Neither reinforced cement concrete (RCC) nor steel framing is universally cheaper, longer-lasting or faster for classrooms. In one Taiwan study of a four-story classroom building, the steel option cost 19% more but finished 29 days sooner; a separate Chinese school study found a life-cycle-cost advantage for prefabricated steel under its own assumptions. These are specific comparisons, not forecasts for a new project.
What the classroom comparisons found
Four-story classroom in Taiwan: steel cost more but finished sooner
The Architectural and Building Research Institute in Taiwan compared designed reinforced-concrete and steel versions of representative buildings, including a four-story classroom building. Its English abstract states: “The results indicate that the steel construction costs 19% more, but is 29 days faster than reinforced concrete construction for the four-story classroom building.” This is the result for that case; the report’s separate twelve-story office comparison is not a classroom result. Six-story primary school in China: a different life-cycle result
A study recorded in Aalborg University’s research portal examined an experimental primary school in Jiyang County, China: six stories, 20.1 m high and 9,713.85 m², with a stated 50-year design-life basis and seismic intensity of 7. It compared prefabricated steel and cast-in-situ concrete in ten design alternatives that varied interior and exterior walls and slabs. Its life-cycle calculation included initial and construction costs, maintenance, removal and residual value, and reported an advantage for prefabricated steel. The surfaced abstract gives no numerical saving, so it does not support a general claim that steel is cheaper. See the study record in Aalborg University’s research portal.
These findings are compatible: one reports an initial construction-cost comparison for a Taiwan classroom, while the other models life-cycle costs for a different school, system mix and location. Neither gives a current price or schedule for a project elsewhere.

Why classroom layout affects the comparison
A 1971 Japanese analysis of three- to six-story reinforced-concrete school buildings found that structural cost generally declined as classroom area increased, while frame arrangement also affected cost. Its historical prices are not useful as current estimates, but the finding illustrates why geometry and framing assumptions matter. See the 1971 study record.
What “cost” and “faster” should mean in a bid
A quoted comparison is only meaningful when both options cover the same work and measure the same point in the project. Ask the estimator to state whether the figure is for the structural frame or the whole building, and whether it includes foundations, floors, enclosure, fire protection, finishes, inspections and site work. Initial construction cost and life-cycle cost are different measures; the latter also depends on the analysis period, maintenance and repair assumptions, end-of-life costs and residual value.

- COMPLETE SET: 158 sets of building blocks, including 55 long rods, 55 short rods, 48 connecting ball components and a storage bag. Among them, 6 of the balls have a light-up effect and can all be stored in the convenient-to-carry storage bag. Gift box packaging, exquisite and beautiful, the top choice as a gift.
- DIMENSIONS: You can use your imagination to build various shapes and sizes, perfect for indoor and outdoor play spaces,The long pole is 42.5 cm in length, and the short pole is 28.8 cm. It is suitable for assembling various shapes.
- VERSATILE DESIGN: Interlocking pieces allow for countless configuration possibilities, from forts and tunnels to castles and play spaces。The middle part of the rod is in a cross structure, which is more stable and can be bent appropriately with certain toughness. It is made of eco-friendly ABS material. The ball is of solid design and is sturdy and durable. The ball is made of eco-friendly PP material, ensuring safety and reliability.
- EDUCATIONAL VALUE: STEM-based construction toy develops spatial awareness, engineering skills, and creative thinking in children ages 3-12.It can be used both indoors and outdoors. It is suitable for parent-child interaction and helps develop children's hands-on skills, thinking abilities and spatial imagination.
- EASY ASSEMBLY: The rods and balls are designed for plug-and-play use. They are very convenient and easy to assemble and disassemble. After disassembly, they can be placed in the storage bag and won't take up any space. The ball is designed with multi-directional and multi-hole structure. By using different hole positions, various different shapes can be assembled.
Likewise, faster frame erection does not necessarily mean earlier occupancy. Design completion, procurement, steel fabrication, foundation work, erection or concrete placement and curing, enclosure, inspections, trade coordination and commissioning all affect the critical path. The Taiwan study’s 29-day difference belongs to its case, not to every steel classroom project.
Which system lasts longer?
The available evidence does not establish a universal service-life winner for RCC or steel-framed classrooms. NIST material on chloride-exposed reinforced concrete describes challenges in predicting corrosion thresholds, corrosion rates and service life; it is not a direct head-to-head classroom trial. Read the NIST workshop report on reinforced-concrete service-life modelling. A later NIST review also notes factors that complicate service-life prediction for concrete exposed to chlorides. For either option, durability depends on design and detailing, exposure, construction quality, inspection and maintenance. Have the design team identify how the building will manage moisture, chlorides and chemicals; what protection is specified; how it can be inspected; and how repairs will be carried out. For RCC, address reinforcement protection and deterioration associated with ingress. For structural steel, document the corrosion-protection system, inspection access and recoating or repair assumptions. The owner’s ability to fund and carry out planned maintenance is part of the practical comparison.
How to assess fire performance
Do not treat either material as inherently fireproof. NIST’s best-practice guidance for structural fire-resistance design covers both concrete and steel buildings, including performance objectives, fire scenarios, thermal properties and structural response. It discusses prescriptive as well as performance-based approaches. Read the NIST structural fire-resistance guidance.

Ask for a matched pair of designs serving the same classroom capacity, spans, floor count, architectural and acoustic needs, hazard criteria, fire rating, enclosure and service requirements.
