this way: “The value of a high performing safety culture is that it supports project delivery and protects the work force, avoiding potential schedule interruptions from significant mishaps” Manning explained. That is his assessment of how safety culture can support delivery; the project account does not provide an independent measurement proving a causal effect on schedule.
The same report says about 85% of project concrete had been placed as of September 2026. Project manager Wendy Shaw reported 1,036 placements totaling 316,000 cubic yards, with 199 placements and 58,900 cubic yards remaining. These are progress figures reported in the October 2026 account, not a forecast or a current live status.

Recognition and the limits of a safety record
The USACE safety team received the 2026 Nashville District Engineering and Construction Division Health and Safety Award. The project account also notes that the team continued its work following the death of Lead Safety Specialist Chris Byrne. The milestone and award recognize reported effort and achievement, but they do not make a major construction site risk-free or replace continued hazard control and attention on every shift.
