It forecasts gross development value (GDV), deducts every development, financing and disposal cost, allows for an appropriate developer return, and shows either residual profit or the maximum supportable land price. A scheme is viable only when its value exceeds its costs with an allowance for profit; Homes England uses that test in its viability definition.
The result is decision support, not a guarantee. Values, costs, planning obligations, finance terms and programme dates must be specific to the site, jurisdiction, use, tenure and appraisal date. A credible study also includes a monthly or quarterly cash flow and downside scenarios, because a single residual calculation can hide a funding peak or a delay that makes the scheme unfinanceable.

What the feasibility study must decide
The appraisal should answer four linked questions:
- What is the completed scheme worth, and how quickly can units be sold or income-producing space be let?
- What is the full cost of delivering, financing and disposing of it?
- What profit or return is required for the risk being taken?
- After that return is protected, is there enough value left for the proposed land price?
For land already owned, the principal decision is whether the residual profit justifies proceeding. For land still to be acquired, the decision is the highest price the scheme can support while meeting the required return. Keep those questions separate: residual land valuation produces a land value, while a development appraisal tests profitability and viability. RICS recommends checking a residual land conclusion against comparable transactions rather than relying on the model alone.

Set the appraisal frame before entering figures
Define the physical and legal scope
Record the site address, ownership or acquisition status, planning jurisdiction, proposed use, tenure, density, unit mix, floor-area basis and phasing. State whether areas are gross internal area, net saleable area, gross external area or another measure; mixing bases is a common source of distorted costs and values. Identify existing buildings, rights of way, easements, leases, restrictive covenants, access arrangements and any abnormal site condition known at the appraisal date.
Fix the date and evidence standard
Every assumption should carry an “as at” date. Sale comparables, rents, yields, build rates, finance quotes and policy requirements move at different speeds. Record the source, geography, unit, timing, escalation treatment, confidence level and whether the figure is a committed quotation or an estimate. Do not quietly combine a current sales value with an old construction rate or an expired interest offer.
Prepare a planning and development brief
Before modelling value, list the planning designation, anticipated use class, density, height, access, parking, energy and environmental standards, affordable-housing policy, infrastructure obligations and likely approval conditions. Distinguish an adopted requirement from a negotiating assumption. Unresolved surveys, approvals or policy interpretations should appear as explicit risks with an owner and next action.
Estimate gross development value (GDV)
For-sale schemes
Build GDV from a unit schedule rather than a single rate. For each unit or product type, show area, assumed price per square metre or unit price, parking or ancillary value, tenure and expected sales date. Support values with recent, geographically relevant comparables and adjust for specification, floor, outlook, size, tenure and market movement. Then sum the expected proceeds by phase, allowing for discounts, incentives, void units, sales taxes where applicable and the realistic absorption rate.
Rental or mixed-tenure schemes
State the rent by unit or area, lease-up period, vacancy and bad-debt allowance, operating costs, service-charge treatment, incentives, letting fees and the exit yield or capitalisation method. A rental GDV is highly sensitive to the stabilisation date and yield; a headline rent without those assumptions is not a usable valuation. If part of the scheme is sold and part retained, model each exit separately and show the timing of sale proceeds or refinance.
Phasing and market depth
Market depth is as important as the highest achievable price. Test whether the local market can absorb the proposed unit count at the assumed rate, and model later phases at the dates when they are actually released. A delayed receipt increases interest and may force incentives even if the eventual price is unchanged.

|---|---|---|
| Land and acquisition | Purchase price or residual land value, acquisition taxes, purchaser’s legal fees and agent costs. | Confirm whether the land figure is an actual contract price, a bid or a modelled residual; identify tax jurisdiction and payment timing. |
| Base construction | Main contractor or build cost by gross internal area or another stated basis, including preliminaries and specification assumptions. | Align the rate with building type, quality, procurement route, location, inflation date and programme. |
| Abnormal works | Contamination remediation, demolition, difficult ground, retaining structures, flood protection, heritage constraints, unusual utilities and other site-specific items. | Use surveys, investigations and specialist allowances; do not bury unknowns in a generic percentage. |
| External works and infrastructure | Access roads, drainage and sustainable drainage, utilities, landscaping, open space, service connections and off-site works. | Check adoption standards, utility quotations, highways requirements and who pays for off-site improvements. |
| Professional and project fees | Architect, planning, measured and topographical surveys, geotechnical, structural and civil engineering, quantity surveying, project management, building control, legal and insurance costs. | Map each fee to its appointment, scope, payment milestone and whether it is calculated on construction cost or another base. |
| Planning and policy obligations | Affordable housing, Section 106 or equivalent obligations, Community Infrastructure Levy or equivalent charges, biodiversity or environmental requirements and other local standards. | Use the applicable policy and a documented negotiation assumption; show cash timing, indexation and triggers. |
| Finance | Arrangement, valuation, monitoring and commitment fees, interest on drawn debt, lender fees and equity costs where relevant. | Model drawdown timing, undrawn commitments, rolled-up interest, loan-to-cost limits, covenants and extension pricing. |
| Sales, marketing and disposal | Sales and marketing campaigns, disposal-agent fees, legal costs, incentives and, for rentals, letting and operating costs. | Apply fees to the correct proceeds and match expenditure to the sales or lease-up calendar. |
| Contingency | Construction and project contingency supported by a risk assessment. | Show the risks covered, probability or severity rationale and the point at which contingency is released; it is not a substitute for omitted scope. |
Taxes and statutory charges cannot be fixed generically. State the country, local authority, asset type, tax treatment and whether recoverability has been assumed. Keep known commitments separate from uncertain risks so the contingency remains auditable.
Calculate residual profit and residual land value
Residual profit when land is already purchased
Use:
Residual profit = GDV − (land cost + build and abnormal costs + external works and infrastructure + professional and project costs + policy obligations + finance + sales, marketing and legal costs + taxes + contingency).
Show the result in currency and as ratios. Profit on cost is profit divided by total development cost; profit on GDV is profit divided by GDV. State whether finance is included in the denominator, because different conventions produce different percentages.
Residual land value when land is not yet purchased
Use:
Residual land value = GDV − (all development costs excluding land + finance + developer profit or required return).
The MHCLG Appraisal Guide expresses the same relationship as “Land price=GDV-(Development costs+fees+profit).” The residual is the maximum theoretical land price under the stated assumptions, not an automatic bid. Deduct acquisition taxes and purchaser costs consistently: if they arise from the land purchase, include them in the land line or as a separate acquisition line, but do not count them twice.

Cross-check the residual
Compare the calculated land value with comparable transactions, adjusted for planning status, abnormal exposure, tenure, timing and density. A large difference does not prove the model wrong, but it identifies which assumption needs investigation. Present a bid headroom figure showing how much the proposed price is below or above the residual under the base case and under downside cases.
Model timing, cash flow and funding
Build a monthly or quarterly schedule from acquisition through exit. Place each receipt and payment in the period when cash actually moves:
- Enter land exchange, completion, taxes and acquisition fees.
- Schedule planning, surveys, design, legal and enabling works.
- Spread construction and external works according to the programme and payment profile, not as a single end-date amount.
- Draw debt and inject equity when required by the lender’s loan-to-cost or loan-to-value conditions.
- Accrue interest and lender fees on the balance and timing specified by the facility.
- Insert unit sales, rental receipts, incentives, letting costs and disposal proceeds at realistic dates.
- Calculate the closing cash balance, peak debt, peak equity requirement, total interest and project duration.
This cash-flow view exposes a funding peak that a single-date residual hides. A scheme can show an acceptable accounting profit yet fail because equity is unavailable during a delayed planning period or because debt covenants are breached before sales complete. Test extension fees and refinance assumptions where the exit date is uncertain.

Set a defensible developer return
There is no universal profit percentage for every development type, location or funding structure. UK national planning guidance published in 2024 cites 15–20% of GDV as an example of a suitable developer return assumption for plan-making viability work; it is not a rule for every project. A higher or lower target must be explained by scheme complexity, market volatility, leverage, programme, delivery risk and the investor’s requirements.
Keep the return assumption explicit. A profit target expressed on GDV is not interchangeable with one expressed on cost. State the denominator, whether finance is deducted before the return, and whether the return is a simple margin or an equity internal-rate-of-return hurdle. Report the resulting profit in currency as well as both profit-on-cost and profit-on-GDV so the decision-maker can see the absolute and relative outcomes.
Stress-test the appraisal
Maintain an assumptions register
For every variable, record source, date, geography, unit, timing, escalation method, confidence, owner and next evidence required. Mark figures as committed, quoted, estimated or policy-dependent. This makes it possible to update one assumption without losing the audit trail.

Run one-way sensitivities
Vary the inputs most likely to change the decision:
Recommended Free Tools
- Sales values or rents and the exit yield.
- Absorption rate, incentives and lease-up period.
- Base build cost, abnormal works and external infrastructure.
- Programme duration and start-date slippage.
- Interest rate, loan margin, fees and drawdown profile.
- Planning obligations, affordable-housing proportion and biodiversity requirements.
- Land price or required developer return.
RICS describes sensitivity analysis as varying inputs such as rent, sales values or build costs to show different results. Present the impact on residual profit, residual land value, peak debt, equity and duration, not just on one margin.
Use combined downside cases
Single-variable tests can understate correlated risk. Build at least one coherent downside case combining lower GDV, slower absorption, higher build cost and a delayed programme, with finance recalculated on the resulting cash flow. Add a planning or abnormal-works case where those risks are material. Government cost guidance says risk assessment and mitigation should inform the overall contingency and that assumptions should be documented and sensitivity-tested.
Find break-even points
Calculate the sales value, rent, build cost, completion date and land price at which the required return is exactly achieved. These break-even outputs turn a feasibility study into a negotiation tool: they show the maximum land bid, the value engineering required, or the minimum pre-sales needed before committing capital.

When a site supports more than one design, tenure or phasing strategy, keep the appraisal date, financing convention and return hurdle constant. Compare the alternatives across the following dimensions:
| Decision dimension | Questions to answer |
|---|---|
| GDV and market depth | Are prices or rents supported by comparable evidence, and can the proposed unit mix be absorbed at the modelled rate? |
| Total cost and abnormal exposure | Which option has more uncertain ground, infrastructure, specification or policy costs? |
| Residual land value and bid headroom | How much land price can each option support after the same required return? |
| Profit after finance | What are profit on cost and profit on GDV once interest and fees are included? |
| Funding requirement | What equity, peak debt, covenant headroom and interest burden arise, and when? |
| Planning deliverability | Which proposal is more likely to secure consent and satisfy affordable-housing, infrastructure and environmental obligations? |
| Downside resilience | Which option remains viable under shared lower-value, higher-cost and delay scenarios? |
| Exit strategy | Is the intended route sell-down, refinance, or hold, and does the model reflect that route’s costs and timing? |
Practical feasibility workflow
- Define the brief: confirm site, jurisdiction, use, tenure, density, phasing, appraisal date and measurement basis.
- Map planning constraints: document policy obligations, surveys required, approval risks and unresolved conditions.
- Assemble market evidence: collect comparable sale prices, rents, yields, unit mix and absorption evidence appropriate to the location.
- Prepare the area schedule: quantify units, floor areas, ancillary space, affordable provision and phasing from a concept design.
- Obtain cost evidence: price base build, abnormal works, infrastructure, fees, policy charges and disposal costs; identify what remains provisional.
- Build the cash flow: schedule acquisition, costs, debt, equity, receipts and exit by month or quarter.
- Calculate both residuals where relevant: show residual profit for an owned site and residual land value for an acquisition decision.
- Apply the return hurdle: state the basis and justify it against scheme risk, market and funding conditions.
- Stress-test and locate break-even: run one-way and combined downside cases, then identify the assumptions that control the decision.
- Review and record the recommendation: obtain appropriately qualified planning, cost, valuation, tax and finance advice; list conditions precedent, unresolved investigations and the evidence required before committing capital.
Common failure modes and corrections
Using a headline build rate as the whole cost plan
Correct it by separating base construction, abnormal works, external works, professional fees, policy obligations, finance, disposal costs and contingency. A low headline rate can conceal expensive infrastructure or site remediation.

Hiding omissions in contingency
Contingency should address identified uncertainty supported by a risk assessment. If a drainage design, utility connection or planning obligation has not been scoped, create a visible allowance and assign an action rather than masking it in a percentage.
Ignoring timing
Correct a static appraisal with a dated cash flow. Delay changes interest, staff and site overheads, sales incentives, policy indexation and the date at which receipts can repay debt.
Mixing incompatible evidence
Do not combine values from a different submarket, areas measured on different bases, or finance terms that assume a shorter programme. Label every input’s geography, date and unit.
Treating the residual as a guaranteed price
A residual is conditional on the assumptions. If comparable land transactions support a materially different figure, investigate planning status, abnormal risk, timing or market depth before bidding.
Decision rule
Proceed only when the base case meets the stated return after all costs, the cash flow can be funded through its peak requirement, and downside cases remain within the investor’s risk tolerance. If it does not, the levers are finite: improve evidenced value, reduce or defer cost, change the design or tenure, secure better funding, extend the programme only where the added value exceeds its carrying cost, or renegotiate the land price. Record which lever is relied upon and the evidence needed to validate it before committing capital.
