The best way to finance a home you will build on your own land in Mexico depends first on your affiliation. If you contribute to Infonavit or FOVISSSTE, start with that institution; if you do not, compare Sociedad Hipotecaria Federal (SHF)-assisted self-production with an open-market bank mortgage. In every case, a titled, buildable lot is the gatekeeper: lenders generally need a registered deed, acceptable land use, basic services, current taxes, and no disqualifying risk or liens.
Construction credit is not normally deposited in one unrestricted lump sum. Funds are released in stages against a budget, schedule, appraisal, inspection, or technical-supervision report. Before signing, compare the total cash you must bring—including permits, design, notarial work, inspections, insurance and overruns—not just the advertised interest rate.

Choose the financing route before commissioning a full design
Four routes cover most owner-build situations. Your employment relationship, housing-account contributions, location, land status and documented income determine which one is realistic.
| Route | Who it is for | Published leverage or term | Distinctive controls |
|---|---|---|---|
| Infonavit construction credit (“Quiero construir”) | Qualifying Infonavit contributors building on a qualifying lot in the worker’s or eligible spouse’s name | Five construction disbursements; construction must finish within six months | Authorized professional or company, verified progress, permits, budget and schedule |
| FOVISSSTE Tú Construyes / Construyes tu Casa | Active ISSSTE workers meeting the contribution requirement and land rules | Different published ceilings for homes up to and above 60 m²; exact ceiling depends on the program and case | Professional project executive, authorized financial entity, appraisal, staged work, external supervision and builder guarantees |
| SHF-assisted self-production | Employees or self-employed applicants with a lot and a viable project | Up to 95% of project value; up to 10 years; fixed-rate pesos; prepayment without penalty under the cited program terms | Applied for through a financial intermediary with technical assistance |
| Open-market bank land-plus-construction mortgage | Applicants who pass a bank’s income, credit and property underwriting | Example: five-to-20-year terms and up to 80% of projected home value | Linked land and construction credits, staged releases, appraisal and detailed plans, budget, materials and schedule |
Published limits are not approval promises. Each institution can change rates, caps, eligible municipalities, document lists and technical requirements. Obtain a dated written offer before committing to a builder or purchasing additional land.
#1 Best Overall
Land readiness is the first approval test
A lender cannot safely finance construction if it cannot take enforceable security over the land and the future house. Verify the following before paying for a complete architectural package:
- Title and registration: the deed should identify the owner who will borrow (or the qualifying spouse where a program permits it) and be registered in the public property registry.
- Liens and ownership: obtain a current certificate showing whether mortgages, embargoes, usufructs, co-ownership disputes or other encumbrances exist.
- Land use: confirm that municipal or state zoning permits residential construction. A lot intended for agricultural, conservation or incompatible commercial use can fail underwriting even if it is privately owned.
- Services: Infonavit’s construction information calls for water, electricity and drainage connected or available at the frontage. Other lenders may require a similar level of service.
- Taxes and utilities: keep property-tax and water accounts current and retain official receipts.
- Risk classification: the property must be in an acceptable, urbanized, low-risk area. Flood, landslide, protected-area or access problems can stop a loan.
- Existing construction: FOVISSSTE’s policy for individual construction describes a lot with no existing formal building being used for that modality. Ask whether an existing room, foundation or unregularized structure changes the product.
Do not assume possession is equivalent to title. FOVISSSTE can accept documented possession of certain socially held land under Tú Construyes, but the precise evidence and conversion path must be confirmed with the program. A private bank or another public program may reject the same parcel.
Option 1: Infonavit construction credit
Who can use it
Infonavit’s “Quiero construir” route is for a qualifying worker who builds on a lot titled and registered in the worker’s name or, where allowed, the qualifying spouse’s name. The lot should have the required utilities at the frontage, current taxes and services, residential-compatible land use and an acceptable risk classification.
If you still need to buy land, Infonavit’s Crediterreno Para mi hogar route can combine land acquisition and construction when both the land and the program conditions are met. This is a different transaction from simply drawing construction funds on a lot you already own, so ask for a current prequalification for the exact route.
How the individual modality works
- Check your current eligibility and balance. Use your Infonavit account to obtain a current prequalification rather than relying on an old score or an informal estimate.
- Confirm the lot. Gather the deed, registry information, lien certificate, tax and water receipts, utility evidence, zoning or land-use confirmation and risk information.
- Prepare the project. You design the house, obtain plans and permits, produce an itemized budget and set a construction schedule that fits the program deadline.
- Select an authorized professional or company. The individual modality requires an Infonavit-authorized professional or construction company. Confirm authorization before signing a private building contract.
- Sign and receive ministraciones. Infonavit describes five disbursements tied to verified progress. The amount available at each stage depends on the approved budget and the work actually completed.
- Pass verification visits. Budget for progress-verification visits and any technical or site expenses the credit does not cover.
- Finish within six months. Infonavit states, “Tu vivienda debe construirse en un plazo máximo de 6 meses.” Delays, change orders or late permits can therefore create a cash shortfall.
Five staged releases protect the lender but shift cash-flow risk to the owner. A builder may demand a deposit before the next inspection, and material prices can move while you wait. Keep liquid funds for those gaps and for work excluded from the approved budget.
Option 2: FOVISSSTE for ISSSTE workers
Tú Construyes eligibility and geography
FOVISSSTE’s Tú Construyes program is aimed at active workers with at least 18 months of housing-account contributions who own qualifying land or have documented possession of socially held land. The program is offered in Chiapas, Estado de México, Guerrero, Hidalgo, Michoacán, Oaxaca, Puebla, Querétaro, San Luis Potosí, Tlaxcala and Veracruz. A worker outside those states should not assume that the same construction product is available; check the current state list on the application date.
The program provides technical assistance and lets the borrower choose materials and builders within its structure. It publishes different financing ceilings for homes up to and above 60 square metres. The supplied program information does not establish a single nationwide peso ceiling, so obtain the current ceiling for your state, house size and contribution record.

Construyes tu Casa controls
FOVISSSTE’s Construyes tu Casa line describes a borrower-controlled process supported by a professional project executive and an authorized financial entity. It includes an appraisal, staged work, external supervision and builder guarantees. You can choose materials, finishes and the construction professional, but the work is checked for quality and progress.

That oversight affects scheduling. Ask who orders each inspection, how long a report takes, whether a failed inspection pauses the next release and who pays the visit. Put the answer in the building contract so your builder does not treat a program delay as an owner default.
Other FOVISSSTE structures
FOVISSSTE policy also describes Traditional credit for construction on your own land, land purchase plus construction and combined FOVISSSTE-INFONAVIT credit. Typical controls include a public title, basic services, current property-tax and water payments, an appraisal and no existing formal building on a lot used for individual construction. The combined route can be useful for a household with both ISSSTE and Infonavit contributors, but the institutions’ coordination rules and maximum amounts must be confirmed in writing.
Option 3: SHF-assisted self-production
Sociedad Hipotecaria Federal’s assisted self-production financing is designed for people who have a lot and want to build under direct control with a technical adviser or constructor. It expressly serves employees and people who work for themselves, so it can fill the gap when you do not belong to a payroll-linked housing fund.

| Up to 95% of project value | A high maximum does not eliminate the need for cash; the intermediary can lend less after reviewing income, land, appraisal and project risk. |

| Pesos at a fixed rate | Payments are not described as varying with an index under the cited program terms. Read the contract for the exact rate, insurance and fees. |
| Prepayment without penalty | The cited SHF page permits prepayment without penalty; verify that the current intermediary contract preserves that condition. |
You apply through a financial intermediary, not directly to SHF as though it were a retail branch. The intermediary underwrites the borrower and project and arranges the technical assistance. Before paying an application or advisory fee, confirm the intermediary’s current participation, rate, subsidy availability and technical-assistance costs.
Option 4: a private-bank land-plus-construction mortgage
An open-market bank mortgage can suit applicants with documented income and strong credit who need a broader geographic option or a larger amount than a public program provides. A current example is the land-plus-construction model described by BBVA México: two linked credits under one guarantee, releases as construction advances, terms from five to 20 years and up to 80% financing on projected home value.
The page lists a 10.20% fixed ordinary annual rate and an 11.8% average CAT without VAT, calculated on 27 February 2026, with that stated offer valid through 26 August 2026. It estimates notarial costs at roughly 5% to 9% of the home value. These are dated example terms, not a market-wide rate or a promise that an applicant will receive them. Rates, CAT, commissions, valuation rules, maximum loan-to-value and validity can change.
What the bank will ask you to demonstrate
- Proof of income and continuity sufficient for the proposed payment.
- Authorization to consult your credit-bureau history.
- A legally acceptable lot and property documentation.
- A detailed project with architectural plans, budget, materials and construction schedule.
- An appraisal supporting the projected finished-home value and the lender’s guarantee.
Because the bank may finance up to 80% of projected value in this example, you must fund the balance plus closing and excluded construction expenses. If the appraisal is below your contractor’s estimate, the approved amount can be lower than your budget.

The documents and project package to assemble
Preparing the file in the lender’s order reduces avoidable delays. Requirements vary, but a complete package commonly contains:
Personal and contribution records
- Official identification and proof of address.
- Marriage or spouse documentation when the lot or application relies on a spouse’s eligibility.
- Current Infonavit or FOVISSSTE account statement and contribution history, if applicable.
- Income evidence: payroll records for employees or tax, bank and business records for self-employed applicants.
- Authorization for a credit-bureau consultation where a bank or intermediary requires it.
Land and legal records
- Registered deed or the program’s accepted possession evidence.
- Current certificate of liens and registry information.
- Property-tax and water-payment receipts.
- Zoning or residential land-use confirmation.
- Utility availability or connection evidence for water, electricity and drainage.
- Survey, boundaries and access documentation where requested.
- Any permits needed before work starts.
Technical and financial project records
- Architectural and structural plans appropriate to the local rules.
- Itemized quantities and costs for labor, materials, equipment, permits and site work.
- Construction schedule mapped to the lender’s release milestones.
- Builder or authorized professional credentials, contract, guarantees and payment terms.
- Independent appraisal or valuation required by the lender.
- A separate cash plan for uncovered costs and overruns.
A practical application sequence
- Identify your affiliation. Check Infonavit and FOVISSSTE contribution records first. If neither applies, ask an SHF intermediary and at least one bank for an initial eligibility review.
- Freeze the land decision. Verify title, liens, zoning, services, taxes, access and risk before ordering a full design or paying a non-refundable builder deposit.
- Obtain a buildable project. Commission plans, an itemized budget, a realistic schedule, a permit list and a clearly identified contingency reserve.
- Get comparable written offers. Request the same project value, land value, term and borrower information so differences reflect the product rather than inconsistent assumptions.
- Model the release calendar. Match each expected draw to contractor invoices, material orders, inspections and the time needed for approval. Identify the amount you must bridge from savings.
- Price the non-credit items. Include appraisal, notary, permits, design, technical supervision, insurance, utility work, taxes and site conditions excluded from the loan.
- Vet the construction professional. Confirm authorization where required, check references and write milestones, quality standards, change-order rules and delay responsibilities into the contract.
- Submit only after reconciling documents. Names, lot dimensions, registry numbers and tax accounts should match across the deed, plans, appraisal and application.
- Recheck terms at signing. Confirm the rate, CAT, cap, fees, state availability, disbursement schedule, deadline and prepayment rule on the final dated documents.
Cash-flow risks that cause otherwise approved projects to fail
Underestimating the gap between valuation and cost
A lender’s percentage is applied to a defined value—project value or projected finished-home value—not necessarily to every invoice you expect. If the appraisal is conservative or the budget omits site work, you fund the difference.
Starting before permits and release conditions are satisfied
Beginning work can create a structure that does not match approved plans or a milestone that cannot be inspected. Obtain the lender’s written start conditions and align the first contractor payment with the first eligible release.
Using staged credit for a single large purchase
Buying all finishes or ordering materials far ahead of the approved stage can exhaust cash before the next inspection. Schedule purchases around the draw calendar and preserve funds for labor and utility connections.
Changing the design mid-build
Extra rooms, upgraded finishes and relocated services can increase cost without increasing the approved loan. Treat every change as a new budget decision and ask whether a revised appraisal or authorization is required.
Ignoring time limits
Infonavit’s six-month maximum is explicit. Other products also have deadlines, even when the exact period differs. Weather, municipal delays and unavailable materials do not automatically extend a credit agreement.

When building in stages with savings may be better
Self-funding avoids interest and formal release inspections, but it also removes the lender’s budget discipline and can leave a half-built house if income changes. It may fit when you can complete a weather-tight, legally permitted stage without jeopardizing emergency savings and when your land is not yet acceptable for institutional credit.
A staged savings plan should still use professional plans, permits and a costed sequence. Build the structure and services in an order that does not require demolishing earlier work, and keep records of invoices and progress in case you later apply for financing. Do not start solely because a contractor offers a low initial price; compare the cost of completing the entire permitted design.
Decision guide: which route fits which borrower?
- Choose Infonavit first if you are an eligible contributor, the lot meets its title, service, land-use and risk rules, and you can finish within six months under five verified releases.
- Choose FOVISSSTE first if you are an active ISSSTE worker with at least 18 months of contributions and your land and state fall within Tú Construyes or another applicable line.
- Investigate SHF-assisted self-production if you are self-employed or otherwise outside a payroll-linked fund and want a fixed-peso structure with an intermediary and technical adviser.
- Compare a bank mortgage if you have strong documented income, acceptable credit and a project whose appraisal supports the required amount, especially when public-program geography or eligibility is a barrier.
- Use savings for some or all of the build when the project is small enough to complete safely from cash and borrowing costs or release restrictions would create more risk than they remove.
For many households, the sensible answer is not one product but a sequence: use the eligible public program or bank for the core build, retain cash for permits and closing costs, and refuse design changes that exceed the approved budget.

Frequently Asked Questions
Can I finance construction on land that is not yet titled in my name?
Usually not under standard individual construction underwriting. Infonavit requires a lot titled and registered in the worker’s or qualifying spouse’s name. FOVISSSTE’s Tú Construyes can address documented possession of certain socially held land, but acceptance is program-specific. Resolve title or possession eligibility before ordering a full project.
Does a 95% financing limit mean I need only 5% in cash?
No. SHF’s up-to-95% figure is a maximum of project value under its assisted self-production terms. The intermediary can approve less, and you still need cash for permits, design, appraisal, notary, technical assistance, insurance, uncovered site work and cost overruns.
Is the bank rate in the example guaranteed through August 2026?
No. The 10.20% fixed ordinary annual rate and 11.8% average CAT without VAT were calculated on 27 February 2026 and the cited offer stated validity through 26 August 2026. Your approval and final contract control, and the bank can change terms for later applications.
What if my build takes longer than the permitted period?
Contact the lender before the deadline and request its formal extension or restructuring procedure. Do not assume that weather, permit delays or a contractor dispute extends the credit automatically; an expired release schedule can leave you responsible for completion costs.

Should I choose the lender with the lowest advertised interest rate?
Not by itself. Compare CAT, fees, insurance, appraisal and notary costs, required equity, release timing, supervision charges, payment currency or indexation, construction deadline and the total cash needed to finish the approved project.
