Neither pre-engineered metal buildings (PEMBs) nor conventional structural-steel buildings is universally cheaper or faster. A PEMB is a coordinated, manufacturer-engineered system whose primary frames, secondary members, and metal roof and wall panels are designed for a particular project. A conventional steel building is typically a project-specific frame designed and detailed by the project team using structural-steel standards. Both must meet the same locally adopted building codes.

The reliable choice comes from comparing equivalent, delivered scopes: engineering, fabrication, freight, erection, foundations, enclosure, fire protection, and trade interfaces. Standardization can give a PEMB a schedule advantage when the building fits the supplier’s system, while a conventional frame can be the better fit for unusual geometry, demanding architectural work, or extensive late changes.

What “pre-engineered metal building” and “conventional steel building” mean

Pre-engineered metal building systems

A PEMB is not merely a pile of steel members. The Metal Building Manufacturers Association (MBMA) describes a metal building system as coordinated primary rigid frames, secondary purlins and girts, and metal roof and wall cladding. A manufacturer designs the members and connections for the project’s dimensions, loads, openings, and performance requirements, then supplies a package intended to work as a system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The package commonly includes tapered or built-up primary frames, cold-formed secondary members, roof and wall panels, trims, fasteners, and connection information. Insulation, doors, windows, interior liners, masonry, fire protection, mechanical equipment, and foundations may be included, delegated, or excluded depending on the contract. “Pre-engineered” therefore describes a systemized design and procurement method, not a building that is selected from an unchangeable catalogue.

Conventional structural-steel buildings

In a conventional approach, the project structural engineer designs a frame for the building’s geometry and loading. A steel fabricator details members and connections, produces shop drawings, fabricates the steel, and an erector assembles it. The framing may use rolled wide-flange columns and beams, open-web joists, trusses, metal deck, or other components selected for the specific project.

“Conventional” does not mean old-fashioned or non-engineered. It means the structural system is developed as a project-specific steel frame rather than as one manufacturer’s coordinated building-system package. A conventional frame can still use standardized details, digital fabrication, and prefabricated assemblies.

How the two approaches differ in a practical comparison

Comparison point PEMB system Conventional structural steel
Design basis Manufacturer-engineered system adapted to project dimensions, loads, and openings; project engineer-of-record responsibilities must be defined. Project-specific structural design and detailing by the engineer, detailer, fabricator, and erector under the project specifications.
Typical primary framing Built-up or tapered rigid frames coordinated with secondary purlins and girts. Rolled sections, built-up members, trusses, joists, or combinations selected for the project.
Envelope Metal roof and wall panels are commonly part of the system, with other materials possible. Envelope is usually specified and procured separately from the steel frame.
Change sensitivity Changes after engineering or release to fabrication can affect a coordinated package, panel orders, and delivery dates. Changes still cost time and money, but the project team may have more freedom to revise individual members or details before fabrication.
Best initial fit Clear-span or repetitive buildings whose dimensions, loads, and envelope needs align with a supplier’s system. Complex geometry, unusual load paths, specialized architectural expression, or extensive coordination with nonstandard systems.

A PEMB can use many exterior finishes. MBMA lists brick, glass, wood, masonry, EIFS, tilt-up, insulated metal panels, and other materials as possible architectural treatments, so a metal-building frame does not require a plain sheet-metal appearance. Confirm the proposed wall and roof assemblies, thermal performance, moisture control, and fire ratings in the bid documents.

Cost: compare the installed building, not a ton of steel

The most common pricing mistake is comparing a mill-price index or a raw steel tonnage against a PEMB supplier’s package price. The American Institute of Steel Construction (AISC) explains that its structural-material price index does not include fabrication or job-site erection. Labor, installation, transport, unloading, equipment, and site conditions can materially change the installed cost.

AISC’s generalized cost guidance says material is less than one-third of a structural-steel framing-system cost, while fabrication and erection make up more than two-thirds. In its typical commercial-building example, the structural frame is around 12% of total project cost. Those are industry-level illustrations, not a quote and not a direct PEMB-versus-conventional comparison.

Scope items that belong in both bids

Issue one scope matrix and require each bidder to mark included, excluded, or carried as an allowance. At minimum, compare:

  • Design criteria, structural engineering, delegated design, calculations, and shop drawings.
  • Primary frames, columns, beams, trusses, joists, purlins, girts, bracing, decking, and connections.
  • Roof and wall panels, trims, flashings, vapor control, insulation, liners, and accessories.
  • Doors, overhead doors, windows, louvers, canopies, mezzanines, stairs, and equipment supports.
  • Shop coatings, galvanizing where specified, touch-up materials, and corrosion protection.
  • Freight, temporary storage, unloading, cranes, lifts, erection labor, field welding, and bolting.
  • Foundations, anchor rods, slab edges, embeds, and survey or layout responsibilities.
  • Fire-resistance assemblies, sprinklers, fireproofing, fire stopping, and testing.
  • Mechanical, electrical, plumbing, and process-equipment interfaces, including penetrations and supports.
  • Permits, inspections, testing, commissioning, temporary protection, and general conditions.

Define alternates separately. A lower number can simply reflect thinner insulation, fewer openings, a different fire rating, omitted trim, or an exclusion for foundations and erection. Require assumptions for site access, crane reach, working hours, taxes, fuel surcharges, escalation, and storage.

Why the cheapest frame can produce the most expensive project

The frame is only one portion of the project budget. A supplier that reduces steel weight may require different foundations, additional bracing, or more coordination at large openings. Conversely, a heavier conventional frame may simplify architectural interfaces or support future loads. Evaluate the total installed cost and the cost of schedule risk, not the weight of the frame in isolation.

Include schedule-related costs only when the team can quantify them: temporary facilities, extended supervision, financing, lost occupancy, weather protection, storage, or resequencing of other trades. Do not assign a generic savings percentage to either system without project-specific evidence.

Schedule: where standardization can help—and where it cannot

Break the programme into separate activities instead of asking which system is “faster.” Track design criteria and approvals, engineering, permitting, procurement, detailing and submittals, fabrication, shipping, foundations, erection, enclosure, and interior completion.

Schedule phase PEMB considerations Conventional-steel considerations
Design and approvals System geometry and loads must be fixed early enough for the manufacturer to engineer the package; permit requirements remain project-specific. Engineer develops the frame and details for the project; permit review depends on the same jurisdictional criteria.
Procurement and detailing Coordinated package can reduce interfaces, but a late change can affect several system components at once. Separate structural, envelope, and accessory procurements may create more interfaces but can allow parallel buying when scopes are well managed.
Fabrication Factory production of a coordinated system can support predictable erection sequencing when capacity and materials are available. Fabrication follows approved drawings and may involve multiple shops or component suppliers.
Foundations and site work Anchor-bolt locations and reactions must be issued early; foundation progress can govern steel delivery. Base reactions and embeds also must be coordinated; complex frames may require more field layout or temporary works.
Erection and enclosure Factory-fit components and planned panel installation can shorten field operations. Erection duration depends on member count, connections, decking, fireproofing, and the enclosure sequence.

MBMA describes factory fabrication and accelerated erection as advantages of systems-based construction. Its 2022 Sports & Fitness case study says standardization can make design, manufacturing, delivery, and erection possible in “as little as two-thirds the normal time” for conventional structures. That is an MBMA association statement from a case study, not an independently validated guarantee or a fixed percentage for every project.

Actual duration depends on supplier capacity, steel and panel availability, permit review, site access, weather, shipping routes, foundations, crane logistics, inspection hold points, and the sequence of mechanical, electrical, and interior trades. Put a milestone schedule and lead-time assumptions in the proposal; do not treat a quoted erection duration as the date the building will be ready for occupancy.

Tradeoffs by building requirement

Clear spans, bays, and future expansion

State the required clear span, bay spacing, eave and ridge heights, column locations, crane or mezzanine loads, equipment loads, snow, wind, seismic, rain, and any future load allowances. A PEMB may be efficient for repetitive bays and clear-span areas, while a conventional frame may be preferable when column grids, transfer conditions, long-span trusses, or irregular additions do not fit a standard system. Ask for the expansion concept now; adding a future bay can affect end-wall design, foundations, bracing, and cladding.

Architecture and interior performance

Compare complete wall and roof assemblies rather than the label on the frame. Check U-values or R-values, thermal bridges, condensation control, acoustic requirements, daylighting, air and water barriers, roof drainage, parapets, and interior liners. A PEMB can receive masonry, glass, wood, EIFS, tilt-up, or insulated panels, but each finish changes support details, sequencing, and price. A conventional steel building also needs a separately coordinated envelope package, so neither approach automatically delivers a particular appearance or performance level.

Openings and coordination

Large overhead doors, loading docks, clerestories, louvers, conveyors, rooftop units, solar arrays, and process penetrations should be shown before structural release. In a coordinated PEMB package, a late opening can require revised frames, girts, trims, and panel orders. In a conventional frame, the change can still affect beams, lintels, deck, fire protection, and shop drawings. The practical difference is how many parties and components must be revised, not whether changes are free.

Quality and execution

Ask how the fabricator controls welding, bolting, material traceability, dimensional checks, coating inspection, shop-drawing review, packaging, and field correction. AISC identifies cost, speed, and quality as recurring selection drivers and describes certification as an assessment of organizational capabilities and documented procedures. Review the current AISC certified-fabricator directory where applicable, then verify that the proposed shop, erector, and quality programme match the actual contract scope. Certification is not a substitute for project-specific references, competent supervision, or an engineer’s review.

Codes, standards, and responsibility

Code compliance is not a differentiator that one system can waive. MBMA states that metal building systems follow the same building codes and material standards as other construction forms. Its 2024 Metal Building Systems Manual aligns with the 2024 International Building Code and ASCE 7-22 and addresses common practice for design, manufacture, sale, erection, contracts, order documents, and engineer-of-record matters.

For conventional structural steel, the current edition identified on AISC’s standards page is ANSI/AISC 360-22, the 2022 Specification for Structural Steel Buildings. It supersedes the 2016 edition and incorporates both LRFD and ASD methods. The project jurisdiction may have adopted a different building-code or referenced-standard edition, so the contract documents and authority having jurisdiction control.

Before signing, identify who is responsible for design criteria, sealed calculations, delegated design, connection design, foundation reactions, anchor rods, fire-resistance details, shop-drawing approval, changes, and field modifications. MBMA’s manual is a useful reference, but it does not replace the project engineer-of-record, the building official, or the requirements in the construction contract.

How to obtain an apples-to-apples comparison

  1. Write the performance brief. Record occupancy, dimensions, clear heights, spans, bay spacing, loads, fire rating, thermal targets, acoustics, corrosion exposure, openings, equipment, future expansion, finishes, and required occupancy date.
  2. Set the code basis. State the jurisdiction, adopted IBC edition, referenced ASCE edition, risk category, wind, snow, seismic, rain, flood, and geotechnical criteria. Require bidders to list deviations or assumptions.
  3. Issue identical drawings and scope notes. Show foundations and anchor locations, envelope build-ups, doors, windows, penetrations, fire protection, MEP interfaces, and interior finishes. A conceptual sketch is not enough for a meaningful price comparison.
  4. Separate supply from installation. Request line items for engineering, materials, freight, unloading, erection, equipment, field work, foundations, and enclosure. State who provides cranes, temporary bracing, safety systems, and storage.
  5. Require an inclusion and exclusion schedule. Have each bidder identify taxes, escalation, allowances, alternates, testing, permits, inspections, coatings, touch-up, flashing, insulation, trims, and work by others.
  6. Request a logic-linked schedule. Ask for dates for design release, submittals, approvals, fabrication, shipping, foundations, erection, dry-in, and turnover, with lead-time assumptions and required owner decisions.
  7. Check qualifications. Review comparable projects, shop and field quality procedures, erection supervision, safety record, financial capacity, warranty terms, and the actual companies performing fabrication and erection.
  8. Normalize the bids. Price omissions and alternates before ranking proposals. Have the engineer verify reactions, deflections, openings, fire assemblies, and envelope performance on the same basis.
  9. Test change management. Ask how a revised door, rooftop unit, bay, finish, or load is priced and scheduled after engineering release. Select the proposal with a clear process, not merely the lowest initial number.

Common failure modes and safeguards

  • Comparing a frame to a building: Add cladding, insulation, openings, foundations, fire protection, freight, erection, and interfaces to both alternatives.
  • Accepting an unqualified “faster” claim: Tie any acceleration to approved drawings, supplier capacity, shipping, foundations, weather, and trade sequencing.
  • Leaving the engineer-of-record role vague: Name the responsible professional and define delegated-design seals, review limits, and field-change authority.
  • Releasing the package before coordination: Freeze major openings, equipment, loads, finishes, and future expansion before fabrication.
  • Ignoring site logistics: Verify truck access, laydown, crane position, overhead obstructions, ground bearing, weather exposure, and working-hour restrictions.
  • Underestimating interfaces: Detail roof curbs, gutters, parapets, masonry ties, wall transitions, fire stopping, penetrations, and MEP supports on coordinated drawings.
  • Using an incomplete low bid: Issue written clarifications and re-price exclusions so every bidder is evaluated on the same delivered scope.

Which system is likely to fit your project?

Project condition Starting point to investigate Reason to verify before deciding
Repetitive clear-span warehouse, agricultural, commercial, or recreational space with a defined envelope PEMB and conventional steel bids Confirm loads, openings, insulation, fire protection, foundations, and supplier lead time; a standard fit does not guarantee a lower installed cost.
Irregular geometry, transfer framing, unusual architectural expression, or many nonstandard supports Conventional structural steel, with a PEMB feasibility check A conventional frame may coordinate unusual load paths more directly, while a manufacturer may still offer a viable engineered solution.
Critical occupancy date with limited site duration Whichever bidder provides the most credible integrated schedule Validate procurement, permit, foundation, shipping, erection, enclosure, and interior-trade milestones rather than relying on a headline percentage.
Frequent late design changes or uncertain equipment Keep both options open until requirements stabilize Late changes can disrupt any steel design; compare each party’s change process, cost exposure, and fabrication-release date.
High architectural or interior-performance demands Evaluate complete envelope and coordination packages for both Frame type does not determine appearance, thermal performance, acoustics, or fire rating; assemblies and responsibilities do.

Bottom line

Choose a PEMB when its standardized, manufacturer-coordinated system matches the building’s geometry, loads, envelope, and schedule, and when the supplier can document the complete installed scope. Choose conventional structural steel when project-specific framing, architectural coordination, or unusual loads justify the additional design and procurement interfaces. In either case, obtain comparable local proposals that disclose engineering, materials, freight, erection, foundations, envelope, exclusions, qualifications, and schedule assumptions. The right answer is the one that satisfies the code and performance brief at the lowest credible total project risk—not the one with the lowest raw steel price.

Frequently Asked Questions

Does a pre-engineered metal building always cost less than conventional steel?

No. Cost depends on the complete delivered scope, including engineering, fabrication, freight, erection, foundations, enclosure, fire protection, and trade interfaces. A raw steel price or tonnage is not an installed-building price.

How much faster is a PEMB?

There is no universal percentage. MBMA’s 2022 Sports & Fitness case study says systems-based standardization can make the process possible in as little as two-thirds of the normal time for conventional structures, but that association statement is not a project guarantee. Permits, foundations, supplier capacity, weather, logistics, and interior trades determine the actual duration.

Can a PEMB have brick, glass, or other architectural finishes?

Yes. MBMA lists brick, glass, wood, masonry, EIFS, tilt-up, insulated metal panels, and other exterior materials as possible treatments. The selected assemblies must be engineered and priced for their support, moisture, thermal, and fire requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which standards govern these buildings?

The authority having jurisdiction and the contract’s adopted code control. MBMA’s 2024 manual aligns with the 2024 IBC and ASCE 7-22. AISC identifies ANSI/AISC 360-22 as its current structural-steel specification, superseding the 2016 edition; verify the edition adopted locally.

Who designs the foundations and anchor rods for a PEMB?

The contract must assign responsibilities explicitly. The metal-building supplier provides system reactions and anchor information within its scope, while the project engineer-of-record typically designs and seals foundations and coordinates the permit documents. Confirm the exact division before award.
