Public housing in South Korea is usually cheaper and can be more stable, but access depends on the exact program, household income and assets, life stage, and the latest recruitment notice. Private housing is faster and offers far more choice, yet the tenant must absorb market deposits, rent, brokerage fees, and the risk of recovering a large deposit. The practical comparison is therefore two-part: first, whether you qualify for a particular public scheme; second, whether your cash flow is better suited to private jeonse (전세) or wolse (월세).
This guide explains the main public programs, current figures published for 2026, private lease structures, application steps, and the checks that matter before signing any contract.

Public housing is not one national product with one application form. Korea Land & Housing Corporation (LH), Seoul and other local authorities operate several rental and deposit-support schemes. Each has its own target group, income and asset tests, housing conditions, rent calculation, contract term and renewal rules. A program may allocate a government-owned unit, subsidize rent, or help an eligible household lease a privately owned home.
Private housing is the ordinary market: you choose a listing, negotiate directly with a landlord through a licensed broker, and sign a lease under the applicable law. The two common payment structures are jeonse and wolse. Being legally able to rent a private home is a separate question from qualifying for a public program; a person can be able to sign a private lease without meeting any public-housing priority category.

| Public route | What the tenant receives | Who it generally targets |
|---|---|---|
| Permanent rental housing | A public rental unit at a heavily reduced rent, subject to continuing conditions | Protected groups, including some livelihood or medical-benefit recipients and other designated categories |
| General jeonse rental support | LH leases a home selected by an eligible household and sublets it to that household | Several welfare, family, disability, age and income-based categories |
| Housing benefit | Cash support toward rent, or repairs for an eligible owner-occupier | Households below the program’s recognized-income threshold |
| Youth, newlywed and local programs | Program-specific rental units, deposits or long-term leases | Defined age, marriage, child, employment or residency groups |
Do not assume that every public unit is reserved for the lowest-income households. Some programs are designed for young adults, newlyweds, families with children or other life stages and use different thresholds.
Public-housing eligibility: the rules that actually decide an application
Permanent rental housing
LH describes permanent rental housing as housing support for social-protection groups such as livelihood and medical-benefit recipients. Other designated protected categories may be included. Applicants generally must belong to a no-homeowner household and satisfy the income and asset rules attached to the relevant priority category.
LH lists first- and second-priority groups, but the notice for a particular recruitment round controls the details. Check the household definition, whether every household member must be free of home ownership, the income calculation date, vehicle and financial-asset limits, required certificates, and the order in which applications are ranked. A person who fits the broad description but fails one notice-specific condition can still be rejected.
General jeonse rental support
General jeonse support works differently from being assigned a government-built apartment. An eligible household identifies a home in the area where it wants to live. LH contracts with the owner, then rents that home to the household under the support program. This can provide more neighborhood choice than a fixed public complex, but the dwelling must satisfy the program’s property, value and location requirements.
The LH eligibility description includes certain welfare recipients, single-parent households, older people, some disabled applicants and households below specified income levels. A no-homeowner household and program asset conditions generally apply. The exact priority tier and income test must be read in the current notice rather than inferred from another year or another LH product.
Housing benefit is assistance, not a public unit
Housing benefit should not be confused with winning a place in public housing. LH states that the 2026 threshold is recognized income at or below 48% of median income. The published monthly recognized-income examples are:

| Four people | KRW 3,117,474 |
These figures are examples from the 2026 housing-benefit standard, not a universal cutoff for every public rental scheme. A renter may receive actual-rent support up to a region- and household-size-based standard rent. An eligible owner-occupier can instead receive repairs determined by the condition of the dwelling. The application and assessment route for benefit is therefore different from applying for a public rental allocation.
Seoul’s Mirinae Home example for newlyweds
Mirinae Home illustrates why location and life stage matter. The Seoul program is for qualifying newlywed couples and couples intending to marry. The household must have no home ownership; the notice describes marriage-timing conditions and a five-year lookback on ownership. Its basic lease term is ten years, extendable to twenty years if a child is born after move-in. It also describes below-market purchase options for eligible households with children.
Those are Seoul program terms, not nationwide rules. A newlywed couple elsewhere in Korea may face a different program name, income ceiling, asset test, term or application calendar.
How much public housing costs
Permanent rental rent benchmark
LH states that permanent-rental conditions are approximately 30% of prevailing market rates. The figure is a program benchmark, not a promise that every unit costs exactly 30% of a nearby private listing. Unit size, location, household category and the notice’s deposit-and-rent schedule still determine the amount. Residence may last up to 50 years when the tenant continues to satisfy the program terms.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsGeneral jeonse support: deposit, interest and ceilings
For general jeonse rental support, the LH page states that the tenant contributes 5% of the supported jeonse amount. Certain first-priority applicants contribute 2–5%. The tenant then pays annual interest of 1.2–2.2% on the supported amount. The page gives the following ceilings as of February 2026:
| Area | Maximum supported jeonse amount |
|---|---|
| Capital region | KRW 130 million |
| Metropolitan cities | KRW 90 million |
| Other regions | KRW 70 million |
These are maximum support amounts, not guaranteed budgets for every applicant or property. If an approved home costs more than the applicable ceiling, the household must determine whether the program permits an additional private contribution and whether it can afford it. The notice also controls eligible property types and any household-specific limit.

Illustration: if a notice allowed KRW 100 million of support and your category required a 5% contribution, the contribution would be KRW 5 million. Annual interest at 1.2–2.2% would be KRW 1.2–2.2 million before any other charges. This arithmetic illustrates the formula only; it is not a quote for a particular home.
Terms and stability
The general jeonse-support program states a two-year base term. Renewals may be available up to 14 times when the household continues to meet the requirements, producing a maximum stated stay of 30 years. Long duration is conditional: loss of eligibility, a changed household, asset growth or a program amendment can affect renewal.
Private housing: jeonse and wolse explained
Jeonse (전세)
Jeonse is a one- to two-year lease secured by a large lump-sum deposit. Seoul’s housing guide describes the tenant paying an initial portion at contract and the balance at move-in. At the end of the contract, the landlord is expected to return the jeonse amount in full. The arrangement can eliminate monthly rent, but it ties up substantial cash and makes deposit recovery the central financial risk.
Wolse or weolse (월세)
Wolse combines a deposit with recurring monthly rent. Seoul’s guide describes the deposit as generally ten to twenty times the monthly rent. That is an explanatory convention, not a current market average or a quotation for any particular neighborhood. Actual deposits and rents vary with location, building, condition, demand and negotiation.
Wolse reduces the cash locked in the property compared with a large jeonse deposit, but the tenant must budget for rent every month. Some contracts also add building management charges, utilities, parking or other recurring items. Require every recurring charge and its payment date to be written into the agreement.

- Amount due when the contract is signed.

- Monthly rent, management fees and utility billing dates, if the lease is wolse.
- Contract end date, notice period and renewal procedure.
- Date and method for returning the deposit, including the account that will receive it.
Never compare a public rent with a private monthly rent alone. A private jeonse may show zero monthly rent while requiring a deposit many times larger than a public contribution. A wolse may have a manageable deposit but a recurring payment that is difficult to sustain after a job or family change.

| Decision point | Public housing or support | Private housing |
|---|---|---|
| Eligibility | Scheme-specific household, income, asset and life-stage rules; many programs require a no-homeowner household. | Usually based on the available home, landlord requirements and your ability to meet the contract. |
| Monthly cost | Often reduced or subsidized; some support programs charge interest on the supported amount after a tenant contribution. | Jeonse may have no monthly rent; wolse has monthly rent plus a smaller deposit and possible management charges. |
| Upfront cash | Can be reduced by a public deposit contribution or subsidy, but ceilings and required contributions vary. | Deposit, moving costs and brokerage costs are paid under the private contract. |
| Choice of home | Inventory and location may be limited; general jeonse support can allow a tenant-selected home within program conditions. | Broadest choice, limited by listings, budget, location and landlord approval. |
| Stability | Some programs offer long residence while eligibility continues; permanent rental can state terms up to 50 years and general jeonse support up to 30 years with renewals. | Length and renewal depend on the signed contract and applicable tenancy rules; a landlord may not agree to the tenant’s preferred extension. |
| Speed | Applications, document checks, ranking and recruitment schedules can take time. | A suitable listing can be contracted quickly, subject to due diligence and landlord availability. |
| Best fit | Households that meet a defined program and prioritize lower cost or long-term security. | Households that need location or speed and can carry market deposits, rent and transaction risk. |
Brokerage fees and the full private-lease budget
Seoul publishes maximum real-estate brokerage rates by transaction value and property type. For a deposit-plus-monthly-rent lease, the transaction value is calculated using the deposit plus a multiple of the monthly rent. The maximum is not automatically the amount you must pay: the applicable cap, property category and negotiated fee should be confirmed with the licensed agent and checked against the current Seoul table.
Build a private-housing budget with separate lines for:
- Jeonse or wolse deposit and the exact payment dates.
- Monthly rent, if any.
- Management fees, utilities, parking and building services.
- Brokerage fee within the applicable maximum.
- Moving, furnishing, insurance and document costs.
- A reserve for a delayed deposit return or temporary accommodation at move-out.
For jeonse, also assess how the deposit will be protected and returned. Review the landlord and property records available to you, confirm who has authority to sign, document the condition at move-in, and obtain professional advice when the deposit is large or the ownership situation is complex. A low monthly payment does not compensate for an unrecoverable deposit.
Can foreigners rent or apply for public housing?
Foreign residents can ask whether they are legally able to sign a private lease, but that question is distinct from public-program eligibility. The evidence summarized here does not establish one nationality rule covering every LH, Seoul or municipal scheme. Public notices may define household status, residency, income, assets and documentation in ways that differ by program. Read the current notice and ask the administering authority what identification, registration and household documents are accepted before paying a deposit.
Seoul offers lease-transaction consulting for international residents who need help with jeonse scams or housing disputes. The listed service supports English, Chinese, Vietnamese, Mongolian, Russian, Uzbek and Urdu, with in-person, telephone and email routes. It is a Seoul service; availability outside Seoul is not established here. Keep copies of the Korean contract, translations, receipts, property documents and all messages with the landlord or broker when seeking help.
How to apply for public housing or support
- Name the exact scheme. Decide whether you are seeking permanent rental, general jeonse support, housing benefit, a youth or newlywed program, or another municipal product.
- Confirm the administering authority and location. LH and local governments publish separate notices. A Seoul program cannot be treated as a nationwide entitlement.
- Read the newest recruitment notice from beginning to end. Record the application dates, household definition, no-homeowner rule, income calculation, asset and vehicle limits, priority categories, property standards and renewal terms.
- Calculate recognized income and assets using the notice’s method. Do not substitute the 48% housing-benefit threshold for a rental-program threshold.
- Prepare evidence before the opening date. Typical notices may request identity, household, income, asset, family, disability or benefit documents. The required list is notice-specific.
- Apply through the channel stated by the authority. Keep the receipt or application number and save the notice version used.
- For selected applicants, verify the home before signing. In a general jeonse-support program, confirm that the chosen dwelling meets LH’s size, location, value and document requirements.
- Track renewal conditions. Calendar the contract end date and reassess household, income, asset and ownership status before requesting an extension.
How to rent privately without overlooking the risks
- Set a total-cost ceiling. Compare the deposit, monthly payments, management charges, brokerage fee and moving costs, not just the advertised rent.
- Choose jeonse, wolse or a mixed arrangement based on liquidity. Jeonse uses more upfront cash and less monthly cash; wolse reverses that pattern.
- Inspect the property and verify the contracting party. Confirm that the person signing can legally lease the home and that the written terms match the actual unit.
- Write every financial term into the contract. Include deposit, rent, management fees, due dates, term, renewal language, repair responsibilities and the deposit-return procedure.
- Check the brokerage fee. Ask the licensed agent to show the transaction-value calculation and the current maximum applicable to the property.
- Document handover. Photograph the condition, meter readings, keys and included fixtures; retain payment records.
- Plan the exit before moving in. Know how much notice is required, when the deposit should be returned and what you will do if the return is delayed.
Common mistakes and what to do instead
- Mistake: treating “public housing” as one eligibility test. Better: identify the program and read its current notice.
- Mistake: applying the housing-benefit threshold to every rental program. Better: use the income and asset definitions published for that scheme.
- Mistake: assuming all public housing is permanently available. Better: check renewal limits and the conditions that must continue after move-in.
- Mistake: comparing only monthly payments. Better: calculate the deposit, interest, fees, recurring charges and deposit-return exposure together.
- Mistake: treating Seoul terms as national policy. Better: verify the administering city or province.
- Mistake: assuming a foreign resident has the same public eligibility as a private tenant. Better: ask the program office which residency and documentation rules apply.
- Mistake: relying on an old notice or a verbal promise. Better: save the current notice and insist that agreed terms appear in the signed contract.
Which option is likely to fit?
Public housing or support is usually the stronger financial fit when your household clearly meets a current scheme, can tolerate an application timeline and values a lower rent or a long conditional stay. Permanent rental’s stated 30%-of-market benchmark, housing-benefit assistance and the deposit structure of general jeonse support can materially reduce cash pressure, but only within the program’s limits.
Private housing is usually the practical fit when you need a particular neighborhood, home size or move-in date, or when you do not meet a public category. Choose private jeonse only when you can protect and eventually recover the large deposit; choose wolse when preserving liquidity is more important than minimizing monthly outgoings. In both cases, make the decision from the complete contract cost and risk profile, not from the headline rent.
