The southbound I-5 closure continued to slow peak travel and redirect vehicles onto some nearby arterials, while counts on several monitored neighborhood streets remained similar to pre-closure levels.
What “levels out” means for Rose Quarter traffic
By Oct. 6, PBOT spokesperson Hannah Schafer said traffic engineers had seen conditions stabilize over the previous two weeks: traffic remained higher than normal but was no longer rising or falling dramatically. Schafer said, “This tells us that people have adjusted their routines” and are settling into the “new normal.” That is a description of recent conditions and possible changes in travel habits, not evidence that the disruption is over or that traffic has reached a permanent ceiling. OPB reported Schafer’s comments on Oct. 6, 2026.
ODOT spokesperson Rose Gerber characterized peak-hour travel on Portland highways as roughly twice as long during the closure, as reported by OPB. One specific comparison in ODOT’s data puts the average afternoon peak trip from the Columbia River to the I-405 junction at about 22 minutes during the closure, versus about 9 minutes in 2025. That is a route- and time-specific average, not a multiplier that applies to every Portland trip. ODOT’s Sept. 22, 2026 data release provides the comparison.
Where traffic was reported—and where counts were near baseline
OPB identified Greeley Avenue, Martin Luther King Jr. Boulevard, Going Street and Interstate Avenue as corridors experiencing congestion. ODOT’s Sept. 22 counts also showed increases on several measured arterials. The comparisons below are ODOT-reported daily vehicle counts before and during the closure at the named locations; they describe selected points, not every block along each street.

Those increases do not mean every residential street carried more traffic. ODOT said weekday counts on monitored neighborhood streets including NE 7th Avenue, NE Rodney Avenue, N Michigan Avenue and N Flint Avenue were similar to pre-closure conditions. The findings concern different locations and measurements: a traffic increase on an arterial does not establish a matching increase on each nearby residential block.
Which I-5 section is closed, and why
The around-the-clock southbound closure began Sept. 11, 2026, affecting I-5 between I-84 and I-405. ODOT’s project page said the closure was scheduled for up to five weeks, with one lane open from the I-405 junction to the Broadway/Weidler exit. ODOT’s Rose Quarter project details describe the closure and work. OPB described the affected stretch as two miles; ODOT’s project FAQ describes the larger Rose Quarter highway segment as 1.8 miles, reflecting differently framed sections.

The work includes repairs and reinforcement of weak areas, bridge-joint replacement, repaving, safety improvements and repainting lane lines. It is intended to address the roadway and bridge needs in the affected area, rather than simply to change traffic patterns.
What drivers and other travelers can do
There is no complete, agency-published ranking of alternate routes by expected travel time in the reported data. Choose based on the trip’s direction and destination, time of day, and whether the option uses a freeway, arterial or residential street; a volume count is not the same thing as a predicted travel time.

- If driving: Allow extra time for peak periods and check current conditions before leaving. Gerber told OPB, “We’d like to remind the public that this is a marathon, not a sprint,” and encouraged drivers to budget extra time.
- If transit works for the trip: TriMet reported more than 18,000 MAX Yellow Line trips during the first week of the closure, as reported by OPB. This is a trip count, not a count of unique riders. TriMet spokesperson Tyler Graf called it “a pretty healthy boost in ridership.” Check the current service schedule and how the line connects with the destination.
- If schedules are flexible: The City and ODOT promoted telework, carpooling, biking, transit and shifting trips outside peak periods. These are options to consider where practical; the agencies’ promotion does not establish that any one alternative is faster for every journey.
PBOT’s Aug. 31 mitigation plan included local-access barrels and signs, selected street restrictions near Going, Morris, Tillamook, Rodney, Blandena, Michigan and Cook, school-area speed-reader boards, traffic cameras, signal timing adjustments and pausing non-emergency road work in the affected area. These measures were planned or implemented city actions, not proof that traffic impacts were eliminated. PBOT’s closure information page describes the measures.
PBOT also listed a temporary first-ten-minute-free e-bike and e-scooter offer through BIKETOWN and Lime, subject to location and weekday conditions. The city page is dated Aug. 31, and the offer was time-limited; check PBOT’s trip-shifting page and the providers’ current terms before relying on it.

When the closure was expected to end
On Oct. 6, Gerber told OPB that construction was due to finish Oct. 16 on the original timeline, but that the full road opening could extend into the following day while ramps and striping were completed. That was a forecast, not confirmation that I-5 reopened. Check ODOT’s project page for current status before setting a route.
