Walk the site in a planned sequence, coordinate inspections before work is concealed, record specific deficiencies, and track each item through correction and required sign-off. This guide is for U.S. school project stakeholders; local codes, permits, contract terms, and inspection requirements govern each project.
Start with the documents that define acceptable work
Before the walkthrough, gather the current contract scope, approved construction drawings, specifications, approved submittals, relevant shop drawings, test reports, and required inspection records. Confirm that you have the latest versions. If field conditions or proposed changes differ from those documents, ask the project design professional to clarify whether a change has been approved.

Use those documents as the basis for each observation: identify the requirement, then compare the installed work with it. NYC’s Department of Buildings checklist says approved drawings should convey the project scope and work should conform to them; it also calls attention to scope modifications and possible amendments. Coordinate inspections before work is covered
Ask the project team which inspections, tests, or observations must take place at each stage—especially before later work hides an assembly or condition that needs inspection. Coordinate the schedule with the required special inspection agency and keep the resulting records with the project documentation. In New York City, the owner is responsible for hiring the special inspection agency and submitting its details as part of permit requirements; the applicable requirements vary by jurisdiction and project.

Project inspectors and special inspection agencies have defined roles. LAUSD describes project inspectors as providing code oversight and proactively identifying construction or design conflicts. They are not interchangeable with an owner’s informal visual walkthrough. Confirm who is authorized to perform each inspection and who provides the required acceptance or sign-off. Walk each classroom methodically
Choose a repeatable route—for example, one classroom at a time, moving from entry around the room and checking each surface and system in turn. For every observation, note the room and exact location, the drawing or specification reference, what you observed, the expected requirement, available evidence such as a photo, the responsible trade, priority, and agreed follow-up date.

Compare visible materials and workmanship with the project documents. Note damage, incomplete installation, poor fit or finish, and apparent deviations from approved details. The federal field inspectors’ checklist directs inspectors to consider specifications, shop drawings, design details, inspection and test reports, material quality, dimensions, workmanship, conformance, incomplete work, and contractor notification. Be precise and factual. “Gap at the east wall base, room 214; see detail A-502” is more actionable than “bad finish.” If you cannot identify the controlling requirement, record the condition and ask the design professional or project manager to interpret it rather than declaring it acceptable or noncompliant.

Pay attention to moisture and indoor-air-quality risks
Look for water intrusion, wet materials, damaged packaging, or moisture-absorbing materials left unprotected. EPA advises keeping such materials dry and drying water-damaged materials quickly; materials that remain damp for an extended period may need replacement. Have qualified professionals assess water damage and determine the appropriate response rather than relying on a visual walk alone. EPA guidance on moisture control in schools.
Construction choices can also affect school indoor air quality. EPA’s school commissioning checklist addresses common design and construction errors involving IAQ. HVAC systems, the building envelope, kitchen equipment, and fume hoods can all affect indoor conditions. Review classroom conditions within your authority
A walkthrough can identify visible concerns such as missing electrical cover plates, unsecured shelving, unsafe ladder conditions, or air units obstructed by stored items. These examples appear in a Massachusetts classroom self-audit checklist, which cautions that it is a guide—not a complete list—and directs users to applicable standards for details. Record issues and track them to closure
Maintain one open-item log so observations do not disappear into emails or informal conversations. A useful entry connects the observed condition to its requirement and evidence, identifies who must respond, and records what happens next.

Assign each item to the responsible party, document the response, and recheck the work. Close an item only when the correction has been verified and any required inspection, test, or approval has been recorded. NYC’s project checklist includes completion inspections, as-built submissions, and final sign-off; the exact closeout process for another project depends on its governing documents and jurisdiction. Know who can make the determination
Owners’ representatives and facilities staff can document observations and raise questions, but a walkthrough is not code certification. Use the project’s qualified inspector, special inspection agency, commissioning agent, design professional, or authority having jurisdiction for decisions that require their expertise or legal authority. The required reviewer depends on the type of work and the project’s permit and contract requirements.
