Road-construction signs tell you what will change ahead, when you must change lanes, who controls your movement, and whether the road is closed or detoured. In the United States, the Federal Highway Administration (FHWA) sets the national framework in the Manual on Uniform Traffic Control Devices (MUTCD). The 11th Edition took effect January 18, 2024; Revision 1 took effect March 5, 2026. State and local agencies apply that standard through their own adopted traffic-control rules.
The safest response is consistent: slow at the first warning, read every sign and arrow, merge where the devices direct you, obey the flagger or signal, and never drive into a closed lane or buffer.

What road-construction signs mean
Most temporary-work-zone warning signs are orange diamonds. They provide advance notice that normal lane use, speed, routing, or traffic control will change. The signs are part of a complete temporary traffic-control system that also includes tapers, cones, drums, barricades, pavement markings, flaggers, temporary signals, and detour signs.

Read the warning sequence, not just one sign
A work-zone sign normally gives you time to make a controlled decision before reaching the obstruction. A typical sequence is:
- Advance warning: an orange sign explains that work, a closure, a flagger, or a detour is ahead.
- Transition: a taper made from channelizing devices moves traffic from its normal path into the open lane or around the work.
- Activity area: workers, equipment, or the physical work occupy the area protected from moving traffic.
- Termination: signs or devices indicate that the temporary restriction has ended and normal travel can resume.
Start slowing when the first warning appears. Do not wait until the taper to decide what to do, and expect traffic to queue or conditions to change as the project progresses.
Common orange signs and the correct response
| Sign or designation | What it tells you | Driver response |
|---|---|---|
| ROAD WORK (W20-1) | Work activity is ahead. | Reduce speed, scan for the next instruction, and prepare for workers, equipment, or a lane change. |
| DETOUR (W20-2) | A temporary alternate route is signed. | Follow the arrows and the complete signed route rather than attempting to pass through the work area. |
| DETOUR AHEAD (W20-2a) | The detour decision point is farther ahead. | Prepare to turn or merge at the following detour signs; do not improvise a turn before the marked route. |
| ROAD CLOSED (W20-3) | The road is blocked at the indicated point. | Do not continue to the closure. Follow the signed alternate route. |
| ONE LANE ROAD (W20-4) | Both directions will share one open lane, usually taking turns. | Slow and be ready to stop. Follow a flagger, temporary signal, STOP/YIELD control, or other device governing your direction. |
| RIGHT LANE CLOSED (W20-5) | The right lane ends or is unavailable ahead. | Merge in the direction shown by the taper, arrows, or pavement markings; do not remain in the closed lane. |
| 2 RIGHT LANES CLOSED (W20-5a) | Two right lanes will be unavailable ahead. | Move left as directed, allowing room for vehicles already merging and watching for a second closure point. |
| FLAGGER SYMBOL (W20-7) | A designated flagger controls traffic ahead. A distance plaque may be added. | Reduce speed, locate the flagger and official device, and obey the displayed command. |
| SHOULDER WORK / RIGHT SHOULDER CLOSED (W21-5 series) | Work or a closure affects the shoulder. | Keep a safe lateral distance, watch for workers or vehicles entering the travel lane, and follow any additional lane instruction. |
Distance legends such as “ROAD WORK 1000 FT,” “DETOUR 1000 FT,” and “RIGHT LANE CLOSED 1/2 MILE” are examples of sign wording. They are not universal distances or national performance statistics; the posted distance at your location is the one that controls your preparation.

What a right-lane-closed sign means
A RIGHT LANE CLOSED sign warns that the right lane will end or become unavailable ahead. It does not mean you should stop immediately, drive on the shoulder, or pass the taper. Continue at a controlled speed in the lane that remains open until the channelizing devices direct the merge.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Step-by-step response
- Lift off the accelerator and scan ahead. Look beyond the first sign for arrows, a taper, a speed instruction, a queue, and the next restriction.
- Check mirrors and blind spots early. Signal when required and create a safe gap rather than braking sharply at the last cone.
- Merge where the devices direct you. Follow the taper and pavement markings. A closed lane and its buffer are not passing lanes.
- Hold a steady path through the transition. Avoid weaving, sudden lane changes, or stopping beside workers and equipment.
- Continue to monitor signs. A second closure, a flagger, or a detour may follow the first lane change.
If traffic is already queued, maintain a large enough gap to stop safely. Never use the shoulder to bypass the line unless an official sign or an authorized traffic controller directs that movement.
Why cones, tapers, and buffers are placed before the work
The visible cone line is only one part of the design. A temporary traffic-control zone separates decisions, movement, and hazards so drivers can transition without entering the work space.
Advance-warning area
This is where signs first tell you that the road environment will change. The signs are spaced to give drivers time to reduce speed, identify the open lane, and respond to later instructions.

Transition area and taper
The transition area moves traffic from its normal alignment into the path that remains open. A taper is the angled line of cones, drums, or other approved channelizing devices that creates that movement. Follow its direction; do not cut across the point where it begins or drive between devices.

Activity area
The activity area contains the work, workers, and equipment. It may occupy a lane, shoulder, or roadside space. Entering it exposes both road users and workers to conflicts that the control plan is intended to prevent.
Buffer space
A buffer separates moving traffic from the activity area. It is deliberately kept clear of workers, equipment, and vehicles so that an errant vehicle has space before reaching the hazard. A buffer is not a travel lane, parking space, passing lane, or place to wait for a gap.
Visibility and curves
FHWA typical applications call for the taper and buffer to be arranged for adequate visibility. When necessary, the buffer is extended so the taper is placed before a horizontal curve or a crest in the roadway where sight distance would otherwise be poor. That is why a closure may begin well before the visible work.
How to respond to a flagger or STOP/SLOW paddle
A flagger is an official part of the temporary traffic-control system, not simply a worker waving vehicles through. Part 6 of the MUTCD identifies a STOP/SLOW paddle, a flag, or an Automated Flagger Assistance Device (AFAD) as devices used to control approaching road users.

When the STOP face is displayed
Stop before the designated stopping point and remain stopped. Do not creep forward, pass the flagger, or proceed because another driver moved. Wait until the flagger gives a clear release instruction or the control device changes to authorize movement.
When the SLOW face is displayed
Reduce speed and proceed only when directed. Keep scanning for workers, equipment, opposing traffic, pedestrians, and vehicles entering from the work area. “SLOW” is not permission to maintain normal speed; it is an instruction to move cautiously under the flagger’s control.
When no clear command is visible
Stop or reduce speed enough to remain safely controllable and look for the designated flagger, paddle, flag, AFAD, or other official device. Do not rely on an informal hand wave from someone who is not clearly controlling the lane. If a flagger’s view is blocked, wait for an unambiguous instruction rather than guessing.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →How one-lane, two-way traffic works
On a two-lane road where one lane is closed, traffic in both directions uses the remaining lane alternately. A flagger at each end may release one direction, stop it, and then release the opposing direction. Other approved controls include a temporary signal, STOP/YIELD operation, or another method shown in the project’s traffic-control plan.

Approach the open lane prepared to stop even when no opposing vehicle is visible. The other end of the work zone may be hidden by a curve, hill, dust, equipment, or a queue. Never enter the single open lane until your direction has been released and you can clear it without meeting opposing traffic.
Detour and road-closure signs
A detour temporarily routes road users onto an existing alternate route so they avoid the temporary traffic-control zone. A ROAD CLOSED sign means access is blocked at the indicated point. A DETOUR sign identifies the signed alternate path; it does not guarantee that the road is open beyond the sign.
Follow the complete sequence
- Read the advance sign and slow before the decision point.
- Take the turn indicated by the detour arrow or route marker.
- Continue looking for reassurance signs that confirm you are still on the temporary route.
- Stay on the signed route until signs direct you back to the original road.
Do not turn around inside the work area, drive through barricades, or choose an unsignposted shortcut. A route that appears physically passable may still be closed to traffic, contain workers, or lack a safe exit.
Bicycle and pedestrian detours
Bicycle and pedestrian travelers may receive separate symbols and routes. Follow the facility-specific detour signs rather than assuming that a vehicle detour is safe or legally available for walking or cycling. Watch for temporary crossings, narrowed paths, and directions that keep you separated from moving vehicles.
Choosing among a flagger, temporary signal, AFAD, and detour
These controls solve different traffic problems. The appropriate choice depends on the roadway layout, sight distance, project duration, worker and pedestrian protection, and whether traffic can continue through one lane.
| Control | How the command is delivered | Traffic pattern | When it is useful | What drivers must do |
|---|---|---|---|---|
| Flagger | A trained person gives clear STOP/SLOW instructions with a paddle, flag, or approved device. | Alternating one-way movement through the open lane. | Common for a two-lane closure when personnel can see and control each approach. | Stop or proceed only on the displayed command; watch the flagger throughout the crossing. |
| Temporary signal | Signal indications control each approach. | Alternating phases through the open lane or intersection. | May be selected when sight distance is poor or the project is long-term, as shown in Part 6 applications. | Obey the signal and any supplemental signs; never enter on a red indication. |
| AFAD | An Automated Flagger Assistance Device presents the official STOP/SLOW control indication. | Alternating movement through the controlled lane. | Used where the approved traffic-control plan provides an automated flagger device instead of a person standing in the lane. | Respond to the displayed STOP or SLOW indication and remain alert for workers and opposing traffic. |
| Signed detour | Arrows, route markers, and reassurance signs direct road users away from the work. | Traffic is routed onto an existing alternate route rather than through the closure. | Used when the road is closed at a point or the work zone cannot safely carry normal traffic. | Follow every detour sign until the route returns you to the intended road. |
Common mistakes and safer corrections
- Waiting until the last cone to merge: begin preparing at the first warning and merge in the directed transition.
- Using the shoulder or buffer as a lane: keep both areas clear unless an official control specifically directs otherwise.
- Passing a STOP paddle: remain stopped until the flagger or device clearly releases your direction.
- Following the vehicle ahead through a closure: read the signs yourself; the other driver may be lost or disobeying the control plan.
- Assuming a detour ends after one turn: continue with the arrows and reassurance signs until the route is complete.
- Turning around in the work area: continue to the signed route or a legal, safe turnaround outside the controlled zone.
- Ignoring pedestrians or cyclists: look for separate facility-specific detour signs and leave room for people navigating temporary paths.
A quick driver checklist
- Slow down at the first orange warning sign.
- Identify whether the instruction concerns work, a lane closure, a flagger, a shoulder, or a detour.
- Look past the sign for the taper, queue, flagger, signal, barricade, and next decision point.
- Merge smoothly where arrows and channelizing devices direct you.
- Obey STOP/SLOW, signal indications, STOP/YIELD controls, and posted speed instructions.
- Keep out of closed lanes, tapers, buffers, and the activity area.
- Follow the entire signed detour and remain alert for changing conditions.
What the current MUTCD status means for drivers
The FHWA’s 11th Edition of the MUTCD was adopted December 19, 2023, became effective January 18, 2024, and has Revision 1 effective March 5, 2026. State and local transportation agencies adopt traffic-control rules under that national framework. Consequently, sign shapes and core meanings are standardized, while the exact placement, distance, control method, and detour route are selected for the specific roadway and project.
There is no single national percentage that proves how well drivers understand each sign. The practical standard is to follow the displayed device and the complete sequence of instructions at your location rather than relying on a remembered distance or a general assumption about every work zone.
