Then limit interior damage, document what you find, contact your insurer, and arrange a qualified roof inspection. A tarp or plastic covering can be temporary protection; it does not identify or fix the underlying cause.
1. Check for immediate danger
If water is near lights, outlets, appliances, wiring, or a breaker panel, do not touch wet equipment or stand in water. FEMA’s guidance is direct: “Do not touch electrical equipment if it is wet or if you are standing in water.” FEMA flood safety guidance covers this electrical risk. If you can safely reach the relevant switch, turning off electricity may help prevent shock; if you are unsure, stay clear and contact emergency services or a qualified electrician.
Keep people out of any area with a visibly sagging ceiling or other signs of structural concern, and seek professional help. Do not climb onto a wet, damaged, or storm-exposed roof.
2. Limit water damage from inside
Only if it is safe, move furniture, electronics, and valuables away from drips and place a stable bucket or other container beneath the leak. Keep clear of a bulging or sagging ceiling. Do not poke or cut into the ceiling based on generic advice: the safe response depends on the ceiling, wiring, water load, and structural condition.

3. Record the damage before cleanup when possible
Take photos or video of the leak, affected ceilings and walls, wet belongings, and any exterior damage you can see safely. Note when you first noticed the leak, which rooms are affected, and whether the water changes during rain. Keep receipts and invoices for emergency supplies or work, along with estimates and correspondence with your insurer. FEMA, the California Department of Insurance, and the National Association of Insurance Commissioners recommend documenting losses and contacting the insurer. 4. Contact your insurer
Report the damage promptly to your insurer or agent. Ask what documentation they need, whether an adjuster should inspect before permanent repairs, and how to record necessary emergency work. Before discarding damaged items or undertaking extensive permanent repairs, ask the insurer what to do; California’s regulator advises policyholders not to make extensive permanent repairs before the adjuster has assessed the damage.

Coverage depends on the policy, the cause of the water entry, exclusions, and applicable jurisdiction. Do not assume every roof leak is covered, or that all resulting water damage is excluded. The California Department of Insurance notes that homeowners policies generally do not cover flood damage, while some other water damage may be covered depending on its cause and the policy. Water entering through a damaged roof and floodwater are not interchangeable insurance situations.
5. Use temporary protection only if it is safe
Plastic sheeting or a tarp can help limit further water entry, but it is a weather barrier—not a roof repair. The California Department of Insurance recommends covering damaged openings with plastic sheeting or plywood when safe and keeping receipts. FEMA likewise describes temporary roof coverings as protection until permanent work by a qualified professional. Do not put yourself at risk to install a tarp. If the roof is storm-damaged, wet, steep, unstable, or otherwise inaccessible, contact a qualified roofer or local emergency repair service instead. Keep receipts for reasonable temporary protection and work.
6. Arrange inspection and permanent repair
A ceiling stain shows where water became visible indoors; it does not establish where water entered or which roof component failed. Arrange an inspection by a qualified roofing contractor and request a written estimate for the proposed repair. Check the contractor’s licensing and consumer-protection requirements in your jurisdiction, and ask for references. California’s regulator recommends written bids from reliable, licensed contractors; requirements elsewhere may differ.

FEMA advises having a professional inspect damaged property before cleanup or repair. Its hurricane safety sheet states: “Have a professional inspect your damaged property before attempting to clean up or repair any damage.” FEMA V-1006 provides that guidance. Follow your insurer’s instructions about inspection and documentation while arranging the work.
