The completed regional facility processes biosolids from WSSC Water’s six WRRFs, using thermal hydrolysis and anaerobic digestion to produce biogas for energy recovery and Class A biosolids.
What the award recognizes
HDR’s project page identifies the project’s ENR Mid-Atlantic 2026 honors as the Water/Environment Award of Merit and the Excellence in Sustainability Award. ENR’s indexed 2026 projects listing uses the combined award title. The recognition is for a major wastewater infrastructure project that brings biosolids processing from across WSSC Water’s service system to one facility.
The plant is in Accokeek, Maryland, and was delivered through a design-build approach, according to PC Construction. WSSC Water says construction began in spring 2019 and was completed in spring 2025, on time and on budget.
How the Piscataway facility turns biosolids into energy
Biosolids are the nutrient-rich organic material left after wastewater treatment. At Piscataway, the process begins with thermal hydrolysis, using a Cambi B6-4 system. Thermal hydrolysis applies heat and pressure to condition the material before anaerobic digestion, where microorganisms break down organic matter and generate biogas.

The facility can use biogas in combined heat and power (CHP) engines to produce electricity and useful heat for operations. WSSC Water also says methane is captured and upgraded on site to renewable natural gas (RNG). Some of the energy is sold to Montgomery County to power Ride On buses. The treatment reduces the volume of remaining material and produces Class A biosolids. WSSC says those biosolids may be marketed in the future as a soil amendment for gardens, lawns, and farms; current public retail availability is not established.
Facility scale and reported specifications
PC Construction lists the following components and capacity for the completed facility. These are contractor-reported project specifications, not independent performance-test results.

- Two cake storage silos, each with a capacity of 500 cubic yards.
- Three generators rated at 1.5 megawatts each.
- Capacity to treat up to 92 dry tons of biosolids per day.
PC Construction describes the thermal hydrolysis process as one of only seven of its kind in the country. That count is the contractor’s description; the available project sources do not offer an independently verified national inventory.
Six WRRFs, with rollout status depending on the source date
Piscataway is designed to centralize biosolids processing for WSSC Water’s six WRRFs. WSSC Water’s project page, last modified June 8, 2026, describes biosolids from two facilities being delivered and treated at Piscataway, with the other four to follow. PC Construction’s current project page states that biosolids from all six facilities are delivered to the new facility. These are different status snapshots: the contractor’s later statement reports the all-six arrangement, while WSSC’s page describes an earlier phased rollout.

Reported financial, employment, and emissions outcomes
Published benefits come from project participants and should be read as reported project figures, not as an independent audited evaluation.
- Annual revenue: WSSC Water estimates approximately $4 million per year, including $700,000 from RNG and approximately $3.2 million from renewable fuel credits. WSSC’s project page was last modified June 8, 2026.
- Operating-cost savings: PC Construction reports approximately $3.4 million in annual savings on its current project page.
- Employment: WSSC Water reports 20 new full-time facility jobs and says hundreds of skilled craft workers were supported during design and construction.
- Greenhouse-gas emissions: HDR describes an approximately 15% reduction as an intended program outcome. It is a project target or estimate, not a verified measured reduction.
Financing is distinct from total project cost. EPA’s 2026 PISCES Recognition Program compendium lists $192,461,500 in Clean Water State Revolving Fund assistance for project phases 2–5; that amount is not the total cost of the facility.

Project cost figures vary by source
Project pages give different cost descriptions: WSSC Water calls the facility $271 million, PC Construction describes a $269-million facility, and HDR calls the program $270 million. These figures reflect different source descriptions and should not be treated as one definitive, audited final cost.

The project combines several demanding infrastructure functions in a regional facility: receiving biosolids from multiple treatment plants, conditioning them through thermal hydrolysis, digesting the material, recovering energy through CHP and RNG, and producing Class A biosolids. Its design-build delivery and phased transition to a centralized operation make coordination and commissioning central to the project’s story as well as its treatment technology.
