Portland-limestone cement (PLC), usually designated Type IL in the United States, can lower cement-related greenhouse-gas emissions without sacrificing the principal 28-day performance measures used to compare it with ordinary portland cement (OPC). Federal Highway Administration (FHWA) testing found generally similar 28-day strength, elastic modulus, shrinkage, chloride-ingress resistance, alkali–silica reaction resistance, scaling resistance and sulfate-attack resistance for PLC and corresponding OPC. That does not make the materials interchangeable in every mixture: cement source, limestone content, supplementary cementitious materials, aggregates, admixtures, curing, exposure and project specifications still control the result.

The practical decision is therefore not simply PLC versus OPC. It is whether a particular Type IL product, in a documented concrete mixture and exposure, meets the contract requirements while offering a verified reduction in cement-related carbon. The sections below explain the chemistry, evidence, carbon accounting and specification checks needed to make that decision.

What portland-limestone cement is

PLC is a blended hydraulic cement made by combining portland-cement clinker with finely ground limestone, either by intergrinding or blending. In U.S. practice it is commonly specified as Type IL under ASTM C595/AASHTO M 240. The American Cement Association (ACA) describes PLC/Type IL as containing 5% to 15% limestone. FHWA’s 2023 technical report describes typical PLC as replacing about 10% to 15% of clinker with limestone, while typical OPC in its comparison has about 2% to 4% replacement. These figures use different descriptions—limestone content versus clinker replacement—so they should not be treated as contradictory or as a guarantee for every product.

OPC is the conventional reference cement in many specifications. In U.S. framing, it is generally covered by ASTM C150/AASHTO M 85 and has a higher clinker share than the PLC products described above. ASTM C595’s scope also covers blended hydraulic cements made with limestone, slag, pozzolan or combinations of those materials; the current contract standard, not a generic label, determines what is acceptable.

For a manufacturer example, a general-purpose Type IL product is described by CalPortland at its Portland Limestone Cement (Type IL) product page. A product page is not a substitute for a project submittal: the supplier should provide the applicable certification, current test data and mixture recommendations.

PLC and OPC at a glance

Decision factor PLC / Type IL OPC reference What the difference means on a project
Primary standard in U.S. practice ASTM C595 / AASHTO M 240 ASTM C150 / AASHTO M 85 Confirm the edition and the exact contract language before ordering cement.
Mineral composition Limestone blended or interground with clinker; ACA describes 5%–15% limestone. Typically a higher clinker share; ASTM C150 cement may also contain a smaller limestone amount. Do not infer composition from the word “portland” alone; read the certificate and standard designation.
Clinker replacement described by FHWA Typically about 10%–15% in the 2023 report. Typically about 2%–4% in that comparison. The percentages are report-specific descriptions, not universal limits.
28-day mechanical properties Generally similar to corresponding OPC in FHWA testing. Comparison baseline in the FHWA work. Early-age and long-term behavior still require mixture-specific data.
Durability indicators Generally similar results for the listed FHWA tests. Comparison baseline. Evaluate the actual exposure, permeability targets and curing plan.
Embodied carbon Lower clinker content can reduce cement-related emissions. Usually more clinker in the comparison described. Use matched product data or environmental product declarations (EPDs), not a generic percentage.
Fresh-concrete behavior Fineness can change water demand, admixture demand and setting behavior. Baseline behavior for the approved mixture. Trial batches and dosage adjustments may be needed.

How PLC achieves comparable performance

Replacing clinker normally dilutes the amount of the most reactive cement phases. PLC manufacturers compensate in part by grinding the cement more finely. FHWA explains that the finer particles accelerate early hydration and provide additional nucleation sites where hydration products can form. Limestone can also react with aluminate phases, creating carboaluminate compounds rather than acting only as an inert filler.

Fineness is not a free adjustment. A finer cement has more surface area, which can change water demand, slump retention, setting time and the amount or timing of chemical admixtures required. A concrete producer may need to retune a water reducer, set accelerator or retarder even when the specified water-to-cementitious-materials ratio remains unchanged. The correct comparison is therefore between complete, tested mixtures—not between cement labels in isolation.

The FHWA findings are best read as a performance envelope. They show that well-manufactured PLC can meet the same practical targets as its OPC counterpart under the tested conditions; they do not promise identical behavior for every brand, limestone source, fineness, supplementary cementitious material (SCM), aggregate, temperature or curing regime.

Strength and mechanical properties

Compressive and flexural strength

FHWA’s 2023 report, FHWA-HRT-23-104, reports generally similar 28-day compressive and flexural strength for PLC and corresponding OPC across the mixtures and materials evaluated. That is the most useful direct answer for designers concerned that limestone dilution automatically means weaker concrete.

Twenty-eight-day similarity does not establish every age. Early strength can be sensitive to cement fineness, temperature, water content, SCM type and curing. If a project strips forms early, opens a pavement lane quickly or loads a precast member before 28 days, require age-specific strength data and acceptance criteria. Conversely, a 28-day result should not be used to predict long-term strength without evidence for the actual mixture.

Elastic modulus and cracking-related properties

FHWA found generally similar elastic modulus and shrinkage results in its comparison. Modulus affects structural calculations and restraint stresses; shrinkage affects cracking risk when movement is restrained. Neither result removes the need to control total water, aggregate grading, curing, joint layout and reinforcement. A cement substitution cannot compensate for poor proportioning or premature drying.

Durability: what the evidence does and does not establish

The FHWA review reports generally similar PLC and OPC results for chloride-ingress resistance, alkali–silica reaction (ASR) resistance, scaling resistance and sulfate-attack resistance. Those are separate mechanisms, so a project team should match each exposure to the relevant test, limit and mitigation strategy instead of using the word “durable” as a blanket conclusion.

Chlorides and reinforcement corrosion

For chloride exposure, evaluate the complete mixture’s permeability or chloride-migration result, SCM content, curing and cover depth. PLC’s cement designation alone does not establish a service-life prediction. Use the project’s specified test method and acceptance age, and compare PLC and OPC mixtures at the same water-to-cementitious-materials ratio and curing condition.

ASR

FHWA’s similar ASR findings apply to the tested cement–aggregate combinations and procedures. Aggregate reactivity, available alkalis, moisture and the use of SCMs remain decisive. A Type IL approval should not be treated as permission to omit an aggregate screening test or an ASR mitigation requirement.

Scaling and sulfate attack

Surface scaling depends strongly on air entrainment, finishing, bleed-water management, freezing exposure and curing. Sulfate resistance depends on sulfate type and concentration, temperature, permeability and the cementitious system. Obtain exposure-specific data when the specification sets a sulfate class, freeze–thaw requirement or deicer-scaling limit.

Carbon: the credible way to compare PLC and OPC

PLC can reduce embodied carbon because making less clinker generally requires less fuel and produces less process carbon dioxide from limestone calcination. The ACA says PLC can reduce the carbon footprint by up to 10% when replacing portland cement. That is an industry claim from the ACA’s undated guidance, accessed in 2026, not a guaranteed result for every cement or concrete mixture.

The percentage must be kept in context. Cement-level carbon intensity is not the same as concrete-level embodied carbon. A concrete mixture may change its cement content, SCM dosage, water demand, admixture dosage, strength class or curing energy when switching cement. Aggregate production, transport and construction impacts may also dominate a particular project. Therefore, do not multiply a cement-label percentage by the project’s total emissions.

Use a functional, matched comparison

  1. Define the function being compared: for example, one cubic metre of concrete meeting the same strength, durability, exposure and service-life requirements.
  2. Obtain product-specific carbon-intensity data or a verified EPD for the PLC and OPC products available to the project.
  3. Use the same life-cycle boundary, declared unit, electricity assumptions, transport distance and allocation rules for both products.
  4. Compare complete concrete mixtures, including cementitious quantities, SCMs, admixtures and any change in curing or construction time.
  5. Document whether the result is a plant-specific value, a regional average or a manufacturer’s maximum claim.

Without those controls, “10% lower carbon” is an upper-bound communication point, not a project savings estimate. The ACA also reports that PLC shipments exceeded portland cement shipments in the United States in mid-2023, indicating broad market availability, but shipment volume does not prove that a particular local supplier has the required product or EPD.

Fresh concrete, placing and finishing

PLC may require different admixture dosages because fineness changes surface area and hydration rate. Before production, run a trial batch with the actual aggregate, water, SCMs, admixtures and batching sequence. Record slump or slump flow, air content, temperature, setting behavior, bleed water and early strength. Keep the approved water-to-cementitious-materials ratio; do not add water at the site to recover slump.

Placement practices remain conventional but unforgiving. Discharge within the approved time, consolidate consistently, avoid over-vibration that drives air from freeze–thaw concrete, and begin curing as soon as the finishing operation permits. If the mixture sets faster or slower than the OPC baseline, adjust admixture timing and crew sequencing rather than changing water without approval.

Industrial floors: a narrower, recent finding

An ACA announcement dated April 23, 2026 describes an industrial-floor study examining abrasion resistance in PLC and PLC-plus-SCM mixtures. The release reports comparable abrasion resistance in many tested mixtures when they were properly proportioned and finished. It also emphasizes regional material variability, finishing and curing, and the need for additional field-based research. The announcement attributes this statement to Temple University principal investigator Dr. Mehdi Khanzadeh Moradllo: “Providing robust, field-validated data on PLC performance lets the industry adopt lower-carbon cement technology with confidence,” according to the ACA release.

That evidence is application-specific. It supports asking for a floor-specific trial and abrasion data; it does not establish that every Type IL mixture will finish, cure or wear identically to every OPC mixture. Industrial-floor specifications should state the required strength, surface hardness or abrasion method, flatness, curing system and acceptance timing.

Specification and approval checklist

  1. Read the contract. Identify whether it names ASTM C150, ASTM C595, AASHTO M 85, AASHTO M 240, a performance cement specification or a particular DOT list. ASTM’s C595/C595M-21 catalog page describes the blended-cement standard and its test categories; verify the current edition required by the contract.
  2. Confirm local acceptance. The ACA says PLC is accepted by all 50 state departments of transportation, but a DOT-wide statement does not approve every private, municipal or non-U.S. project. Check the engineer’s approved-materials list and the governing jurisdiction.
  3. Request supplier documentation. Obtain the Type IL designation, limestone or clinker-replacement information, fineness, chemical and physical test results, certificates, EPD or product carbon data, and storage and handling instructions.
  4. Check exposure requirements. Match sulfate class, freeze–thaw and scaling requirements, chloride limits, ASR mitigation and strength-age requirements to the actual concrete mixture.
  5. Run a trial mixture. Use production aggregates and admixtures. Verify fresh properties, setting, strength, shrinkage-related controls and any project-specific durability or abrasion tests.
  6. Submit the mix and method. Include batching tolerances, admixture sequencing, temperature limits, curing method, finishing window and contingency actions for weather or delivery delays.

Common failure modes and fixes

Observed problem Likely contributors Corrective action
Slump loss is faster than expected. Finer cement, admixture incompatibility, high concrete temperature or delayed discharge. Recheck trial-batch dosage and timing; use an approved water reducer or retarder rather than adding unapproved water.
Setting is too fast for finishing. Hydration rate, hot materials, accelerator interaction or low water content. Confirm temperature and admixture sequence; revise the approved mixture and crew timing.
Setting is too slow. Cool conditions, retarder overdosing, SCM interaction or unusually low hydration rate. Verify dosage and temperature; use an approved accelerator only after testing.
Surface scaling or dusting appears. Inadequate air system, finishing bleed water into the surface, premature drying or insufficient curing. Investigate air content and finishing records; improve curing and prohibit water addition during finishing.
Early strength misses the schedule. Mixture dilution, cold curing, low cementitious content or a mismatch between cement and admixture. Use age-specific trial data, protect temperature and adjust the approved mixture before production.
Carbon reduction cannot be demonstrated. Only a generic maximum claim is available, or PLC and OPC data use different boundaries. Obtain comparable product EPDs or plant data and report cement-level and concrete-level results separately.

When OPC may still be the better choice

OPC can remain appropriate when the contract requires ASTM C150 cement, the local supplier cannot provide a qualified Type IL product, an unusually short early-strength schedule has not been demonstrated with PLC, or exposure-specific data are missing. Choosing OPC for those reasons is a documentation and risk decision, not evidence that PLC is inherently unsuitable. Conversely, selecting PLC solely for a headline carbon percentage is unsound if the mixture cannot meet finishing, durability or schedule requirements.

Questions to ask the cement supplier and engineer

  • Which exact ASTM or AASHTO designation and edition does the product meet?
  • What are the limestone content, clinker-replacement description and fineness for the supplied cement?
  • What trial-batch data exist for the project’s aggregates, SCMs and admixtures?
  • Are strength results available at the project’s required ages, not only at 28 days?
  • Which chloride, ASR, sulfate, scaling, shrinkage or abrasion tests match the specified exposure?
  • Is a current, independently verified EPD available, and does it use the same functional unit and life-cycle boundary as the OPC comparison?
  • What curing duration, temperature protection and finishing sequence does the supplier recommend?

Bottom line

PLC/Type IL is a credible lower-carbon alternative to OPC when the specific product and concrete mixture are qualified for the application. FHWA evidence supports generally similar 28-day mechanical and durability performance, while finer grinding and limestone reactions help offset clinker dilution. The ACA’s “up to 10%” carbon figure should be presented as an industry claim, not a guaranteed project reduction. Approve PLC through the same disciplined process used for any cement change: verify the standard and local acceptance, compare matched product or EPD data, run a production-representative trial, and control placing, finishing and curing.
