PM10, PM2.5 and silica dust from construction: risks and precautions

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PM10 and PM2.5 describe particle size; silica describes what a particle is made of. Construction and demolition can release both coarse and fine particles, and silica-containing dust can be part of the respirable fine fraction. They therefore overlap, but they are not interchangeable terms. Controlling the hazard starts with eliminating or substituting dusty work, then using water delivery, local exhaust, dust collection, restricted access and wet or HEPA-vacuum cleanup. A properly selected, fit-tested NIOSH-approved respirator is an additional control when those measures cannot keep exposure below applicable limits.

What PM10, PM2.5 and respirable silica mean

Particle labels and mineral labels answer different questions. PM10 and PM2.5 classify airborne particles by aerodynamic size. Respirable crystalline silica (RCS) identifies crystalline silicon dioxide particles small enough to travel to the gas-exchange region of the lungs.

As an Amazon Associate I earn from qualifying purchases.

Term What it describes Why construction workers should care
PM10 Inhalable particles generally 10 micrometres (µm) or smaller Particles below 10 µm can reach deep into the lungs; some may enter the bloodstream.
PM2.5 Fine inhalable particles generally 2.5 µm or smaller The smaller fraction can penetrate deeply and is associated with respiratory and cardiovascular effects.
Respirable crystalline silica A hazardous mineral composition in particles small enough to reach the lung’s gas-exchange region Cutting, drilling, grinding, crushing or sanding concrete, brick, mortar, rock and stone can generate it.

A silica particle may be PM10, PM2.5 or another size category depending on its dimensions. Conversely, most PM10 and PM2.5 is not silica. Treat size and composition as separate parts of the hazard assessment.

Where construction dust comes from

Construction sites are direct sources of particulate matter. Earthmoving, demolition, road repair, masonry, concrete work, rock drilling, tuck-pointing, crushing and sanding can produce a mixture of coarse dust and fine particles. Cutting or grinding a silica-containing material is particularly concerning because the tool can create respirable crystalline silica close to a worker’s breathing zone.

How exposure reaches people

  • Inhalation at the tool: A saw, grinder or drill can send a concentrated cloud toward the operator and nearby workers.
  • Resuspended dust: Dry sweeping, brushing, foot traffic and vehicle movement can put settled particles back into the air.
  • Migration outside the work zone: Open doors, shared corridors and uncontrolled air intakes can carry dust into occupied areas.
  • Take-home exposure: Dust on clothing, footwear, tools or vehicles can contaminate homes and family spaces.

Health risks: ordinary particle pollution versus silica disease

Effects associated with PM exposure

Particle pollution can irritate the airways, cause coughing and difficulty breathing, aggravate asthma and reduce lung function. EPA also associates exposure with nonfatal heart attacks, irregular heartbeat and premature death in people with heart or lung disease. Cardiovascular effects can occur within hours to days of fine-particle exposure, while longer-term exposure contributes to cardiovascular mortality.

People with existing cardiovascular or lung disease, children and older adults can be more susceptible. A visible dust cloud is not required for risk: fine particles can remain airborne after the visible portion of a release has dispersed.

Additional hazards from respirable crystalline silica

RCS has disease risks beyond those associated with particle size alone. OSHA states that exposure is associated with silicosis, lung cancer, chronic obstructive pulmonary disease (COPD) and activation of latent tuberculosis infection. NIOSH also lists kidney disease. OSHA’s medical-surveillance guidance says: “Exposure to fine (respirable size) particles of crystalline forms of silica is associated with adverse health effects, such as silicosis, lung cancer, chronic obstructive pulmonary disease (COPD), and activation of latent TB infections.”

U.S. exposure limits are not interchangeable

Two different regulatory systems are often confused. OSHA limits apply to employee exposure in workplaces; EPA’s National Ambient Air Quality Standards apply to outdoor ambient air. An ambient-air number cannot be substituted for a workplace silica limit.

Measure Value What it governs
OSHA construction silica action level 25 micrograms per cubic metre (µg/m³), 8-hour time-weighted average The level at which OSHA’s construction standard triggers additional obligations.
OSHA construction silica permissible exposure limit 50 µg/m³, 8-hour time-weighted average The workplace exposure ceiling averaged over a full shift under the construction standard.
EPA annual primary PM2.5 standard (2024 reconsideration) 9.0 µg/m³ annual average Protection of public health in ambient outdoor air; it is not a worker exposure limit.
EPA PM10 standards Existing standards retained in 2024 Ambient outdoor-air regulation; no new PM10 numerical value is stated.

Control the dust at its source

Use the hierarchy of controls in order. Respirators supplement engineering and work-practice controls; they do not make an uncontrolled dust-generating process acceptable.

1. Eliminate or substitute dusty methods

Choose materials, prefabrication and cutting methods that create less dust where feasible. Avoid dry cutting or grinding when a wet or captured alternative can perform the task. Plan cuts and penetrations before work starts so fewer field modifications are needed.

2. Apply water at the point of generation

Water delivered to a saw blade or other cutting point substantially reduces airborne dust. Keep the delivery system functioning throughout the cut, provide drainage or slurry containment, and prevent electrical hazards. Wet methods do not remove the need for access control, cleanup and appropriate respiratory protection when residual exposure remains.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Use local exhaust and dust collection

Capture dust before it enters the breathing zone with a properly designed shroud, local exhaust ventilation or tool-mounted collection system. Maintain hoses, seals, filters and airflow; a disconnected hose or clogged filter can turn a nominally controlled tool into a high-exposure operation. Select filtration that is appropriate for fine construction dust and dispose of collected material without releasing it.

4. Restrict access and reduce time in the cloud

Keep unnecessary workers out of silica-generating areas. Mark or barricade the zone, coordinate schedules so fewer people are present, and follow the written exposure-control plan. OSHA requires procedures to restrict access where necessary to limit exposure.

Wet cutting: what it does and what it does not do

Wet cutting suppresses dust at the blade and is one of the preferred engineering controls for concrete and masonry work. It does not guarantee zero exposure. Poor water flow, excessive cutting speed, damaged shrouds, slurry that dries on surfaces, or nearby workers standing in the plume can defeat the control.

  • Verify water reaches the cutting interface before starting.
  • Contain slurry so it does not dry and become airborne later.
  • Combine wet delivery with a shroud or local exhaust when the tool and material permit.
  • Keep bystanders outside the zone and clean wet residue with methods that prevent drying and resuspension.
  • Use exposure monitoring or the task controls specified in the employer’s written plan to determine whether respiratory protection is still required.

Respirators: an additional, program-based control

When engineering controls and safe work practices cannot keep exposure below applicable limits, use a properly selected NIOSH-approved respirator under a compliant respiratory-protection program. NIOSH guidance describes at least 95-rated filter efficiency for crystalline-silica exposures. A consumer mask worn casually is not a substitute for the required program.

Employer and worker steps

  1. Assess the task: Identify the material, tool, duration, nearby workers and controls already in place.
  2. Select an approved respirator: Confirm the NIOSH approval and that the configuration is suitable for the dust and work conditions. A NIOSH-approved N95 respirator may be appropriate for some tasks, but the required protection depends on measured or expected exposure and the OSHA standard.
  3. Complete medical evaluation: Employees must be medically evaluated before required respirator use.
  4. Fit-test the exact facepiece: Fit testing is required for tight-fitting respirators and must be repeated as required by the program or when the model, size or facial features change.
  5. Check the seal each time: Perform a user seal check whenever a tight-fitting respirator is donned. Facial hair or eyewear that interferes with the seal can invalidate protection.
  6. Maintain and store it: Inspect, clean, replace filters according to the program and keep the respirator away from dust and damage.
  7. Train workers: Training must cover hazards, limitations, donning, seal checks, maintenance and what to do if the respirator fails.

Employers must provide a written exposure-control plan, designate a competent person, train workers and retain exposure records. Medical surveillance must be provided at no cost to employees who are required to use a respirator for 30 or more days per year.

Cleaning silica dust without spreading it

Cleaning is part of exposure control, not an afterthought. OSHA prohibits dry sweeping or dry brushing where wet sweeping, HEPA-filtered vacuuming or another method that minimizes exposure is feasible. Compressed air is restricted unless effective capture is provided or no alternative is feasible.

Preferred cleanup sequence

  1. Isolate the area: Stop nonessential traffic, close doors where practical and protect air intakes.
  2. Choose a low-dispersion method: Use a HEPA-filtered construction dust extractor or wet cleanup method suited to the surface and material.
  3. Work from cleaner to dirtier areas: Avoid walking through settled dust and then tracking it elsewhere.
  4. Handle slurry and vacuum contents carefully: Prevent material from drying; follow the extractor manufacturer’s instructions for filter removal and waste disposal.
  5. Inspect before reopening: Check ledges, equipment, floors and adjacent surfaces for settled dust and verify that the control measures remain intact.

Do not use a household vacuum that can exhaust fine particles back into the room. Do not dry-blow clothing, tools or surfaces with compressed air unless an effective capture arrangement meets the applicable requirement.

Protect bystanders, occupants and other employers

Separate dusty work from occupied areas with barriers, controlled entrances and coordinated ventilation. Keep doors closed when appropriate and prevent contaminated air from being drawn into clean spaces. Establish a route for workers and equipment that does not pass through offices, public areas or break rooms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

On multi-employer sites, the controlling contractor, host employer and subcontractors should share the written exposure-control plan, identify who owns each control and coordinate schedules and access restrictions. Prevent contaminated clothing and footwear from leaving the work area; provide changing, storage or cleaning arrangements appropriate to the site.

Task planning checklist

  • Identify whether the material contains crystalline silica before cutting, drilling, grinding or crushing.
  • Select a wet method, local exhaust or enclosed process before choosing respiratory protection.
  • Confirm water flow, shroud position, hose connections and filter condition before the tool starts.
  • Define the exclusion zone and keep unprotected people out.
  • Specify wet or HEPA-vacuum cleanup and prohibit dry sweeping where a feasible alternative exists.
  • Verify medical evaluation, fit testing, training and seal checks for anyone required to wear a tight-fitting respirator.
  • Record exposure measurements and corrective actions when required by the employer’s program.
  • Reassess controls after changing the tool, material, production rate, ventilation or work location.

When to stop and reassess

Stop the task if water delivery fails, dust collection loses suction, a filter alarm activates, the work zone cannot be kept clear, or visible dust escapes into occupied areas. Correct the control failure before restarting. Workers who develop significant breathing difficulty or other concerning symptoms should leave the exposure area and seek prompt medical advice; occupational-health clinicians can evaluate the task history and any required surveillance.
