Reflection Riding Arboretum & Nature Center in Chattanooga presents accessibility and equity as organizational responsibilities, not a claim that every trail is accessible to every visitor. Its mission promises that people should have the opportunity to experience nature regardless of where they live or their economic status. The organization also publishes a nondiscrimination policy and describes a donation-supported visitor model. At the same time, the public information currently available leaves important practical questions unanswered: route-by-route mobility conditions, the status and design of planned walkway and restroom improvements, and accommodation procedures for individual programs.
This distinction matters when planning a visit. You can verify the campus address, published hours, trail and loop descriptions, and the organization’s stated policies. You should contact Reflection Riding before traveling if you need information about slopes, widths, surfaces, parking, restrooms, sensory conditions, communication support, or a program accommodation.

What Reflection Riding says accessibility and equity mean
Reflection Riding is a nonprofit nature center in Chattanooga, Tennessee. Its mission language says everyone should have an opportunity to experience nature, regardless of location or economic status. The organization’s vision framework describes an inclusive and equitable future organized around three broad goals: understanding the campus’s history and future, restoring ecological systems, and engaging the next generation. Those statements establish priorities and values. They are not measurements showing that every goal has already been achieved.

Predecessor organizations formally merged as one nonprofit at the end of 2018. Reflection Riding now describes its campus as more than 300 acres. That history helps explain why access is a continuing facilities, program, and governance issue rather than a single entrance feature.

The nondiscrimination policy is a concrete commitment
Reflection Riding’s nondiscrimination policy was updated in March 2023. It includes disability and limited English proficiency among the protected categories. The policy applies across organizational activities, including services, volunteer selection, purchasing, and vendor selection. That scope is broader than a statement about public admission: it addresses how the organization serves visitors, recruits volunteers, and conducts operations.
A policy is an accountability framework, not proof that every physical or communication barrier has been removed. Visitors who encounter a barrier can use the policy as a basis for asking how the organization handles access concerns and who is responsible for resolving them. The policy appears with the organization’s “About” information at reflectionriding.org/who-we-are.

Physical access: what is known and what is not
The gravel loop is not a universal accessibility guarantee
The visitor page identifies a gravel loop and additional trails, but it does not publish route-level grades, minimum widths, cross slopes, surface firmness, drainage conditions, turning areas, or accessibility classifications. It also does not say that all ten miles of trails are wheelchair-accessible. A gravel surface can be manageable for some mobility devices and difficult for others depending on tire type, weather, loose aggregate, slope, and maintenance.
For that reason, do not treat the existence of a named loop as a promise that a particular wheelchair, walker, cane, stroller, or scooter will work on it. Ask which route is most suitable for your equipment and the day’s conditions.
Facilities that need confirmation
The public visitor information does not establish route-specific parking dimensions, curb cuts, restroom clearances, seating locations, drinking-water access, or the condition of connections between the Welcome Center and trails. It likewise does not provide a current map showing accessible entrances, resting intervals, or emergency assistance points. Those details may exist in staff knowledge or on site without being documented on the page; they should be confirmed directly rather than inferred.

When you call, describe the device or support you use and ask for practical information: the firmest route, steepest section, loose or muddy areas, distance between rest opportunities, restroom access, and whether staff can explain a route at arrival. A precise question is more useful than asking only whether the campus is “accessible.”
Planned improvements are not confirmed completed work
Reflection Riding’s annual report mentions planned accessibility work that includes an after-hours bathroom and improved walkways. The report does not establish whether either project was completed, when construction occurred, what standards guided the design, or which barriers the work is intended to address.
That uncertainty should remain visible in any current account. A planned bathroom does not demonstrate that a visitor can use a restroom today, and “improved walkways” does not identify the routes, surfaces, slopes, widths, or drainage involved. If these features are important to your visit, ask staff for the present status and for route-specific details rather than relying on the annual-report description.
The annual report is available at reflectionriding.org/annual-report. Its facilities language is best read as a record of intended work, not a completion certificate.

Financial access and participation
Reflection Riding describes visitor access as open to all and invites donations to support its mission. That approach can reduce an admission-price barrier, especially for families or schools that cannot absorb a conventional fee. Membership is another participation route, with members receiving sunrise-to-sunset campus access according to the visitor page. The pages reviewed do not establish membership prices, discount rules, transportation assistance, or whether any program has a guaranteed free-access quota, so those details should be requested directly if they affect your decision.
Financial access is only one part of equity. A donation-supported model can make entry more affordable while leaving transportation, equipment, physical terrain, language, or scheduling barriers unresolved. Evaluating the full experience requires looking at each of those dimensions separately.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Programs that connect people with nature
The organization describes nature programming, guided hikes, wildlife interpretation, volunteer habitat work, a public nature playscape, and regional outreach. These activities create several ways to participate beyond independently walking a trail. The annual report says Reflection Riding reached more than 17,000 children with hands-on nature experiences during the reported period and welcomed 234 Howard students onto campus. The excerpt does not clearly identify the reporting year, so these are organization-reported figures without a calendar-year label.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThose participation numbers show the scale the organization reports, not an independent measure of equitable outcomes. The reviewed pages do not explain accommodation procedures for each program. A guided hike, volunteer workday, playscape visit, and school program can have different terrain, communication, staffing, and sensory requirements.

Questions to ask about a specific program
- What surfaces, slopes, distances, and rest opportunities are involved?
- Can a participant use a wheelchair, walker, or other mobility aid throughout the activity, and where are the limitations?
- Are sign-language interpretation, captioning, large-print materials, quiet options, language assistance, or another communication support available?
- Can a support person, service animal, or caregiver attend, and are there registration steps?
- What happens if weather changes the route or makes the surface difficult?
Ask these questions when registering rather than assuming that a general “open to all” statement describes every activity in the same way.
A practical access framework for planning a visit
The following five-part framework separates the evidence that is currently visible from the information that still needs confirmation.
| Access dimension | What is publicly established | What to verify |
|---|---|---|
| Financial | Visitor access is described as open to all; donations support the mission; members have sunrise-to-sunset access. | Current membership terms, discounts, transportation help, and any program fees. |
| Physical | A three-mile gravel loop and additional trails are described. | Grades, widths, surface firmness, weather effects, parking, restrooms, seating, and route connections. |
| Communication | The visitor information refers to a mobile guide. | Language options, captions, visual or audio descriptions, sensory information, and in-person assistance. |
| Program | Guided hikes, interpretation, volunteer habitat work, a playscape, and outreach are described. | Accommodation procedures and activity-specific limits for each program. |
| Governance | The March 2023 policy covers disability and limited English proficiency across several organizational functions. | How to report a barrier, response timelines, responsible staff, and progress on planned improvements. |
This framework prevents a strong statement in one category from being mistaken for proof in another. For example, a nondiscrimination policy addresses governance, while it does not specify the gradient of a trail.

Before-you-go checklist
- Check the current visitor page. Confirm Welcome Center hours, visitor-versus-member access, weather notices, closures, and any updated instructions.
- Call with your actual needs. Use 423-821-1160 and describe your mobility device, assistance animal, language needs, sensory needs, or other relevant requirement.
- Request route details. Ask for the most suitable route, steepest or loosest sections, likely muddy areas, rest points, and the distance from parking to the trailhead.
- Confirm restrooms. Ask whether the restroom you need is currently open, after-hours access is available, and whether the route to it is usable for you.
- Confirm program accommodations. For guided hikes, school visits, volunteer work, or playscape use, ask what can be arranged in advance and what changes in bad weather.
- Plan a fallback. If staff cannot verify a route or a facility, decide whether to postpone, choose a shorter activity, or attend a program with clearer support.
What meaningful accountability would look like
For visitors and community partners, the next useful layer of information is measurable progress. A stronger accessibility account would identify which walkway and bathroom projects were completed, completion dates, the routes affected, and the design features that address specific barriers. It would also publish route data such as grades, widths, surfaces, rest points, and seasonal conditions, alongside a clear accommodation contact for each program.
That does not diminish the value of the existing mission or policy. It makes the organization’s stated commitment testable in the places where visitors make decisions: before arrival, at the entrance, on a route, in a restroom, and during a program. Until those details are published, direct confirmation remains the responsible way to plan.
Where to find the organization’s information

The Bottom Line
Reflection Riding has a clear stated commitment to inclusive, equitable nature access, a broad nondiscrimination policy, and a visitor model designed to reduce financial barriers. What it has not publicly established is equally important: route-level mobility specifications, program-by-program accommodation procedures, and whether the planned bathroom and walkway improvements are finished. Check current conditions and call before visiting when those details matter.
