A Prince Albert news report says two hotels and a restaurant are underway in The Yard, attributing the projects in part to the city’s development incentive. The City’s posted tax-abatement schedule, however, differs from the schedule described in that report. Council’s decision on a proposed one-year extension was not confirmed in the sources available as of October 7, 2026.
Which projects are reported in The Yard?
paNOW reported on October 5, 2026, that construction was underway on three projects along Seventh Avenue East:
- A hotel at 4284 Seventh Avenue East.
- A hotel at 4477 Seventh Avenue East.
- A restaurant at 4333 Seventh Avenue East.
The report says some businesses had waited for the policy before deciding to proceed. That is the report’s attribution; the available sources do not quantify how much the incentive influenced each project. They also do not establish the projects’ owners, hotel brands or operators, costs, or opening dates. paNOW’s October 5 report
What does Prince Albert’s incentive cover?
The City says council approved the New Commercial or Multi-Unit Residential Projects Development Incentive on July 21, 2025. It applies citywide to new commercial construction and new multi-unit residential construction of five or more units. The City’s March 2026 Schedule A sets out the following municipal tax-abatement schedule:

The percentages describe the General Municipal Levy, not a full exemption from every tax or charge. Under Schedule A, the incentive is not retroactive; it begins on January 1 of the calendar year after a project passes final inspection. Commercial construction must establish a new principal use on the site. The City’s March 2026 Schedule A and current development incentives page provide the formal program terms.
Why do the reported and formal schedules differ?
paNOW described a different sequence: no tax paid in the first year, 20% paid in year two, with payments increasing annually until full payment in year five. That account conflicts with the City’s posted Schedule A, which specifies a 70% abatement in year one, followed by 50%, 30%, and 15% abatements, then full taxation in year five. The sources do not explain the discrepancy; they should not be treated as matching descriptions of the same schedule.

For the formal program terms, the City’s March 2026 Schedule A is the published schedule. The City’s July 2025 announcement said the incentive supports new commercial buildings and residential developments of at least five units; it quoted Mayor Bill Powalinsky calling it “a bold step toward supporting growth and addressing the need for more housing and commercial development in Prince Albert.” City announcement, July 23, 2025

- The project must meet the eligible construction and use requirements; a commercial application must establish a new principal use on the site.
- The applicant must not be in tax arrears and must obtain the required permits.
- After a complete application is submitted, the City conducts an administrative review. It then goes to the City Manager for approval in principle and proceeds to council consideration.
- If approved, the abatement applies to the General Municipal Levy beginning January 1 of the year after the project passes final inspection. The program is not retroactive.
Did council extend the incentive?
paNOW reported that the planning department recommended a one-year extension, with the matter scheduled for council discussion on October 5, 2026. The sources available do not establish whether council approved it, so the recommendation should not be presented as a completed extension. The City says agendas, minutes, and meeting video are available through its council records portal; approved minutes may be posted after a later meeting.

The three projects are evidence of construction reported in The Yard, not a measured estimate of the program’s economic effect. The available sources provide no quantified estimate of jobs created, project investment, tax-base impact, or the incentive’s causal effect. A separate April 2026 Daily Herald story quoted acting Director of Community Development Micheal Nelson saying the incentive appealed to a developer considering another hotel in the district; that comment concerned a separate hotel proposal and does not establish why the three projects reported in October proceeded.
