Phase-change concrete is a research-stage pavement concept designed to absorb heat as a phase-change material (PCM) changes phase and release that stored heat later. Studies have explored using it to moderate pavement temperatures and to release heat during cold conditions. Early results are promising, but they do not show that the material is ready for routine roads or walkways.
How phase-change concrete stores and releases heat
A PCM stores or releases latent heat as it changes phase. In pavement, the intended effect depends on choosing a PCM with a transition temperature suited to the target operating range: it can absorb heat as the pavement warms and give some of that heat back as conditions cool. That is a thermal-storage strategy, not a source of heat; its usefulness depends on when the material changes phase and how much heat it can store and release. Reviews of pavement applications discuss these design considerations for concrete as well as asphalt (2020 pavement review; 2026 systematic review).
What pavement demonstrations have shown
Temperature moderation in a field slab demonstration
A 2022 field demonstration reported maximum surface-temperature reductions of up to 1.85°C for concrete slabs containing OM 35 PCM and up to 2.76°C for slabs containing OM 42 PCM, each compared with a control slab. These are results from that demonstration, not guaranteed reductions for other mixes, sites, weather or pavement designs (2022 field demonstration).
The study incorporated PCM using expanded clay aggregate impregnated with PCM and coated with cement paste. This illustrates why incorporation is part of the engineering problem: PCM must be retained within the concrete, and the design must account for its effects on the mix. The study abstract notes potential adverse effects on cement hydration and mechanical strength, as well as leakage-related design concerns (2022 field demonstration).

Snow and ice melting remains an investigated use
Researchers have also studied whether heat stored in PCM concrete can be released during cooling and snow events to help melt snow or ice. A 2017 large-scale slab study evaluated that possibility; earlier work likewise examined PCM concrete for ice and snow melting (2017 slab study; 2015 snow-and-ice study). These studies investigate a potential thermal function. They do not establish that PCM pavement works under all winter conditions or replaces plowing, de-icing or other maintenance.
What engineers would need to compare
No single PCM formulation or incorporation method can be identified as best from the available common evidence. A useful comparison would consider the intended thermal task alongside structural performance:

- Transition temperature: Does the PCM change phase within the pavement’s relevant temperature range?
- Heat storage and release: How much latent heat can it store, and when is that heat released relative to the desired pavement response?
- Incorporation and containment: How is the PCM added to concrete, and how does the design limit leakage?
- Thermal response: What temperature change does the pavement show under comparable conditions?
- Structural and service performance: How do hydration effects, mechanical strength, thermal cycling and durability compare?
Reviews identify feasibility, durability, thermal cycling and application technology as continuing challenges for scale-up (2026 systematic review; 2020 pavement review).

The evidence described here consists of reviews, experimental studies and a field slab demonstration. It does not establish routine road-network use, long-term performance at network scale, cost, service life or emissions benefits. A separate review of PCM in asphalt also describes unresolved maturity and characterization issues, but asphalt findings are context rather than direct evidence of concrete pavement deployment (2022 asphalt review).

For now, PCM concrete is best understood as a developing research approach. Its potential thermal benefits must be assessed against the specific pavement’s structural requirements, local temperature conditions and durability needs before it could be considered for a real project.
