Puerto Rico’s construction activity rose 9.55% in fiscal year 2026, but the headline growth does not describe a broad-based housing boom. Preliminary Puerto Rico Planning Board figures show that recovery programs and public facilities supplied the strongest increases, while private housing and residential development grew just 1.0%. Commercial and industrial building activity fell 0.4%.
What the FY2026 construction figures show
The Planning Board’s preliminary Value of Construction Activity report measures the value of construction work performed during the fiscal year. The results indicate that total activity accelerated from 5.92% growth in FY2025 to 9.55% in FY2026.

That total combines public works, recovery-funded projects and several categories of private construction. Because the categories moved at very different speeds, the overall number should not be read as a measure of homebuilding alone.

Why public projects are carrying the expansion
Recovery programs grew 21.9%, the largest increase reported in the breakdown. Public-sector facilities increased 11.7%, including work on water and sewer networks, electric-power infrastructure and other government projects. The component covering the central government, municipalities and recovery programs rose 11.5%.

These figures point to reconstruction and infrastructure spending as the principal engine of FY2026 construction growth. Planning Board President Héctor Morales Martínez described public investment as decisive, saying that reconstruction can improve infrastructure while also boosting economic activity.
Housing is moving, but only marginally
Private housing and residential development increased 1.0%. That is positive in the narrow sense that the category did not decline, but it is far below the growth rates recorded for recovery programs and public facilities. The result answers a common question directly: Puerto Rico’s construction increase is not being matched by a comparable rise in residential building.

The available figures do not establish why housing growth was limited. They do not identify whether financing, permitting, land availability, labor, construction costs or buyer demand is the binding constraint. Nor do they report housing-unit completions or project-level dollar values. Those questions require separate housing-market and project data.
Private investment is also uneven
Private construction cannot be treated as a single trend. Projects associated with pharmaceutical facilities, telecommunications, renewable energy and other works grew 17.5%, while residential construction rose only 1.0% and commercial and industrial buildings contracted 0.4%.

This split suggests that capital is flowing more strongly toward specialized or infrastructure-linked facilities than toward ordinary homes and conventional commercial buildings. It also explains how total construction can expand substantially even while many households see little change in the pace of residential development.

Overall construction activity grew 5.92% in FY2025 and 9.55% in FY2026. The year-over-year acceleration is therefore about 3.63 percentage points. The comparison shows stronger momentum, but it does not by itself show that housing conditions improved: the 1.0% residential increase is a separate category within the FY2026 result.

What the Planning Board measures—and what it does not
The Planning Board’s Construction Unit, part of its Economic and Social Planning Program, uses surveys of the value of construction work performed during the period. The information also feeds Puerto Rico’s fixed-asset investment estimates, which are used in calculating gross product.
Because FY2026 numbers are preliminary and survey-based, the Planning Board may revise them as additional information becomes available. The release does not provide a complete historical series, detailed project lists, total spending by category or counts of homes built. Readers should therefore treat the percentages as an account of measured construction activity, not as a complete forecast of the housing market or the island’s future building pipeline.
