For most short-term construction projects, small crews, and sites without dependable utilities, catered meals are the safer default. A portable kitchen becomes the better choice when the project is remote or long-running, the crew is large and stable, deliveries are difficult, and the site can support potable water, power or approved fuel, refrigeration, sanitation, fire protection, space, permits, and trained food-service staff. The right comparison is not menu price alone: calculate delivered cost, setup and operating costs, lost break time, queueing, waste, and compliance risk.
What you are choosing
Portable or mobile kitchen
A portable kitchen brings cooking equipment and food-service operations to the job site. Depending on the unit, it may include cooking lines, refrigeration, prep surfaces, sinks, handwashing stations, storage, ventilation, and service counters. Food can be cooked close to the crew, quantities can be adjusted by shift, and meals can be served hot without a long transport leg.

That flexibility is purchased with responsibility. The project must provide a safe footprint, utilities or approved fuel, potable water, drainage, waste handling, fire protection, inspections, cleaning procedures, and competent operators. A trailer or container that merely contains a stove is not automatically a compliant commercial kitchen.

Catered meals are prepared off site and delivered for scheduled service. They may be individually boxed, delivered in insulated bulk containers, or served by a catering crew at a protected on-site station. This model avoids installing a cooking operation and is usually easier to start, change, or stop as the workforce changes.

It moves the critical control points to the delivery plan. The caterer needs an exact gate address or landmark, a workable vehicle route, a confirmed delivery window, a protected serving area, headcount forecasts, dietary information, temperature-control procedures, and a plan for packaging and waste. Meals that arrive too early can be as problematic as meals that arrive late.
Match the meal model to the project
| Project factor | Portable kitchen | Catered meals |
|---|---|---|
| Duration | Best when a long project can spread setup and demobilization costs over many service days | Best for short, temporary, or rapidly changing operations |
| Crew pattern | Works well with a large, predictable crew and repeated shifts | Works well for small, variable, or rotating headcounts |
| Site access | Useful when repeated meal deliveries are unreliable, expensive, or impossible | Useful when a delivery vehicle can reach a secure gate and serving point |
| Utilities and space | Requires a safe footprint, potable water, power or approved fuel, refrigeration, handwashing, drainage, waste capacity, ventilation, and fire protection | Requires a protected receiving and serving area, plus waste storage; no cooking line is installed on site |
| Menu and freshness | More ability to cook to order, vary portions by shift, and respond during the day | Menu and portion changes must be coordinated before dispatch, although bulk service can still offer fresh food |
| Labor | Needs trained food-service operators, cleaning coverage, and a supervisor for the kitchen | Needs a reliable delivery and service team; site staff generally do not run a cooking operation |
| Main operational exposure | Equipment breakdown, fuel or utility interruption, sanitation failures, fire risk, and permit delays | Late arrival, excessive holding time, vehicle or gate problems, temperature loss, and missed headcount |
When a portable kitchen is the better investment
Remote sites and difficult logistics
Choose a portable kitchen when the site is far from restaurants or commercial kitchens, access roads make multiple deliveries costly, or weather routinely threatens the delivery window. Cooking on site reduces the number of transport legs and lets the operator replenish meals as shifts finish. It is particularly valuable where a stable crew would otherwise spend a significant part of every break walking to a distant serving point or waiting for a truck.
Long schedules and stable headcount
Setup, rental, transport, and demobilization are easier to justify when the kitchen serves the project for many weeks or months. A predictable workforce also improves purchasing and production: the operator can plan ingredients, prepare the right quantity, and adjust menus using actual attendance rather than a series of emergency order changes.
Utilities, layout, and operating controls
Before signing a rental agreement, draw the kitchen footprint on the site plan. Confirm level ground, weather protection, access for service vehicles, separation from dust-producing work, safe pedestrian routes, and room for queues without blocking equipment or emergency paths. Verify potable-water supply, wastewater and grease handling, electrical capacity or approved fuel storage, refrigeration, handwashing, lighting, ventilation, fire extinguishers, and a cleaning area.

The U.S. Department of Labor’s 2022 final rule states that facilities using cooking arrangements must have adequate working cooking appliances. Its wording is explicit: “The failure to provide adequate cooking appliances when attempting to meet meal obligations through the provision of cooking and kitchen facilities would in itself be a violation of 20 CFR 655.122(g).” Supplying only one or more electric hot plates, microwaves, or outdoor community grills is not enough in the cited worker-meal context. Portable burners may be part of an approved system, but they do not replace a compliant kitchen plan.
The USDA Forest Service’s National Mobile Food Services Contract (2020) likewise requires kitchen units to meet applicable federal, state, and local laws and references OSHA, the FDA Food Code, plumbing, electrical, and sanitation requirements. Local health, fire, gas, and building authorities may impose additional conditions, so approval must be confirmed for the project’s actual jurisdiction rather than assumed from a supplier’s brochure.
Staffing and service design
Budget for a food-service lead, cooks, servers, dish or cleanup labor, relief coverage, and someone responsible for temperature logs and corrective actions. Set service windows for every shift, including night work, and decide whether meals are plated, self-served, or boxed. A kitchen can reduce delivery uncertainty but can create an internal queue if the serving line, seating, or break duration is too small.

When catered meals are the better choice
Short, small, or changing operations
Delivered meals are usually the practical answer when there is nowhere to cook, the workforce is small, or the operation is temporary. GAC’s 2026 guidance identifies those conditions as a strong fit for delivered meals. The model also suits projects whose scope, shift pattern, or completion date may change before a kitchen could recover its setup cost.

Sites without dependable utilities
If the site lacks potable water, drainage, adequate electrical service, refrigeration space, or an approved fuel arrangement, a catered plan avoids creating a temporary food facility in an unsuitable location. You still need a clean, shaded or weather-protected serving point, hand hygiene supplies, waste containers, and enough room for workers to collect meals without entering a hazard zone.
Control the delivery window
Write the logistics into the order: gate coordinates and a landmark, contact names and phone numbers, vehicle height or weight limits, escort rules, a delivery window for each shift, and a missed-delivery escalation. Require insulated transport or other appropriate temperature control, a method for checking receipt temperatures, labels for allergens and special diets, and a clear process for rejecting damaged or unsafe food.
OSHA’s cited rule provides an important warning: prepared meals requiring refrigeration that are delivered hours before the anticipated mealtime would not satisfy the timely and sanitary meal expectation in that context. Do not solve a scheduling problem by having food arrive at dawn for a noon break unless the caterer’s holding system and the applicable food code specifically allow it.

A Vancouver construction-catering comparison published by My Great Pumpkin in 2026 reports illustrative prices of $15–$22 or more per person for a mobile kitchen and $12–$18 per person for pre-packaged meals. These are local figures, not a national benchmark, and they may not include every project charge. The comparison notes that mobile kitchens need parking, power, water, and extended access, while pre-packaged meals need only brief delivery access.

Ask every provider to separate these cost lines:
- Food and beverages
- Kitchen, warming, or refrigeration equipment
- Setup, transport, staffing, service, cleanup, and demobilization
- Fuel, water, electricity, sanitation supplies, and waste removal
- Permits, inspections, insurance, taxes, and site-specific safety requirements
- Delivery mileage, waiting time, overtime, minimum headcount, and surge pricing
- Cancellation, weather, road-closure, and schedule-change charges
Then add the cost of crew travel to the serving point, queueing, and any break time lost. A lower invoice can be more expensive if workers spend 20 minutes of every meal break walking or waiting.

- Forecast demand. Record average and peak headcount by shift for the full planned project, including overtime, weekend work, and expected subcontractor presence.
- Map access and time. Measure gate-to-serving distance, road surface, turning space, delivery distance, break duration, security procedures, and likely weather exposure. Confirm whether a delivery vehicle can arrive at every required service time.
- Inventory site capacity. Document potable water, power or approved fuel, refrigeration, handwashing, drainage, waste storage, shade or weather protection, fire extinguishers, and available kitchen or serving space.
- Request comparable bids. Ask both a caterer and a mobile-kitchen provider to price the same headcount, shifts, menus, service windows, dietary requirements, setup, staffing, fuel, service, cleanup, demobilization, and contingency terms.
- Calculate the all-in meal cost. Divide total charges by meals actually served, then add crew travel and queue time. Model low, average, and peak attendance so a minimum guarantee does not surprise the budget.
- Verify approvals. Check local health-department, fire, gas, electrical, insurance, zoning, and site-owner rules before awarding work. Obtain permits or written approvals required for the exact location and equipment.
- Run a controlled start. Use a small pilot or first-week review. Record delivery times, receipt temperatures, waste volume, satisfaction, missed-meal counts, queue duration, and any safety observation, then amend the service plan.
Contract and site checklists
For a portable kitchen
- Unit dimensions, weight, anchoring, weather protection, and delivery access are documented.
- Cooking appliances, ventilation, electrical loads, fuel type, shutoffs, fire extinguishers, and inspection responsibilities are identified.
- Potable-water source, handwashing, wastewater, grease, refrigeration, food storage, cleaning chemicals, and waste removal have named owners.
- Operator qualifications, staffing levels, temperature logs, illness reporting, allergen controls, and emergency shutdown procedures are written.
- Rental, fuel, repair, replacement, demobilization, and weather-delay terms are clear.
For catered meals
- The contract states the gate location, delivery window, vehicle requirements, serving point, contact person, and escalation procedure.
- Headcount cutoffs, minimum orders, substitutions, dietary and allergen labeling, and late-change charges are specified.
- Transport temperature controls, receipt checks, maximum holding time, and rejection or replacement procedures are agreed.
- Packaging, utensils, beverages, hand hygiene, shade, waste collection, and end-of-shift cleanup are assigned.
- Weather, road closure, cancellation, and missed-delivery remedies are stated in writing.
Where a hybrid plan works
A hybrid arrangement can deliver most meals while a small approved warming or beverage setup handles staggered shifts. This can reduce delivery pressure without creating a full cooking operation. It is appropriate only when the site’s safety, sanitation, electrical or fuel, fire, and food-service plans permit the equipment. A portable propane camp stove, for example, is a component—not a complete compliant food-service operation—and requires review of fuel storage, ventilation, fire protection, and local approval.

Common failure modes and corrective actions
Meals arrive before the crew can eat
Shorten the delivery window, split deliveries by shift, or use an approved hot- or cold-holding system. Do not rely on an unmonitored room or vehicle as storage for hours.

The truck cannot reach the serving point
Confirm turning radii, grades, surface conditions, height limits, escorts, and backup staging areas during a site walk. Put the exact route and contingency location in the contract.
Headcount changes leave food short or waste high
Set a daily forecast deadline, define an allowable adjustment range, and track actual meals served. A portable kitchen may absorb same-day changes better; a caterer needs earlier notice or a documented reserve quantity.
The serving line consumes the break
Measure queue time during the first week. Add a second serving point, stagger breaks, pre-stage boxed meals, or change the service method when the queue prevents workers from receiving a meaningful break.

Bottom-line decision
Select catered meals when the project is short, small, changing, or utility-constrained and a reliable delivery route exists. Select a portable kitchen when the project is remote or long-running, the crew is large and predictable, deliveries are difficult, and the site can support compliant utilities, sanitation, fire protection, space, permits, and trained staff. If neither option is obviously superior, price a hybrid and decide from measured break productivity and all-in cost per served meal—not the menu line alone.
