Pre-Construction Home Inspection: What Homeowners Should Photograph and Record

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make a dated, location-labeled record of your property immediately before nearby construction starts—before deliveries, demolition, excavation, equipment or stored materials change the site. Photograph the whole setting and every visible defect, add written measurements and a simple location index, preserve the original files, and repeat the same route after the work. That matched baseline is your clearest evidence of what pre-dated construction and what changed later.

What a pre-construction record proves

A pre-construction inspection (often called a condition or dilapidation survey) documents the observable state of your house and grounds at a known time. It cannot prove who caused a defect by itself, but it gives you a defensible reference for comparison if excavation, piling, demolition, vibration, settlement, water movement or vehicle access is followed by damage.

Philadelphia’s Department of Licenses and Inspections advises adjacent owners to make timestamped photographs before construction or demolition and notes that the contractor’s insurance information may be needed when pursuing repairs. Philadelphia code also calls for physical examination of adjoining property before work and at reasonable intervals, with conditions recorded. Requirements differ by jurisdiction and project; ask your building department what applies to your address.

Plan the survey before work begins

Confirm the project and legal trigger

Read the permit notice, construction schedule and any party-wall, access or monitoring agreement. Ask what activities are planned near your property: demolition, deep excavation, underpinning, piling, blasting, tunnelling, foundation work, heavy haulage or prolonged vibration. Singapore’s Building and Construction Authority, for example, requires a pre-construction survey before demolition, piling, foundation, tunnelling or site-formation work and provides for neighbour notification and access consent where necessary. Miami-Dade rules for covered work near existing structures require a signed and sealed third-party survey with a site plan and photo documentation.

Set a practical survey date

Complete the record as close as practicable to the start date, while the site is still in its ordinary condition. If work is delayed, keep the original survey and make a short update immediately before the revised start. Record the survey date, start and finish times, weather, recent rain or freeze and lighting; those details help explain moisture, shadows and temporary conditions.

Arrange safe access and a witness

Ask the owner or contractor in writing for access to any boundary, shared structure or neighboring area needed to see the condition. Keep copies of permissions, refusals and appointment messages. Have another adult present if possible. Do not enter an excavation, unstable structure, confined space, roof, crawlspace or other hazardous area; hire a qualified professional for places you cannot safely inspect.

Exterior: photograph the property and its surroundings

Begin with context images so an individual crack or damaged item can later be located. Keep the camera level where possible and use the same viewpoints for the completion survey.

Establish location and elevations

  • Take a street or frontage image that shows the address, house number or another unmistakable property feature.
  • Photograph every elevation straight-on, then from oblique angles that show depth and the relationship to the neighboring site.
  • Include the construction side, boundary line, party wall, shared driveway and any structure within the likely influence zone.

Record the building envelope

  • Foundation walls, visible footings, steps, porches, decks, balconies and retaining walls.
  • Brick, block, stone, render, siding, trim, windows, doors, roof edges, chimney and visible flashing.
  • Joints, expansion gaps, sealants, vents, exterior pipes and any prior patching or repointing.

Record hardscape, drainage and landscaping

  • Walks, driveway, patio, pool deck, curb, sidewalk and road edge, including joints and settlement.
  • Drains, channels, grates, catch basins, utility boxes, poles, meters, downspouts and splash blocks.
  • Grade changes and the slope at the foundation; drainage coming from neighboring lots; fences, gates, walls and posts.
  • Large trees, roots, landscape materials, sprinkler heads, planted beds and any irrigation or low-voltage lighting.

The National Association of Home Builders’ homeowner structural checklist specifically highlights grade, foundation slope, landscape materials, downspout extensions, trees, neighboring drainage, cracks, moisture and concrete flatwork. Include public-facing assets that could be struck by trucks or blocked by site fencing, not only the house itself.

Capture every visible defect twice

For each crack, spall, displaced joint, damp patch, stain, peeling finish, leaning element or old repair, take one wide image showing its location and one close-up with a ruler, tape measure, crack comparator or scale card. Keep the scale in the same plane as the defect and avoid covering the feature with your hand.

Interior: work room by room

Use a consistent route—such as basement to attic, then each floor clockwise—so you can repeat it later. Photograph ceilings, walls, floors, corners, trim, cornices, tile, cabinets, doors and windows. For each window and door, record whether it opens, closes and latches normally; a later change in operation can matter even when the frame looks intact.

Include less-visible spaces

  • Basement, crawlspace, attic and garage, if safely accessible.
  • Rooms closest to the construction side, party wall or shared foundation.
  • Fireplaces, plumbing penetrations, visible pipes, utility chases and mechanical supports.
  • Drywall joints, masonry, floor finishes, ceilings and any signs of moisture, odor or previous repair.

Written condition-report guidance from American Family Insurance lists foundations, exterior and interior walls, floors, ceilings, roofs, chimneys and other structural components. That is a useful scope even when your own record is informal. Never trade safety for completeness: photograph from a safe location and note areas that were inaccessible.

  • Evidence links: every photo and video filename, measurement and the corresponding point on a floor plan or site sketch.

Formal specifications for piling and other high-risk work call for photo direction, sketches, location and structure identifiers, annotations and notes on crack aperture, persistence and disrepair. A transparent crack comparator and scale card make repeated readings more consistent, but they do not identify the cause or structural significance of a crack.

Use a repeatable photo and file method

Camera practice

  1. Set the camera to retain original resolution and embedded date, time and location metadata when available.
  2. Use natural light or a stable light source; avoid a flash reflection that hides a surface.
  3. For each item, shoot a context frame, a medium frame and a scaled close-up. Add a short video walk-through where movement, drainage or operating doors and windows are important.
  4. Keep the lens square to walls and floors for comparison, and note the direction of each image.

Filename and index

Use a consistent name such as 2026-10-16_NorthWall_E07_closeup.jpg. The date is an example; use the actual survey date. Never overwrite an original when cropping, brightening or annotating. Put edited copies in a separate folder.

Export a read-only PDF index containing the floor plan or site sketch, defect IDs, photo numbers, measurements and notes. A simple table can include:

Preserve the surrounding records

Keep the original photo and video files, the PDF index, permit and notice, contractor contacts, the contractor’s certificate of insurance, access permissions or refusals and any survey report in one backed-up folder. Philadelphia L&I notes that insurance information may be necessary to pursue repairs. Store a copy somewhere independent of the device that took the photos, and retain the signed or acknowledged version of any formal report.

Monitor during construction

Agree in writing on brief walk-throughs at sensible milestones—for example, before excavation, after excavation, during piling or underpinning, after unusually heavy vibration and before site demobilisation. Repeat the same defect IDs, viewpoints, scales and operating checks; a new image that cannot be matched to the baseline is weaker evidence.

If a new crack, leak, settlement, broken window, damaged fence, blocked drain or other change appears:

  1. Photograph it immediately with context and scale, and record the date and time first observed.
  2. Assign a new ID or clearly mark the change against the original ID; do not delete the earlier file.
  3. Notify the owner, contractor and, where relevant, project surveyor in writing. Describe the location and attach copies, not irreplaceable originals.
  4. Keep every reply, inspection note and invoice in the same project folder.
  5. Do not clean away, patch or repair evidence until it is documented, unless emergency work is needed to prevent injury or serious water intrusion. Photograph before emergency protection and keep receipts.

Repeat the survey after completion

Walk the original route with the same camera positions, lighting approach and scale. Rephotograph every baseline ID, even if it appears unchanged, and add new items. Compare files side by side and record whether each condition is unchanged, widened, newly damp, displaced, repaired or inaccessible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PointCPD’s dilapidation template recommends a room-by-room record, wide and close-up scaled photographs, signatures, distribution of copies and a repeat inspection at completion. Ask the contractor or surveyor to acknowledge the completed report and keep the signed copy with your originals. If a final inspection cannot access an area, state that limitation rather than treating it as clear.

When a professional survey is the safer choice

A homeowner record is useful for ordinary nearby work, but it is not a substitute for an inspection required by law, contract or an insurer. Choose the level that matches the project’s risk:

Approach Best fit Typical evidence
Homeowner visual record Low-risk work with safe access and no special local requirement Timestamped photos and video, written notes, measurements, location plan and preserved originals
Qualified inspector or building surveyor Older, historic or visibly vulnerable buildings; disputed access; concealed or difficult areas Independent condition report, annotated photographs and professional observations
Licensed engineer or formal dilapidation surveyor Excavation, piling, demolition, underpinning, tunnelling, blasting, major vibration, party-wall work or a likely contested claim Mapped and scale-referenced photos, measurements, sketches, signed report and repeat inspections
Authority-specified survey Projects covered by a local rule or permit condition Whatever the authority requires; Miami-Dade, for example, specifies a signed and sealed third-party survey with a site plan and photo documentation for covered work near existing structures

Check the building department first. USACE piling specifications illustrate the highest level of documentation: formal interior and exterior video and photographs, annotations, sketches and a condition report. Historic masonry, shared foundations, very close excavation and any sign of movement justify professional advice even where it is not expressly mandated.

Optional tool: a crack-width comparator

A concrete crack-width gauge is an inexpensive way to place a known scale beside a crack and photograph a repeatable reading. Use it at the same point and angle during each inspection. The card measures apparent width only; it cannot tell you whether a crack is structural, active or caused by the project. Seek a licensed professional promptly for widening movement, major displacement, water entry, falling material or any safety concern.

If construction damages your property

Your strongest package is chronological: the pre-work index and originals, matched milestone images, the first-damage record, written notice, responses, professional reports, insurance details and repair invoices. Keep descriptions factual—what changed, where and when—without asserting a cause you cannot establish. Ask the contractor or owner to inspect and acknowledge the record, and follow any notice deadlines in your contract, permit conditions or local law.
