A September 26, 2026, Economic Times interview with Vikas Khemani, identified as chairman of the Association of Portfolio Managers in India, said the expanded PMS framework could potentially double the industry over time. The report does not identify Rego of Right Horizons as the speaker, so that attribution cannot be confirmed. Its more practical point for investors is that broader portfolio options do not guarantee better returns: suitability, risk controls and performance through different market conditions still matter.
What PRIM could change for PMS portfolios
The interview describes the Portfolio Management Services Investment Route (PRIM) as broadening the instruments that managers can use in customized portfolios. The report names direct mutual fund plans, exchange-traded funds (ETFs), index funds and Specialized Investment Funds (SIFs). It presents this flexibility as a structural change to portfolio construction, not evidence that any one instrument or manager will outperform.
The same report associates the framework with a ₹25 lakh PMS entry point. Because the controlling SEBI instrument and its conditions were not confirmed in the reporting available here, treat that figure as the interview’s description, not a complete statement of current eligibility or regulatory requirements.
Why a larger market is only a possibility
Khemani said the expanded framework and lower entry point could potentially double the PMS industry over time. The interview gives no calculation, defined forecast period or methodology for that expectation. It should therefore be read as an industry view, not a measured projection, a regulator’s forecast or a guaranteed result. The report also does not establish that PMS assets or investor participation have already doubled.

What broader portfolio choice means for investors
Customization is the stated distinction
Khemani described PMS as individualized portfolio management, with potential customization around asset allocation, risk tolerance, liquidity needs, tax considerations and investment preferences. By contrast, he characterized mutual funds and SIFs as pooled products with defined mandates. These are interview observations, not a complete comparison of every product’s legal structure or features.
More instruments also require careful risk management
The interview discusses derivatives exposure of up to 1.25 times client assets under management (AUM), while emphasizing that derivatives should not be treated simply as a way to increase leverage. Khemani described their possible roles as hedging, return enhancement and efficient exposure management, alongside the need for strong risk frameworks and suitability assessment. The report alone does not establish the applicable legal conditions or how the limit is calculated; investors should not treat the figure as definitive regulatory guidance.

It also discusses possible access to overseas equities, debt, REITs, mutual funds, ETFs, index funds and foreign government securities. Khemani’s case for global diversification was that it may provide exposure to return sources or sectors less represented in India. Whether that belongs in a portfolio depends on the client’s objectives, risk profile and overall asset allocation; the interview does not support a universal allocation recommendation.

- How much risk did the manager take to generate the return?
- What drawdowns did the portfolio experience, and how did it behave during market stress?
- Was performance consistent through different market cycles, and how volatile was the portfolio?
- Is the investment process clear and applied consistently?
These questions help frame due diligence; they do not establish that a particular PMS has superior alpha. Past performance and a wider choice of instruments cannot, by themselves, demonstrate that a strategy will deliver better future results.
