Should I rent a new-build or an older apartment?
Start with the apartment you can inspect, not its advertised age. A well-maintained older building may outperform a poorly commissioned new one, while a modern building with efficient systems can still be expensive if it has high service charges, unhelpful controls or occupants who use large amounts of energy. The right choice depends on evidence from the unit, the common areas, the landlord or manager and the written agreement.
Ask for a viewing at a time when you can hear the building and its surroundings. Look for signs of damp, stale air, draughts, overheating, poor drainage and deferred repairs. Then compare all recurring costs and lease conditions in writing. If you cannot verify a material point, treat it as an unresolved risk rather than assuming the newer option will be better.

What age can and cannot tell you
- Age can indicate which construction standards, heating systems and materials may have been used.
- Age does not establish current insulation quality, airtightness, ventilation, sound control, appliance condition or management performance.
- Refurbishment, replacement windows, roof work, plant upgrades and changes to a building’s operation can make an older property perform very differently from its original design.
- A new building can have commissioning defects, incomplete landscaping, construction noise or a still-evolving management process.
Compare total monthly cost, not advertised rent
Put every recurring charge into one worksheet for each apartment. A lower headline rent can be offset by electric heating, paid parking, storage fees, separate water charges or expensive building services. Conversely, a higher rent may include appliances, parking, internet or heating that would otherwise be separate.
| Cost item | What to ask for | Why it matters |
|---|---|---|
| Base rent | Amount, due date, permitted increases and whether the quote is promotional or recurring | Allows a like-for-like comparison over the full initial term. |
| Utilities | Which services are included, separately metered or allocated by the building; request typical bills if available | Actual bills depend on the home, tariffs, weather and your use. |
| Heating and cooling | System type, controls, maintenance responsibility and expected running cost | Equipment efficiency is only one part of the bill; poor controls or draughts can erase a theoretical advantage. |
| Parking and storage | Separate monthly fees, deposits, access rules and whether a space is guaranteed | These charges can materially change the effective rent. |
| Laundry and appliances | On-site laundry charges, supplied appliances, repair responsibility and replacement policy | Included equipment has value only if it is usable and maintained. |
| Building or service charges | Any tenant-paid amenity, concierge, waste, water or common-service fee | Shared systems and facilities can add costs not visible in the rent. |
| Internet and access | Required provider, connection fee, door-entry charges and whether service is exclusive | Restrictions can create both cost and practical inconvenience. |
Calculate the monthly total for at least the initial lease term and record one-off costs such as deposits, moving fees and connection charges separately. Do not invent a utility estimate when the landlord has not supplied one; mark it as unknown and budget conservatively.
Are newer apartments cheaper to heat or cool?
They may be, but the building’s age is not proof. Energy use reflects insulation, glazing, airtightness, orientation, shading, ventilation, equipment efficiency, controls, floor level, exposure and occupant behaviour. A small, well-oriented older unit with upgraded windows can use less energy than a large, highly glazed new unit exposed to afternoon sun.

Read ratings as evidence with a defined scope
An energy certificate or rating is useful when you understand what it measures and when it was issued. It is not a guarantee of your personal bill. Ratings generally use assumptions about occupancy, weather and operation; your thermostat settings, hours at home, tariff and appliance use can produce a different result.

- In England and Wales, an Energy Performance Certificate (EPC) uses an A–G scale and gives prospective tenants an asset rating based on the building fabric and services. Its standard-occupancy assumptions mean it does not promise a particular tenant’s bill. The cited guidance applies to England and Wales, not Scotland or Northern Ireland.
- Australian apartment guidance distinguishes ratings for an individual home from ratings for common-property energy and water performance. Home Energy Ratings may model design intent, while ratings for existing or as-built homes can use measured or operational information. A design score is not proof that the completed building performs that way.
- Australian guidance describes a 10-star design rating and a separate NABERS whole-building or common-property score out of 100. These scales have different purposes and should not be compared as if they were one measure.
Ask whether the document covers your exact unit, the whole building or only a proposed design. Check the assessment date, assumptions, heating fuel, cooling system and recommendations. If the apartment has changed since assessment—for example, new glazing, a replaced boiler or altered ventilation—the certificate may not reflect current conditions.
Check comfort directly
- Stand beside windows and external doors for draughts; inspect seals and whether locks pull the frame tight.
- Ask how the heating and cooling responds, whether every room has a controllable thermostat and who pays for servicing.
- Look for external shading, blinds and signs of overheating such as stained curtains, warped flooring or permanently closed blinds.
- Ask whether mechanical ventilation runs continuously, on a timer or only when a switch is used.
- Find out whether meters are individual and how bills are allocated if the building uses a shared system.
Inspect for dampness, mould and ventilation problems
Moisture problems affect health, finishes and heating costs, and they are not limited to older buildings. New construction can have drying or commissioning issues; older buildings can have leaks, failed gutters, condensation or blocked ventilation. Use your senses as well as your eyes.
At the viewing
- Look at bathroom and kitchen corners, window reveals, behind furniture, ceilings below roofs or terraces, and the area around pipework. Record staining, bubbling paint, swollen boards or fresh patches that may conceal a previous problem.
- Notice musty smells and condensation on glazing. A dry day does not rule out an intermittent leak.
- Turn on kitchen and bathroom extractors. Check that they run, are not excessively noisy and appear to move air. Ask where they discharge.
- Open every accessible window. Confirm that it opens, closes, locks and stays in the intended position without excessive force.
- Inspect balconies, roof terraces, gutters and visible drainage for standing water or blocked outlets, where access is permitted.
- Ask for the process and response time for reporting a leak, mould or failed extractor, including an emergency contact outside office hours.
New Zealand’s official healthy-homes checklist is a useful example of the conditions to examine: insulation, draughts, windows, moisture ingress, drainage, mould, ventilation, heating and a compliance statement. Its legal requirements apply in New Zealand only. Victoria’s minimum rental standards similarly address mould and damp, heating, ventilation, structural soundness and electrical safety within that jurisdiction.

Compare the apartment and the whole building
Shared systems can determine daily comfort as much as the flat itself. Inspect entrances, corridors, lifts, stairwells, bin stores, plant rooms where visible and outdoor areas. Look for water damage, broken lighting, overflowing bins, persistent odours, damaged doors and evidence that repairs are being deferred.
Questions about common systems
- Are lifts, heating plant, hot-water systems, ventilation equipment and entry doors maintained under a documented schedule?
- Have there been recurring outages, leaks, lift failures, water-pressure complaints or pest problems?
- Are major works, façade repairs, roof work or nearby construction scheduled during your proposed tenancy?
- How are utility or maintenance costs allocated between units?
- Who controls access to the building, and what happens if a key, fob or intercom fails?
Visit at a busy time if possible. A quiet midday viewing may not reveal lift queues, delivery traffic, doors slamming or crowded shared facilities. Ask current occupants or nearby businesses about recurring problems, while remembering that isolated comments are not a substitute for written answers from the manager.
Noise, privacy and layout: inspect the actual daily experience
The reviewed government guidance does not establish that either age category is consistently quieter or better built for sound. Noise depends on floor construction, wall and window details, neighbours, corridors, lifts, plant rooms, traffic and nearby venues.
Test noise and privacy
- Pause without speaking in the bedroom and living room. Listen for voices, footsteps, plumbing, lifts, fans and traffic.
- Check whether bedrooms share walls with lifts, refuse rooms, stairwells or mechanical plant.
- Ask what is above, below and beside the unit, and whether short-term lets or late-night commercial uses operate nearby.
- Return at the morning or evening period when traffic, deliveries and residents are most active.
- Check sightlines from neighbouring windows and whether blinds or curtains provide practical privacy.
Assess how the floor plan works
Measure usable storage rather than relying on a marketing floor plan. Check where bins, bicycles, prams, parcels and cleaning equipment go. Open cupboards and appliance doors fully. Confirm that furniture fits through corridors, lifts and doorways. Test mobile reception and identify where internet equipment can be installed. For accessibility, inspect step-free routes, door widths, bathroom manoeuvring space, lift dimensions and the distance from parking or public transport.

Maintenance, safety and management quality
Current upkeep is more actionable than construction date. A new apartment with unresolved defects can be harder to live in than an older one whose systems are documented and promptly repaired.
Check the unit
- Run taps and showers; check water pressure, hot-water recovery and drainage speed.
- Flush toilets and look under sinks for leaks or swollen cabinetry.
- Test a sample of lights, sockets, intercoms, smoke alarms and supplied appliances, with permission.
- Open and close doors and windows; verify locks, restrictors and weather seals.
- Look for cracked tiles, loose railings, damaged flooring and trip hazards.
Check the management process
- Ask how routine repairs are logged and how you receive a reference number.
- Ask which issues qualify as urgent and the emergency number used outside office hours.
- Request examples of recent repair response times, without asking for another tenant’s private information.
- Clarify who maintains heating, cooling, ventilation, windows, appliances, balconies and communal areas.
- Obtain planned works, access requirements and notice periods in writing.
Read the agreement for repair obligations, entry rights, reporting channels and remedies available in your location. England, New Zealand and Victoria publish different minimum-condition or maintenance guidance; none should be assumed to apply elsewhere.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is an older apartment better built?
There is no universal answer. Older buildings may have robust masonry, generous room proportions, mature landscaping and proven operating history. They may also have outdated wiring, inefficient heating, poor insulation, inaccessible layouts or costly maintenance. New buildings may provide better accessibility, modern controls, warranties and efficient equipment, but defects, thin partitions, construction activity and immature management can occur.
| Potential advantage | New-build apartment | Older apartment |
|---|---|---|
| Systems and equipment | Often newer equipment and controls; verify commissioning, warranties and who services it. | May have proven systems or recent upgrades; inspect age, condition and replacement plans. |
| Energy performance | May benefit from current design standards, but design intent is not operational proof. | Can perform well after retrofit; original fabric and systems may increase energy use. |
| Defects and repairs | Snags or commissioning faults may still be emerging. | History can reveal recurring issues, but deferred maintenance may be hidden. |
| Layout and accessibility | Often designed around current access standards; confirm the actual route and dimensions. | May offer larger rooms but steps, narrow doors or limited lift access. |
| Noise and privacy | Depends on construction details and building operation; inspect at busy times. | Depends on original construction, alterations and neighbouring uses; inspect rather than assume. |
| Management | Processes may be developing as the building fills. | Operating history may be available; quality still depends on the current manager. |

- New Zealand: Healthy Homes standards address heating, insulation, ventilation, moisture ingress and drainage, and draught stopping, subject to stated exemptions. Tenancy Services also provides a tenant checklist and asks renters to consider a compliance statement.
- England and Wales: An EPC uses the A–G scale and includes recommendations. The rating is an asset assessment using standard occupancy assumptions. The cited guidance does not cover Scotland or Northern Ireland.
- Australia: Government apartment guidance explains Home Energy Ratings for individual dwellings and NABERS ratings for common-property energy and water efficiency. Confirm whether a score models design intent or reflects an existing building’s performance.
- Victoria: Minimum rental standards cover areas including heating, electrical safety, mould and damp, structural soundness and ventilation.
Before relying on any certificate, confirm its address, issue date, scope and legal status in your state, territory or country. A landlord’s statement that a property is “compliant” is not a substitute for the document or inspection required by local law.
A step-by-step comparison process
- Set your non-negotiables. Write down maximum total monthly cost, minimum bedroom temperature and ventilation needs, accessibility requirements, parking or storage needs, commute and acceptable lease length.
- Collect identical information. For every candidate, record rent, deposits, utilities, parking, storage, laundry, internet, included appliances, ratings, lease terms and manager contact details.
- Inspect twice if possible. Use one visit for daylight, windows, moisture and layout; use a busier period for noise, traffic, lifts and shared spaces.
- Test operation. Run taps, fans, windows, locks, heating controls, appliances and drainage with permission. Photograph defects and note their exact location.
- Request records. Ask for the relevant energy certificate or rating, compliance statement, planned works, utility arrangements and repair process.
- Price uncertainty. Mark each unknown as a question in the lease review. Do not treat an unverified efficiency claim or promised repair as completed.
- Read the agreement line by line. Check term, renewal, rent review, break rights, notice, pets, parking, access, repairs, subletting, furnished items and building rules.
- Compare evidence, not impressions. Choose the apartment with the strongest combination of acceptable cost, verified condition, workable management and suitable daily comfort.
Questions to ask before applying or signing
- Which utilities and building services are included in the quoted rent?
- What heating and cooling equipment is installed, and who maintains it?
- Is an energy certificate, unit rating or building rating available, what does it cover and when was it issued?
- Have there been recent leaks, mould complaints, major repairs, lift failures or water-pressure problems?
- Are construction, plant-room, traffic or delivery noises expected during the lease?
- How are urgent and routine repairs reported, and what response should I expect?
- What are the lease length, rent-review, renewal and break terms?
- Are parking, storage, pets, deliveries, guests and building access governed by separate rules?
- Which items shown during the viewing are included, and who replaces them if they fail?
How to make the final decision
Give each apartment a simple rating for condition, moisture and ventilation, thermal comfort, noise, layout, management, total cost and lease flexibility. Weight the categories that affect you most: someone working from home may give noise and internet access more weight, while someone with respiratory sensitivities may prioritise ventilation and damp control.
Reject an apartment when a serious safety, moisture or legal-condition concern remains unexplained, even if the rent is attractive. For a close choice, prefer the home with documented answers, a clear repair channel and costs you can verify. The most reliable decision is not “new versus old”; it is the apartment whose actual performance and obligations you can demonstrate before signing.
