Russia announced in November 2024 that it had begun mass production of the KUB-M, a mobile, modular civil-defense shelter. Reuters reported the announcement, citing Russia’s emergency ministry research institute. The institute described the unit as offering some protection from radiation, shrapnel, debris and fires, but the consulted sources provide no independent test results or production total.
What is the KUB-M shelter?
The KUB-M is described as a mobile, modular shelter with a form resembling a reinforced shipping container. It is institutional civil-defense infrastructure, not a consumer product. According to the emergency ministry’s research institute as reported by Reuters on 19 November 2024, the shelter can be deployed in northern permafrost.

The institute described KUB-M as providing some protection against radiation, shrapnel, debris and fires. Those are attributed design claims, not independently verified performance results: the consulted sources contain no independent testing data or measured protection figures. The word “radiation-proof” therefore overstates what the available evidence establishes.

What does “mass production” establish?
Reuters reported that production had begun, but the announcement does not establish the scale of output. The consulted reporting gives no production quantity, factory throughput, procurement order or budget, delivery schedule, or confirmed deployment total. Nor does it establish commercial availability.
How does the announcement fit Russia’s civil-defense rules?
Russian Government Resolution No. 1309 sets out a framework for creating shelters and other civil-defense objects, including shelters and radiation shelters, with their intended roles and responsibilities addressed through civil-defense planning. The Ministry of Emergency Situations’ page for Resolution No. 1309 says it was amended on 2 October 2025. The resolution provides policy context; it does not show how many KUB-M units were ordered, built or deployed.
