Use this checklist to organize the design review, then verify every requirement against the codes adopted for the project’s location, building type and occupancy. It is a planning aid—not proof of compliance.
Start with the project’s users and governing requirements
Before fixing the room layout or selecting fixtures, establish who will use the facility, how it will be operated and which authorities’ requirements apply. Accessibility, fixture counts, plumbing and ventilation may be governed by different rules.

- Confirm the country, municipality, facility type, expected occupancy and relevant approving authorities.
- Identify the adopted accessibility, plumbing, building, mechanical and public-health requirements, including local amendments.
- Describe the intended users, including their age and mobility needs. Address privacy, safety and menstrual hygiene in the project brief.
- Assign responsibility for design coordination, cleaning, inspections and repairs so operating needs inform the plans rather than being left until handover.
For U.S. projects, the 2010 ADA Standards and the locally applicable building and plumbing codes should be checked together. The Access Board explains the distinction: plumbing and building codes address the number and type of rooms and fixtures required, while the ADA Standards address accessibility of facilities that are provided. See the Access Board guide to toilet rooms. These U.S. references do not establish requirements for other jurisdictions.
Coordinate water supply, fixtures and sanitation
Plan the water source and the system that receives and treats waste as one design problem. WHO guidance recommends matching toilet technology to current and anticipated water availability, as well as to the containment, conveyance and treatment arrangements for excreta. The WHO Guidelines on Sanitation and Health provide planning guidance; project engineers and the relevant authorities must establish the applicable design requirements.

- Confirm the available water service and its expected reliability, then have supply and drainage sized and configured under the adopted code and project engineering.
- Choose a toilet or sanitation system that can function with the available water and connect appropriately to downstream containment, conveyance and treatment.
- Place handwashing where users can conveniently reach it, with soap and water available nearby.
- Coordinate fixture connections, drainage, backflow protection, shutoffs and service access with the plumbing design.
- Leave room to clean fixtures and nearby surfaces, and make shutoffs and service points accessible for repair.
The 2024 International Plumbing Code (IPC) is a model code, not automatically the governing code everywhere. Its §405.1 states: “The supply lines and fittings for every plumbing fixture shall be installed so as to prevent backflow.” The chapter also addresses fixture cleanability. Confirm adoption and amendments before applying its provisions; see the 2024 IPC Chapter 4.
Lay out accessibility into the room and fixtures
An accessible sign or an accessible fixture on a drawing does not establish that the room works for its users. The route, door, maneuvering space, fixture positions and controls need to be coordinated as a complete layout. Use the exact scoping and dimensional provisions of the standard that applies; do not design from rounded recollections.

- LARGE CAPACITY – Holds up to 500 multifold or 400 C-fold paper towels, reducing refill frequency. Compatible with most standard folded paper towels on the market
- FINGERPRINT-PFROOF - Featuring an anti-fingerprint finish, Our c-fold paper towel dispenser stays spotless and shiny like new—no constant wiping required
- DURABLE CONSTRUCTION - Brushed stainless steel, thicker material, easy to clean and anti-rust, provide long-lasting strength and use
- QUICK INSTALLATION - Wall mount installation type, need screw accessories to put in the wall, also come with all the installation hardware
- VERSATILE USE - A perfect accessory for any high traffic restroom in both commercial and public entities, including offices, restaurants, breakrooms, hospitals, healthcare facilities, schools, rest areas and more
- Determine which rooms, compartments and fixtures must be accessible under the project’s applicable accessibility law and building or plumbing code.
- Check accessible routes, turning space and door swing against the controlling standard and actual plan geometry.
- Locate water closets, grab bars, lavatories, faucets and dispensers to the applicable requirements; coordinate grab-bar backing and rated installation with the wall design.
- Protect exposed pipes beneath accessible lavatories. The 2010 ADA Standards §606.5 says: “Water supply and drain pipes under lavatories and sinks shall be insulated or otherwise configured to protect against contact.”
- Consider age-specific fixture provisions and advisory specifications where children are among the intended users.
- For a covered single-user room, check the applicable requirements for privacy latches and fixture limits; treat a family or unisex room as a complete layout and privacy decision.
The controlling details are in the 2010 ADA Standards for applicable U.S. projects. The Access Board’s toilet-room guide can help interpret the provisions, but project-specific scoping and stricter local rules still need to be checked.

- DISPENSE PROPERLY: The dispenser and towel refills work as a complete system, with a specially designed core plug that ensures a secure fit, smooth dispensing, and consistent performance. Paper towels from other brands will not fit or dispense
- HIGH-CAPACITY: Georgia-Pacific Paper towel dispensers holds 1150-ft towel rolls for extended uptime, helping minimize refilling, while the automatic towel dispenser design helps ensure nearly the entire roll is used up
- DURABLE DISPENSER: Protects against theft with a key lock, and replaceable chassis is backed by a 10-year warranty, helping lower replacement costs and upkeep in high-traffic restrooms
- LONG BATTERY LIFE: Dispenses up to 4 years on one set of 4 D-cell batteries, that helps reduce maintenance and improve reliability
- EASY TO REFILL: Wall mounted paper towel dispenser designed with an easy-access front cover that opens 180 for fast roll changes
- Document the applicable requirements and design assumptions for occupancy, use, climate and room layout.
- Coordinate fan capacity, exhaust discharge, make-up air and controls with the mechanical design.
- Allow access for fan and duct maintenance, and coordinate the air path and controls with lighting and other building systems.
- Check moisture control and ventilation details against the sanitation technology. A ventilation pipe used in some dry-toilet configurations is not the same thing as a general mechanical exhaust specification.
WaterAid’s public-toilet guidance covers planning, layout, accessibility, construction, operations and maintenance. It can inform project planning, but it does not replace the mechanical designer’s code-based determination.
Design for cleaning, inspection and repair
Cleaning and maintenance should be practical with the proposed finishes, fixtures and service access. WHO recommends regular cleaning arrangements for public and shared toilets, safe storage and use of cleaning materials, and protection for workers. Its sanitation guidance treats these as part of safe operation, not an afterthought.

- Select durable, cleanable finishes and fixtures, and ensure staff can reach the surfaces around them.
- Provide practical, secure storage for cleaning materials and protective equipment.
- Set a regular cleaning schedule, identify who is responsible and specify safe working practices.
- Make inspection and repair access workable for plumbing fixtures and building systems.
- Establish a way to report and respond to leaks, blockages, loose hardware, damaged surfaces, ventilation faults, failed locks and lighting faults.

Close the design review with a coordinated handoff
Before construction documents are finalized, have the relevant design professionals check the room plans and system details together. Record which code editions and local amendments govern, resolve interfaces between plumbing, accessibility and mechanical design, and give the operator a clear basis for cleaning, inspection and defect response. Fixture counts, ventilation requirements, accessibility scoping and service capacity depend on the project and cannot be determined from a generic checklist alone.
