Rochester, Minnesota, approved a construction contract worth nearly $19 million for its Silver Lake project on October 5, 2026, according to Randy Petersen’s report for the Rochester Post-Bulletin. The broader project is estimated at $21.7 million, including design and engineering. The report did not name the contractor, and the City’s primary approval record was not independently confirmed.
What is the Silver Lake project?
The project will reshape parts of Silver Lake and its shoreline while replacing the dam. Planned work includes dredging, new rock arch rapids and wave pools east of the North Broadway Avenue bridge, trail construction, retaining walls and related site work.
The design is expected to preserve much of the existing lake footprint, reclaim some land at the east end, extend the trail along the north shore and add greenspace on the south side. The planned changes are expected to affect 15% of the lake’s surface area, according to Petersen’s October 5, 2026 report.

The report said dredging costs could fall by roughly $730,000 if work is limited to areas with the greatest need for sediment removal. It also said the proposed contract exceeded 2025 budget estimates by at least $3.8 million, came in 9.8% below the latest engineering estimate, and was more than 40% above 2020 project estimates.
Project manager Matt Crawford’s report to the council, as quoted by Petersen, said: “The changes made to the length and width of the rock arch rapids and number of rapids was reflected in the bids and updated engineering estimates.”

Petersen reported that the $21.7 million project funding plan included the following sources. These are planned amounts, not confirmation of final disbursements.

As reported on October 5, 2026, the City had permits from the U.S. Army Corps of Engineers and the Minnesota Pollution Control Agency; a Minnesota Department of Natural Resources permit decision was expected around the council vote. Crawford said work could start as early as October 12 if the contract was approved and the final permit granted. Completion was targeted for September 1, 2027. Those were conditional targets, not confirmation that work began or finished on those dates.

Who won the Silver Lake construction contract?
Petersen’s report does not identify the winning contractor. It also does not link to the City’s approval record or bid tabulation, so the contractor and exact awarded amount cannot be confirmed from that report alone.
