The reliable way to check construction PPE is to work from the hazard, not from a logo. Identify the exposure and the equipment category, establish where the product will be supplied and used, then verify the applicable legal rule, performance standard, conformity route, product identification, supporting documents, instructions, fit and limitations. A CE, UKCA, UKNI or ANSI reference can be relevant evidence, but none of those markings alone proves that an item is suitable for every task.
This guide compares the United States, European Union, Great Britain and Northern Ireland. It explains what each marking does and does not mean, how to inspect a product and its paperwork, and how to make a defensible selection for a real construction job.

What a PPE mark can—and cannot—tell you
Personal protective equipment is the last layer of control when hazards cannot be sufficiently removed or controlled through design, engineering or organisational measures. The mark on the product relates to a product-supply regime: it indicates that the manufacturer or responsible economic operator has followed a defined conformity route for the relevant market. It does not perform your site risk assessment, select the right protection level, confirm a worker’s fit, or prove that the equipment remains effective after damage or misuse.
Recommended Free Tools
That distinction explains why two products can carry an apparently valid mark yet be unsuitable for the same job. A glove intended for one chemical may be poor protection against another; eye protection designed for impact may not provide the required protection against a liquid splash; and a respirator with the wrong filter or an inadequate face seal may provide little practical protection. Suitability is a combination of the hazard, the product’s claimed performance, the wearer, the work method and the conditions of use.

For a construction purchase or inspection, ask six questions:
- What hazard is being controlled, and what exposure remains after other controls?
- What PPE category addresses that hazard?
- Which market’s legal framework applies to supply and use?
- What standard or performance claim covers this product and hazard?
- Can the claim be matched to the item, declaration and instructions?
- Will the equipment fit, work with other PPE and stay serviceable throughout the task?
First define the hazard, PPE category and market
Start with the exposure
Write down the source, route and likely severity of exposure before looking at a product. Construction examples include falling or flying objects, dusts and fibres, noise, chemicals, hot work, electricity, poor visibility, sharp edges and falls from height. Record how often the exposure occurs, whether it is continuous or intermittent, and whether the task creates a combination of hazards. The required protection may change when a process, material, tool or work location changes.
Choose the equipment category
There is no single PPE standard. Gloves, eye and face protection, head protection, hearing protection, respiratory protection, protective clothing, footwear, high-visibility clothing and fall-protection equipment follow different technical requirements. A label that is appropriate for one category is not evidence for another. Name the category precisely in a purchase specification and on the site assessment rather than ordering “general PPE”.

Supply rules depend on where the product is placed on the market. Great Britain is not legally identical to Northern Ireland, and neither uses the same product framework as the United States or the European Union. A product bought in one country may need a different conformity route, documentation or marking before it can be supplied in another. Confirm the destination before accepting inherited stock, importing equipment or relying on old packaging.
How the four main frameworks differ
| Market | What the marking or reference means | What it does not mean | Practical check |
|---|---|---|---|
| United States | OSHA sets category-specific workplace requirements. OSHA says many PPE categories must meet or be equivalent to standards developed by the American National Standards Institute (ANSI). | There is no universal ANSI approval logo that replaces the applicable OSHA rule. An ANSI reference is not, by itself, proof that every product claim or use is acceptable. | Identify the OSHA requirement for the hazard and PPE category, then verify the relevant ANSI relationship and the manufacturer’s performance evidence. |
| European Union | Regulation (EU) 2016/425 governs PPE design, manufacture, conformity assessment and CE marking. It uses three risk categories that determine the applicable conformity route. | CE is not a quality grade and does not tell an employer that the item fits a particular worker or controls a particular site hazard. | Match the product to the Regulation’s route, the declared performance and the instructions. Keep the declaration or access details with procurement records. |
| Great Britain | Current government guidance lists UKCA or CE for PPE supplied in Great Britain. Guidance published in March 2025 covers declarations, technical documentation, identification, instructions and transitional arrangements. | Old packaging, an isolated logo or a mark copied from another product is not conclusive proof of compliance. Transitional label and document rules can change. | Check the current government and HSE position for the date of supply. Confirm the declaration, English instructions, identity and conformity route. |
| Northern Ireland | CE is used. UKNI is added beside CE when a UK conformity assessment body is used in the specified assessment route. | CE plus UKNI PPE cannot be placed on the European Economic Area market. Northern Ireland should not be treated as Great Britain for marking purposes. | Confirm the destination and the body used for assessment. For EEA supply, do not treat CE plus UKNI as an acceptable route. |
United States: OSHA requirements and ANSI relationships
OSHA’s framework is organised around workplace hazards and PPE categories, not one general product certification symbol. OSHA states: “OSHA requires that many categories of personal protective equipment meet or be equivalent to standards developed by the American National Standards Institute (ANSI).” The wording matters: “many categories” and “meet or be equivalent” do not mean that every item must carry an ANSI logo or that OSHA has approved each product.
For a US project, identify the applicable OSHA rule for the task and equipment first. Then check which ANSI standard, edition or equivalent evidence the rule recognises for that category. The standard must apply to the actual equipment and hazard; a citation to an unrelated or obsolete standard is not enough. Ask the supplier for the product’s technical information and any test or certification evidence needed by the applicable rule.

Employers still have to select, provide and maintain PPE that protects employees from the identified hazards, train workers in its use and enforce the site’s procedures. A supplier’s reference to ANSI cannot replace those workplace duties, a fit assessment or an inspection programme.
European Union: Regulation (EU) 2016/425 and CE marking
Regulation (EU) 2016/425 is the EU product framework for PPE. EU-OSHA summarises its purpose as follows: “The Regulation lays down requirements for the design and manufacture of personal protective equipment (PPE) to ensure the health and safety of users and to allow the PPE to be sold and used throughout the EU.” The Regulation has three risk categories, and the category determines the conformity assessment route. The category is assigned from the risk addressed by the equipment, not from its price or appearance.
CE therefore tells you that the product has been placed on the EU market through the applicable legal route. It does not tell you that the product is suitable for your particular task without checking the declared protection, limitations and fit. Product rules and employer duties are separate: the Regulation governs design, manufacture and placing on the market, while workplace requirements determine how an employer assesses and controls risk.
For EU-supplied PPE, obtain the declaration of conformity or the permitted access details, identify the manufacturer and product model, and read the instructions in a language required for the place of use. Check that the performance claim corresponds to the hazard assessment and that any required conformity-body information belongs to that exact model and route. If the declaration names a different product, family or protection level, stop the acceptance process until the discrepancy is resolved.
Great Britain: CE, UKCA and transitional details
For PPE supplied in Great Britain, current government guidance lists UKCA or CE. The March 2025 guidance describes requirements for declarations, technical documentation, product identification, manufacturer information and instructions, and it includes an allowance for a UKCA label or accompanying document through 31 December 2027. Marking policy and transitional arrangements are time-sensitive, so confirm the rule in force on the date the product is supplied rather than relying on a screenshot, old catalogue or inherited packaging.

Do not interpret UKCA as a higher grade than CE, or CE as a shortcut around UK requirements. They are marks associated with different conformity routes. Their acceptability depends on the market, the product rules and the date. If a product has both marks, still check that the declarations and assessment route match the destination and the exact model.
Northern Ireland: when UKNI appears with CE
Northern Ireland uses CE for PPE. UKNI accompanies CE when a UK conformity assessment body is used in the relevant route. The combined CE-plus-UKNI marking is not an EEA-market marking: PPE carrying it cannot be placed on the European Economic Area market. A buyer serving both Northern Ireland and EEA sites should therefore verify that the stock and documentation are marked for the intended destination, rather than assuming one label covers every location.
Ask which conformity assessment body was used, where the product will be supplied and which declaration applies. Keep Northern Ireland and Great Britain purchase records distinct when the routes differ. If the product is later moved across a border, reassess its market access before distribution.
How to inspect a product and its paperwork
Read the product identity
Record the manufacturer or responsible supplier, model or type reference, size, and any batch, serial or date information shown. The physical item, packaging, declaration and instructions should identify the same product. A generic photograph, catalogue description or carton label cannot prove that every unit in a delivery has the claimed configuration.
Match the stated performance to the hazard
Find the standard or technical specification named for the equipment, then confirm that it covers the relevant hazard and protection level. Read the performance classes, pictograms, operating range, chemical or material limitations, and any restrictions on duration or reuse. Check the edition or revision against the current official rule or standards publisher. The broad comparison in this guide does not replace a category-specific check; current editions differ by equipment type and jurisdiction.
Verify the conformity route and mark
Check the mark required for the destination: the applicable CE route in the EU, CE or UKCA for current GB supply, and CE with UKNI only in the specified Northern Ireland assessment case. In the US, focus on OSHA’s category rule and the relevant ANSI relationship rather than looking for a universal US conformity logo. Ensure that any number or body reference printed beside a mark belongs to that product and route.

Obtain the declaration and instructions
For GB supply, official guidance calls for a declaration of conformity or access details, product identification, required manufacturer information and clear English instructions. Comparable documentation is also central to EU conformity. Read the instructions before issuing the equipment: they should cover fitting, adjustment, use, cleaning, storage, inspection, replacement and known limitations. If the supplier cannot provide the declaration or instructions, treat that as a procurement failure, not as a minor paperwork omission.

Check the physical condition and fit
Inspect new stock for damage, contamination, deformation, expired components, missing parts and illegible markings. On site, check that the size and adjustment range suit the worker, that seals and straps sit correctly, and that the equipment remains comfortable enough to be worn as required. A technically compliant item that is loose, damaged, incompatible or routinely removed does not control the hazard.

Head protection
Confirm that the product’s claimed protection addresses the site hazard, such as impact or electrical exposure where relevant to the assessment. Check shell condition, adjustment, suspension, accessories and replacement instructions. Do not add or drill accessories unless the manufacturer permits them; alterations can change the tested configuration.
Eye and face protection
Identify whether the task involves impact, dust, liquid splash, molten material, radiation or another exposure. Check the marking and instructions for the claimed use, optical limitations, compatibility with prescription eyewear and the need for a face shield over spectacles or goggles. Replace scratched, cracked or chemically damaged lenses even when the conformity mark remains visible.
Hearing protection
Use the noise assessment to select the required attenuation and decide whether plugs, muffs or a combined solution is appropriate. Verify fitting instructions, hygiene, compatibility with helmets and eyewear, and whether communication or warning signals must remain audible. Store reusable protectors cleanly and replace components at the manufacturer’s interval.

Protective gloves
Specify the hazard rather than ordering “site gloves”. Check claimed protection against mechanical risks, chemicals, heat, cold, biological agents or other exposures relevant to the task. Read breakthrough or permeation information where chemicals are involved, and verify dexterity, cuff coverage, size and replacement rules. A glove can protect one part of the hand while leaving the wrist or forearm exposed.
Safety footwear
Match the footwear’s declared features to the assessed risks, such as impact, penetration, slip, heat, chemicals or electrical conditions. Check size, sole condition, fastening, compatibility with overshoes and replacement criteria. Do not assume that every boot with a safety-toe feature provides the same protection against other site hazards.
High-visibility clothing
Confirm the visibility performance needed for the traffic plan, lighting and background conditions. Keep fluorescent and reflective areas clean and unobstructed; mud, paint, cutting, excessive washing or unauthorised logos can reduce visibility. Check that jackets, harnesses and other layers do not cover the required areas.
Fall-protection equipment
Treat a harness, lanyard, connector, energy absorber, anchor and rescue plan as one system. Verify compatibility, user weight range, clearance, inspection intervals and the manufacturer’s instructions for every component. A mark on one component does not validate an improvised combination or an anchor that has not been assessed.
Separate supplier conformity from workplace selection and use
A manufacturer or importer is responsible for the product route and information required for the market. The employer or site controller is responsible for assessing work activities, selecting suitable PPE, providing it, training workers, maintaining it and supervising use under the applicable workplace law. These responsibilities overlap in practice but are not interchangeable.
For example, a CE-marked respirator may be correctly placed on the EU market yet still be the wrong filter for a particular dust, incompatible with a worker’s facial hair or unsuitable for an oxygen-deficient space. Conversely, a well-chosen US product can still fail a project requirement if the employer cannot show the inspection, training or maintenance arrangements demanded by the applicable rule.
Common mistakes and how to correct them
- Choosing by logo: Start with the hazard and category, then verify the route and performance claim.
- Treating CE, UKCA and UKNI as quality rankings: Explain them as market-specific conformity marks and check the destination.
- Calling ANSI a universal US certification: Use the OSHA category rule and the relevant ANSI relationship; do not expect one logo to cover all PPE.
- Accepting a declaration for a product family without checking the model: Match model, size or configuration and protection level to the delivered item.
- Ignoring instructions because the product is new: Read fitting, cleaning, storage, inspection and replacement requirements before issue.
- Assuming an old mark remains valid: Check current rules, especially GB transition and label-placement arrangements.
- Mixing jurisdictions in one purchase: Record the intended market and maintain separate evidence when stock is supplied across the EU, GB, NI or US.
- Failing to reassess after a process change: Revisit the risk assessment when materials, tools, chemicals, work methods or site conditions change.
A procurement and site-acceptance checklist
- Describe the task and hazard. Record exposure, duration, severity and controls that precede PPE.
- Name the PPE category. Specify the required protection function, not merely the item name.
- Set the market. State whether the product is for the US, EU, Great Britain, Northern Ireland or another destination.
- Request evidence before purchase. Obtain the declaration or access details, instructions, product identity and performance information.
- Check the applicable standard. Confirm scope, current edition and relationship to the market’s legal rule.
- Inspect the mark and item. Compare the physical marking, model, size, batch information and packaging with the documents.
- Assess fit and compatibility. Test adjustment, interaction with other PPE and the worker’s ability to perform the task safely.
- Document issue and maintenance. Keep training, inspection, cleaning, replacement and defect records appropriate to the equipment.
- Quarantine exceptions. Do not issue products with missing documents, mismatched identity, illegible markings, damage or unresolved suitability questions.
- Review when conditions change. Reconfirm the selection after a new material, tool, process, location or legal requirement is introduced.
What “meets the requirements” should mean on a construction project
A defensible decision has three linked records: the hazard assessment, the product-conformity evidence for the destination market, and the site-use evidence showing fit, training, inspection and maintenance. If one link is missing, the logo alone cannot close the gap. The most useful question is not “Does this PPE have a mark?” but “Does this exact item, through this market’s route, provide the declared protection for this worker and this task, and can we show that it is used as instructed?”
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsApply that question whenever equipment is purchased, transferred between countries, issued to a new worker or exposed to a changed task. It prevents the most costly error in PPE management: mistaking a familiar marking for proof that the equipment controls the hazard in front of you.
