For most small contractors, neither route is automatically better. A framework is worth pursuing when a suitable lot covers your trade and geography, the authority can show credible recurring demand, and your business can absorb the qualification and call-off workload without weakening live projects. A one-off tender is usually the better target when you have a strong fit for one defined project but the framework has uncertain demand, unsuitable lots, excessive entry requirements or unattractive risk terms.
Do not treat a framework place as booked revenue. It normally gives you eligibility to compete for future call-off contracts; it does not require the authority to award work. Compare the live framework documents, pipeline evidence, call-off rules, pricing mechanism and capacity requirements with the specific one-off tender before committing bid time.

What the two routes actually are
Public-sector construction framework
Under the Procurement Act 2023, a framework is a contract between a contracting authority and one or more suppliers that sets the terms and process for awarding future contracts. Those later contracts are commonly called call-offs. The framework can define eligible work, lots, geographical coverage, pricing rules, selection methods, performance requirements and contract terms in advance.
Joining a framework normally creates a place on an approved supplier list. A buyer can then award a call-off through a mini-competition between framework suppliers or, where the framework permits it, select a supplier directly using stated objective criteria. You must follow the selection method in the framework documents; being listed does not by itself give you a direct award.

One-off public-sector contract
A one-off tender is competition for one defined requirement: for example, a school extension, a road-repair package or a particular refurbishment project. The notice and tender documents describe the scope, site, programme, specification, evaluation method, pricing schedule, payment terms and risk allocation. If you win, the resulting contract is for that project rather than a place on a wider purchasing route.
The distinction matters commercially. A framework spreads the initial qualification effort across possible future opportunities but leaves uncertainty about whether any call-off will arrive. A one-off tender concentrates your effort on a known project and a known award decision.
Quick decision: which route is more likely to fit?
| Question | Framework is more likely to fit when… | One-off tender is more likely to fit when… |
|---|---|---|
| Capability | Your trade, certifications, experience and capacity match a defined lot. | You can deliver the particular specification but not the framework’s broader scope or evidence requirements. |
| Geography | The lot covers your operating area and travel costs are sustainable. | The project is local or has a site-specific advantage that the framework does not reflect. |
| Demand | The authority provides credible pipeline or historic award information showing recurring work. | No reliable call-off forecast is available, or demand appears too remote to justify the entry effort. |
| Bid resources | You can complete substantial pre-qualification and still respond to later call-offs. | You need to focus limited estimating and management time on one defined opportunity. |
| Commercial terms | The pricing mechanism, liability, insurance and payment terms are acceptable across likely projects. | The project-specific terms allocate risk you understand and can price accurately. |
| Time horizon | You want access to several opportunities over the framework term and can maintain compliance. | You want a discrete project, a near-term start or a reference from a specific delivery. |
Use this as a screening tool, not a substitute for reading the documents. A framework with a perfect trade fit but no realistic call-off path may be weaker than a well-priced one-off tender. Conversely, repeatedly bidding isolated projects can consume more management time than qualifying once for a genuinely active framework.

The most important caveat: a framework place is usually not guaranteed work
Cabinet Office guidance states: “In most cases a framework will not commit a contracting authority to enter into a call-off contract, but it is possible that some do.” Read the full Cabinet Office guidance on frameworks and check whether the particular framework contains any minimum commitment, volume undertaking or other binding obligation.
The framework’s headline value or maximum capacity is not the same as revenue available to your business. It may be an estimated aggregate ceiling, a maximum permitted spend or a capacity limit for the authority’s procurement route. Unless the documents expressly commit the buyer, treat it as an upper boundary rather than a sales forecast.

Call-offs can be awarded in two broad ways:
- Further competition: several framework suppliers submit prices and proposals for the specific project, usually against the framework’s stated rules.
- Permitted direct selection: the authority chooses a supplier without another competition, but only by applying the objective criteria and process set out in the framework.
Ask how often each method is expected to be used, who decides which suppliers are invited, and whether the authority publishes historic call-off awards. A supplier list with no transparent route to invitations may have little practical value.
How framework rules affect a small construction business
Term and refresh arrangements
The general maximum term for an ordinary framework is four years, subject to statutory exceptions. Open frameworks can operate through defined admission and refresh points, while a closed framework normally does not accept new suppliers during its term. The guidance recognises that a longer term may be justified for large construction or infrastructure programmes with phased call-offs. A call-off contract can extend beyond the framework’s end date if the framework rules permit it.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCheck the framework start and expiry dates, any extension options, refresh windows and the deadline by which call-offs must be awarded. A strong bid submitted shortly before expiry may have little remaining opportunity unless the documents provide a clear transition arrangement. Older procurements may continue under transitional rules, and Scotland can have a different regime; establish which rules govern the live notice.
Supplier fees
A supplier fee is not automatic. Under the Act’s framework rules, an authority may charge a fee only in the limited form allowed by the legislation: it must relate to a supplier that has been awarded a call-off, be a fixed percentage of the estimated call-off value, and be disclosed in the framework and the notice. Check the percentage, trigger, calculation base and payment timing before pricing your participation.
Due diligence and repeat effort
A framework can reduce repeated checks of basic capability, financial standing, insurance and policies because those matters are assessed at entry. It does not eliminate work. You may still need to complete project-specific method statements, programmes, rates, site information, clarifications, mobilisation plans and updated evidence for every call-off. Maintain the documents, accreditations and references that the framework requires throughout its term.

Construction example: why lot detail matters
The Government Commercial Agency’s Construction Works and Associated Services RM6088 framework illustrates the need to look beyond the headline. Its 11 lots cover different complexity and value levels, specialist areas and regional sub-lots. The page says that lower-value lots support direct access to small and medium-sized suppliers.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →As checked on 13 October 2026, the page states that RM6088 expires on 31 March 2027 and that all contracts must be awarded by that date. It also says that the successor RM6320 Construction Works and Associated Services 3, including ProCure 24, is planned to go live in early 2027. These are time-sensitive procurement dates: recheck the live page and notice before relying on them.
For a small contractor, the practical questions are more specific than “Is this a large framework?” Ask:
- Which lot covers your contract value, complexity and speciality?
- Is your operating region included, and are there regional sub-lots you can actually service?
- Does the lot allow direct access for firms of your size, or is the competition effectively aimed at larger contractors?
- Are the required references, turnover, insurance and technical staff proportionate to the work you want?
- How many call-offs have been awarded in your lot, and to which kinds of suppliers?
Framework versus one-off contract: a detailed comparison
| Decision axis | Framework | One-off contract |
|---|---|---|
| Work certainty | A place usually does not commit the buyer to a call-off. Look for pipeline evidence and any minimum commitment. | The requirement is defined, but you receive work only if you win the tender. |
| Initial bid effort | Entry can require substantial qualification, evidence and policy documentation; later call-offs may still require bids. | Effort is concentrated on one project and its published requirements. |
| Competition | Usually a mini-competition or a permitted direct selection using objective criteria in the framework. | Competition is for the specific contract under its published procedure. |
| Scope fit | Check lot, region, value band, speciality, eligibility, capacity, insurance, financial standing and framework terms. | Check the project scope, site, specification, programme, capacity and contract terms. |
| Pricing and risk | Review fixed rates or the pricing mechanism, permitted changes, liabilities, insurance and any disclosed supplier fee. | Review the tender pricing method, payment terms, risk allocation, provisional items and proposed amendments. |
| Time horizon | The framework has a defined term. Closed frameworks generally cannot add suppliers mid-term; open frameworks admit suppliers only at stated refresh points. | The route ends with the specific contract, although successful delivery may create a useful reference. |
| Capacity management | You may need to respond to overlapping call-offs and keep capacity declarations current. | You can assess one programme and site before committing resources. |
What to inspect before bidding for a framework
Do not decide from the notice title or total value. Work through the documents in this order:
- Confirm the buyer and eligible users. Identify which authorities, public bodies or other named users can call off. A framework may be unavailable to the clients you actually target.
- Map your work to a lot. Record the lot’s value range, complexity, speciality, geographical area and any minimum project capability. If your normal job size falls between lots, ask how borderline projects are handled.
- Test entry requirements. Check turnover, financial ratios, insurance limits, references, health and safety evidence, quality systems, environmental requirements, accreditations, named personnel and required forms. Separate mandatory pass/fail criteria from scored evidence.
- Calculate the real bid workload. Include the framework questionnaire, policies, case studies, pricing schedules, legal review and management approvals. Then allow for each likely call-off response, not just the initial submission.
- Find evidence of demand. Request or locate the expected call-off schedule, historic awards, project pipeline, likely annual volume and user adoption. If the authority will not provide a forecast, record that uncertainty rather than treating the maximum value as demand.
- Understand selection mechanics. Establish whether call-offs are competed, directly allocated or use both methods; how invitations are issued; whether rotation, workload or geographic criteria affect selection; and what happens if you decline an opportunity.
- Read the pricing rules. Determine whether rates are fixed, indexed, benchmarked, discounted or rebuilt for each call-off. Check which preliminaries, inflation, design development, materials volatility and abnormal site conditions can be priced.
- Review risk and cash flow. Examine payment dates, retention, bonds, parent guarantees, warranties, delay damages, defects periods, design responsibility, collateral warranties, insurance and limits of liability. Model the effect on working capital before submitting.
- Check fees and administrative charges. If a supplier fee exists, verify that it is disclosed, when it is triggered and whether it is deducted from payments or invoiced separately.
- Confirm the route’s remaining life. Note expiry, extensions, refresh points and the deadline for awarding call-offs. A late-stage framework may be useful only if a successor route or near-term projects are documented.
- Assess delivery capacity. Compare possible call-off dates with your current order book, supervisors, labour, plant, subcontractors and supply chain. A place you cannot service can damage performance scores and future invitations.
- Check collaboration options. Establish whether subcontracting, specialist supply, consortia or joint bids are permitted and how responsibility, insurance and financial standing are assessed.

- Site and programme: Confirm access, working hours, occupied premises, permits, utilities, logistics, handover milestones and the consequences of delay.
- Price method: Determine whether the tender uses a lump sum, schedule of rates, bills of quantities, target cost or another method. Identify provisional sums and fluctuation provisions.
- Payment and security: Check valuation cycles, payment notices, retention, release conditions, bonds and any pay-when-paid language.
- Risk allocation: Price ground conditions, inflation, design liability, third-party damage, liquidated damages, defects obligations and termination rights only after confirming who carries each risk.
- Evaluation: Read the scoring split between price, quality, social value, programme and experience. A low price cannot compensate for a mandatory technical failure.
- Strategic value: Consider whether the project is a useful reference, develops a capability you can sell, or consumes scarce resources without a realistic margin.
Because the project is defined, you can usually make a clearer go/no-go decision. That clarity is valuable when your estimating team cannot support a framework entry exercise and multiple uncertain call-offs at the same time.

Cabinet Office learning guidance explains that, before inviting tenders for regulated below-threshold contracts, authorities must have regard to the fact that small and medium-sized enterprises may face particular barriers and must consider whether those barriers can be removed or reduced. See Module 1: Scope, definitions and general principles.
This is a consideration duty, not a guarantee that a small contractor qualifies, is shortlisted or wins. It does not override proportionate requirements for safety, financial resilience, insurance or technical competence. Use it to ask sensible questions about lotting, evidence requirements, subcontracting and payment arrangements, but do not rely on it as a forecast of access.
Common mistakes and practical fixes
| Mistake | Why it causes trouble | Better approach |
|---|---|---|
| Assuming a place means guaranteed work | You may hire staff, reserve plant or discount rates for demand that never materialises. | Separate eligibility from commitment and require documentary evidence of pipeline or minimum volume. |
| Judging by total framework value | The figure may be a ceiling across many users, lots and years, not money available to your firm. | Analyse your lot’s historic and forecast call-offs, geography and likely share of competitions. |
| Ignoring call-off competition | Entry can be followed by repeated short-notice bids with no award. | Ask about invitation frequency, response periods, evaluation and historic conversion before joining. |
| Choosing a lot that is too broad | You may fail mandatory evidence tests or be invited to work outside your profitable niche. | Select only lots matching your normal value, complexity, speciality and operating area. |
| Pricing before reading risk terms | Unpriced inflation, delay, design or liability exposure can erase margin. | Build a risk register and obtain legal or commercial advice on unusual obligations. |
| Underestimating management capacity | Multiple call-offs can collide with live projects and reduce response quality. | Set a bid calendar, nominate an owner and define the maximum number of simultaneous opportunities. |
| Missing expiry or refresh dates | A late application may have little opportunity, or a closed framework may not accept new suppliers. | Record all deadlines and monitor the successor or next refresh route. |
| Assuming public-sector terms are standard | Authorities and frameworks differ on payment, retention, amendments, insurance and liability. | Read the actual contract and pricing schedules for each route. |
Decision examples for a small contractor
Choose the framework route
A regional refurbishment contractor has the required references and insurance, operates inside a lot’s geography, and can staff the qualification exercise. The authority supplies recent call-off data showing regular projects in the contractor’s value band. The framework’s mini-competitions use a pricing mechanism the contractor understands, and the business can respond without disrupting current sites. That is a rational framework bid, even though individual work is not guaranteed.
Choose the one-off tender
A specialist civil contractor is ideally placed for one local drainage project, but the available framework lot requires broader experience, higher insurance and travel across several regions. The authority provides no convincing call-off pipeline, and the framework expires soon. The defined project offers a clear programme and acceptable risk allocation. Concentrating on the one-off tender is more defensible than paying the entry cost for uncertain access.

Decline both for now
If the tender documents require evidence you cannot honestly provide, your current workload prevents reliable delivery, or the payment and liability terms would threaten cash flow, do not bid merely for visibility. Improve the missing capability, form a permitted consortium or subcontracting arrangement, and monitor a better-fitted opportunity.
Questions to put to the authority
Before committing bid resources, seek written clarification where the documents do not answer these points:
- Who can use the framework and which bodies are expected to call off?
- How many suppliers will be appointed to each lot, and can all appointed suppliers receive invitations?
- What is the expected call-off schedule, and what historic award information is available?
- When will a mini-competition be used, and when may objective direct selection be used?
- How are workload, geography, performance and conflicts considered when inviting or selecting suppliers?
- Are rates fixed or adjustable, and what project-specific pricing is allowed?
- Are there supplier fees, and exactly when are they payable?
- What are the payment, retention, insurance, bond, warranty and liability requirements?
- Can suppliers subcontract, form consortia or use specialist partners?
- What are the framework expiry, extension and refresh dates, and by when must call-offs be awarded?
- Does the stated maximum value create any commitment, or is it only a ceiling or estimate?
How to make the final go/no-go decision
Score each route against the same evidence rather than comparing an abstract framework with a concrete project. A simple internal paper should state:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- The work you can deliver profitably, including value, complexity, speciality and geography.
- The mandatory requirements you pass, the evidence you must create and any gaps that cannot be remedied.
- The likely bid hours for entry and each future call-off, with named staff responsible.
- The best available evidence of demand and the uncertainty that remains.
- The pricing, payment, insurance, liability and capacity consequences.
- The earliest realistic start date and whether it conflicts with existing commitments.
- The downside if no work is awarded after the initial framework bid.
- The opportunity cost: which specific tender or live project would lose attention?
Proceed with a framework only when the expected strategic access justifies the entry and maintenance burden without assuming a guaranteed return. Proceed with a one-off tender when the project fit, probability of winning and risk-adjusted margin are clearer. If neither case is supported by the documents, waiting for a better-fitted opportunity is a commercial decision, not a failure to pursue public work.
What current official guidance adds
The Cabinet Office’s Framework Practice Guide describes frameworks as a way to organise future purchasing, maintain supplier lists and reduce repeated due-diligence work, while also explaining closed and open framework arrangements. A 2026 guide page contextualises UK public procurement spending as “£400bn” and says a large proportion is channelled through frameworks. The inspected passage does not state the measurement period or a linked statistical methodology, so use that figure only as the guide’s broad context, not as a precisely defined annual market size.
The governing notice, framework agreement, lot schedules and call-off terms always control your decision. Rules can differ by jurisdiction, contracting authority, procurement start date and transitional regime, and Scottish procurements may require separate treatment. This article is practical procurement guidance, not legal advice; obtain advice on unusual contractual exposure before signing.
