Peter Barber Architects Wins Appeal for 20 Homes on North Finchley Car Park

An appeal has reportedly cleared the way for Peter Barber Architects’ 20-home proposal on a car park between Castle Mews and 7 Castle Road, North Finchley.

Peter Barber Architects has won a planning appeal for a reported 20-home scheme on a car park between Castle Mews and 7 Castle Road in North Finchley. The reported decision allows the proposal to proceed through planning; it does not establish that construction has started.

What did the appeal approve?

The appeal concerns application 25/0632/FUL in the London Borough of Barnet. The scheme is identified as a proposal by Peter Barber Architects for client Cavendish & Gloucester Properties. Barnet Council’s committee summary also describes a redevelopment of the car park for 20 dwellings, while the appeal coverage supplies the reported design and area details.

The coverage gives the scheme a gross internal area of 1,381 square metres and describes it as car-free. These particulars should be read as reported figures; the appeal decision and approved drawings are needed to confirm the final plans.

According to the secondary appeal report, Barnet refused permission over concerns that the proposal lacked disabled parking and that its bulk and density risked overdeveloping the modest site. The report says Inspector D Wilson allowed the appeal, accepting limited harm associated with inadequate disabled parking while giving weight to the homes, reuse of previously developed land, and the scheme’s layout and open space. It says the inspector considered the pedestrian route and spaces helped the development avoid appearing overdeveloped, and that the design would respect local character and protect neighbours’ outlook.

The report attributes this conclusion to the inspector: “The overall result is a scheme that sits well within the wider area, would not appear bulky and would preserve the open character and appearance of the area.” The underlying decision letter was not available to confirm the exact wording or policy reasoning.

What does the decision mean for the site?

An allowed planning appeal is a planning outcome, not confirmation that building work is under way. The report gives no construction start, contractor, funding or completion date, and says no future timeframe had been set out. The decision date is reported as 7 September, but the report does not state the year.

For construction and planning observers, the case turns on the balance between a constrained site’s layout and housing contribution on one side, and parking provision and effects on neighbours on the other. The reported reasoning places particular emphasis on the mews and open spaces as part of how the density was experienced, rather than treating the dwelling count alone as proof of overdevelopment.

How does the proposal relate to Peter Barber Architects’ wider work?

A 2018 Guardian interview describes Peter Barber’s broader interest in established housing forms and small or leftover urban sites. Barber said, “The focus of all of these projects is the design of a public or shared space that brings people into close proximity.” That provides context for the practice’s approach, but it does not establish what social outcomes the Castle Mews scheme would produce.

Edgewood Mews, discussed in a 2022 Guardian profile, is another Peter Barber project in Finchley, but it is a separate development on a different site. It should not be confused with the Castle Mews car-park appeal.
