Rose Manor, at 12 Johnston Street in Peppermint Grove, was reported for sale in January 2025 as a planning amendment put the scale of possible development on the adjoining lots in dispute. The proposal was not an approved 12-unit project: the Shire’s current planning page lists Amendment No. 2 as R15 to R40 and pending a ministerial decision, without dating that status.
What was listed for sale
PerthNow reported on 5 January 2025 that Rose Manor was being advertised for sale through Mack Hall Real Estate. The house lot was reported as 751 square metres. The proposed planning amendment also covers the adjoining vacant Shire lot; together, the two lots total 1,503 square metres. They face Cottesloe Primary School across Johnston Street. PerthNow

How the R40 and R80 proposals differed
The rezoning discussion concerns the residential density coding proposed for Lots 24 and 26 at 12 Johnston Street. R40 was the starting position supported by the applicant, Rowe Group, and the Shire. The process later shifted toward a higher R80 proposal after state planning intervention.

What the R80 scenario could have allowed
PerthNow described about 12 dwellings as a possible development scale if R80 enabled development on the combined site. It also described R80 as providing an average site area of 120 square metres per dwelling and a minimum of 100 square metres. Those figures explain the scale discussed in the report; they do not establish an approved dwelling count, design, or construction project. Any actual proposal would still depend on the applicable planning framework and required approvals.
What consultation showed
PerthNow reported that the consultation, which concluded in December 2024, received four responses. All opposed R80 and supported R40, the report said. It also reported that the Shire remained opposed to the higher coding.
PerthNow attributed two comments to a Shire officers’ written report to council: “Anecdotally, the Minister’s direction to readvertise at a higher R80 coding is unlikely to be varied subsequent to the consultation process,” and “Notwithstanding, there has been no compelling case put to the shire to justify the higher coding.” The published account does not name an individual speaker.

What is and is not known about the outcome
The Shire’s Local Planning Scheme webpage, accessed on 7 October 2026, still labels Amendment No. 2 as R15 to R40 and pending a ministerial decision. Because the page gives no date for that status, it does not confirm whether a decision has since been made.
