PennDOT Road Maintenance and Construction Feedback: Frequently Asked Questions

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a pothole, damaged guardrail, debris, sign or signal concern, bridge problem, or question about active roadwork, use PennDOT’s Customer Care Center and submit one issue per report. Include the exact location, a useful description, and a photo when it helps. Save the reference number issued at submission so you can check status later.

An online report is not an emergency-dispatch channel. For an immediate safety threat, contact the appropriate PennDOT district engineering or county maintenance office; use 1-800-FIX-ROAD for immediate needs identified by PennDOT. Call 9-1-1 for an emergency or unsafe condition. The Customer Care Center is not monitored 24/7.

How to report a pothole or other state-road concern

1. Open the Customer Care Center concern form

Select the concern category that best matches the problem. PennDOT lists road and bridge concerns, debris removal, traffic, sign and signal issues, ongoing roadwork and projects, driver and vehicle services, Pennsylvania Turnpike concerns, property-damage claims, and general questions among its available subjects.

2. Pinpoint the location

Use the map pin if the form offers one, or enter the road name, nearest cross street or intersection, municipality, county, travel direction, and a nearby landmark. A location such as “Route 22 near the eastbound exit” is more actionable than a municipality alone. For a long work zone, identify the limits or the closest mile marker if known.

3. Describe one problem clearly

Explain what is wrong, where it affects traffic, and any change in risk. For a pothole, describe its approximate size, lane, direction, and whether vehicles must swerve. For debris, identify the material and whether it blocks a lane. For a sign or signal, say what is missing, damaged, obscured, or malfunctioning and describe the signal’s location.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Add evidence and contact information

Attach a photo when it can document the condition safely. Do not stop or stand in a travel lane to take one. Add your name and contact details if you want PennDOT to follow up; the form allows a report without promising a particular response.

5. Submit separately for separate defects

One report should describe one issue. If a work zone has a damaged sign and a deep pothole at different locations, submit separate concerns so each can be routed and tracked. After submitting, record the reference number shown by the system.

What information should you have ready for a phone report?

PennDOT lists 1-800-FIX-ROAD as a telephone reporting option. For a pothole, its FAQ advises callers to have the county, township or borough, road name, and nearest intersection available. Add the direction of travel, lane, landmarks, and a concise description if you can do so without putting yourself in danger.

Calling is not a substitute for 9-1-1 when there is an immediate emergency. It also does not guarantee that PennDOT will make a specific repair or meet a fixed response time; the reviewed PennDOT pages publish no universal response-time guarantee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the roadway problem is dangerous right now?

Use 9-1-1 for an emergency

Call 9-1-1 when the condition creates an immediate threat, such as a crash, a person in the roadway, a major obstruction, or another unsafe situation requiring emergency response. Give the dispatcher the route, direction, nearest intersection, and your location.

Use PennDOT’s urgent contacts for immediate attention that is not an emergency

For an urgent roadway need, contact the PennDOT district engineering or county maintenance office serving the county where the issue is located. PennDOT also identifies 1-800-FIX-ROAD for immediate needs or safety issues. The online form should not be presented as an immediate dispatch service because it is not monitored around the clock.

Snow and ice require a different path

The live Customer Care Center form says it is not intended for snow-and-ice concerns. For an immediate response, call the associated County Office. During a winter event, check 511PA for road conditions and plow-truck locations, then use 9-1-1 if the situation is an emergency.

How do you check a PennDOT report’s status?

Use the reference number issued after you submit a Customer Care Center concern. Enter it in the status-check function on the Customer Care Center service. Keep the number with the original location and description so you can recognize the correct record if you submit more than one report.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PennDOT’s reviewed pages do not promise a standard response time or guarantee that a report will produce a particular repair. A status entry can show that a concern was received or routed without establishing when physical work will occur.

Why are lanes closed when no workers are visible?

PennDOT says every project has a Maintenance and Protection of Traffic Plan. That plan governs when contractors may work, remove lanes, shift traffic, or use a detour. Engineers use traffic-flow analysis and peak-volume information to select work windows, so a lane closure can remain in place even during a period when crews are not visibly working.

Some work is scheduled overnight, particularly on expressways and other high-speed, high-volume roads. Night work can expose crews to greater danger and can cost more because it may require specialized lighting. A closure may therefore protect workers, preserve the approved traffic pattern, or support a phase of work that is not obvious from a passing vehicle.

Why do Pennsylvania road projects take so long?

PennDOT says projects may be divided into phases to avoid a complete road closure or a lengthy detour. The duration of an individual project depends on its type and complexity, and on conditions that can change after construction begins.

  • Availability of paving, structural, or other construction materials
  • Relocation or protection of utilities
  • Subcontractor requirements and scheduling
  • Traffic volume and the approved traffic-control plan
  • Right-of-way acquisition or access constraints
  • Contractor staffing
  • Equipment requirements

These are general factors, not a diagnosis of any particular project. For a location-specific explanation, check the project information on Projects.PennDOT.gov or contact the PennDOT district serving the work.

When is PennDOT’s main construction season?

PennDOT describes April through October as its primary construction season. That is a general planning description, not a promise that all work occurs only in those months. Traffic-management plans, weather, material availability, project complexity, and other conditions can move work earlier, later, or into overnight and winter periods.

Why can a pothole repair look temporary?

PennDOT says most permanent pothole patching takes place in spring and summer, when temperatures remain above freezing. When weather allows, crews may use cold-patch material during winter. A winter patch can address a hazard under current conditions without representing the final treatment for that location.

This seasonal guidance does not set a repair date for an individual report. Submit the location through the Customer Care Center, use an urgent contact when the condition is dangerous, and avoid attempting to repair a public roadway yourself.

Does PennDOT maintain every road, sidewalk, driveway, and signal?

No. Responsibility depends on the road, feature, and jurisdiction. PennDOT’s FAQ says it cannot fix a pothole on a private driveway; the property owner is responsible. It also identifies municipalities or property owners as responsible for curbs and sidewalks.

The live concern form says municipalities own and maintain traffic signals, while PennDOT acts as the permitting agency. A signal repair concern should therefore go to the local municipality. If you are unsure who owns an asset, provide the exact location and describe the feature through the available routing channel rather than assuming PennDOT will perform the work.

What if a road condition damaged your vehicle or property?

A roadway repair request and a damage claim are separate matters. PennDOT’s contact information directs claims to the Commonwealth’s claim process and identifies the Bureau of Finance and Risk Management (FARM), within the Department of General Services, as the entity that decides whether a claim should be paid. The same information notes that FARM is not associated with PennDOT.

Report the hazardous condition separately so it can be routed as a maintenance concern, and follow the claim process for any compensation request. Neither submission implies that a claim will be approved.

How do you give broader feedback about PennDOT services?

The annual construction and maintenance satisfaction survey is different from a pothole or project report. The 2026 survey contains 17 questions about how people receive roadway information, perceived construction and maintenance performance, experiences reporting concerns, and use of 511PA. PennDOT announced that the survey is open through October 20, 2026.

Use the survey to describe overall service or communication. Use the Customer Care Center when you want to identify a specific defect or location. PennDOT Secretary Mike Carroll said in the September 29, 2026 announcement: “The PennDOT team is committed to serving every county, every community, every time, and this annual survey helps the department see successes and opportunities.” He also said, “The survey also helps us find areas where we can educate the public while learning about how the public receives road information.”

Where can you check conditions and project information?

511PA for travel conditions

511PA is PennDOT’s free traveler-information service, available 24 hours a day. It provides traffic-delay warnings, weather forecasts, traffic speeds, camera views, a phone option at 5-1-1, and iPhone and Android apps. PennDOT’s 2026 announcement reports access to more than 1,200 traffic cameras. Camera counts and features can change, so verify the current figure on the live service before publication or travel.

Projects.PennDOT.gov for project details

Use Projects.PennDOT.gov to look up current or planned projects. Project pages are the appropriate place to investigate a specific construction scope or schedule; 511PA is intended for current travel conditions and delays.

What recent figures has PennDOT reported?

In its September 29, 2026 announcement, PennDOT reported that from January through August 2026 it had improved more than 2,600 road miles and advanced 373 state and local bridges. The announcement also claimed more than 21,800 miles improved statewide under the Shapiro Administration. That cumulative figure is PennDOT’s stated claim and timeframe, not an independently audited performance study.

Submit a stronger report: a quick checklist

  • Confirm whether the issue is an emergency, urgent safety matter, routine concern, snow-and-ice condition, or general feedback.
  • For emergencies, call 9-1-1; do not wait for an online form.
  • Record the county, municipality, route or road name, nearest intersection, direction, lane, and landmark.
  • Describe one defect per submission and explain how it affects traffic or safety.
  • Attach a safely taken photo when it adds useful evidence.
  • Use the Customer Care Center for routine concerns and keep the reference number.
  • Check status with that reference number rather than submitting duplicate reports.
  • Use 511PA for conditions and plow information, and Projects.PennDOT.gov for project details.
  • Contact the municipality or property owner for sidewalks, curbs, private driveways, and municipally maintained signals.
  • File any vehicle or property damage claim through the Commonwealth process separately from the maintenance report.
