Pasture fencing works best when it is designed around grazing, livestock, water, terrain, and maintenance—not chosen as a wire product in isolation. A practical starting point is a secure perimeter, then interior divisions suited to the grazing plan. The right materials and layout depend on the animals and the job each fence must do.
Plan the grazing system before choosing fence
Decide how the pasture will be grazed before drawing paddocks or pricing materials. The number and size of divisions depend on forage production, forage species, livestock numbers and needs, and the grazing period, according to NRCS pasture fence-planning guidance.
Map existing boundaries, slopes, ditches, gullies, lanes, gates, and water points. Consider how animals will move between paddocks and reach water, and whether a field needs to be opened for mechanical harvest. Where harvesting flexibility matters, removable interior fencing may be more practical than permanent subdivisions.
Plan water and paddock divisions together. NRCS layout guidance recommends reasonably square paddocks where practical; that geometry can reduce fence length and help distribute grazing more uniformly. Actual layout still has to suit the land and livestock.

Choose materials for the fence’s job
Perimeter containment, interior subdivision, strip grazing, and heavily used working areas place different demands on a fence. Compare the options by livestock behavior, required control, permanence, power access, terrain, labor, maintenance, lifecycle cost, and applicable local specifications.

Design a dependable perimeter and useful interior divisions
Establish the boundary needed to contain the animals before relying on flexible interior cross-fencing. The appropriate perimeter depends on species, pressure on the fence, topography, and local conditions. A movable interior fence can support rotational or strip grazing, but it is not a substitute for a secure boundary where an escape could create a hazard.
Place gates so livestock can move easily between pastures, lanes, and working areas. Consider separate fencing along ditches or gullies where doing so may help limit erosion problems. If a field is mechanically harvested, plan how temporary divisions can be removed and restored without disrupting the rest of the layout.

Treat electric fencing as a maintained system
Electric fencing depends on a suitable, dependable power source and a layout that remains energized for its intended use. NRCS cautions that control can be inconsistent if the required shock is not reliably maintained. Portable systems add flexibility, but that benefit comes with routine inspection and maintenance.
Before choosing an electric system, consider the fence’s permanence, total length, desired control, and how conveniently and reliably it can be powered. For portable fencing, NRCS identifies electric or solar power as considerations; charger fit depends on the fence system. Livestock management and site conditions also matter.

Build a project budget from measured runs and local prices
There is no defensible universal price per foot in the available guidance. Costs vary with fence design, terrain, labor, posts, gates, power equipment, and current regional material prices. An older NRCS brochure includes relative cost ranges, but those estimates should not be treated as current prices.

Missouri Extension’s Pasture Fence Construction Budget compares a 47-inch woven-wire fence with a top barb, a five-strand barbed-wire fence, and a five-strand electrified smooth high-tensile fence. Its spreadsheet can be customized for materials and labor; its figures should be treated as a budgeting aid, not a quote for another location or date.
Saskatchewan’s fencing-cost page derives material-price averages from several farm-supply retailers and notes that post spacing can vary with terrain and affect cost. Those estimates are regional and should not be generalized to another jurisdiction or treated as a current quote without checking their date and local prices.
Check local standards and assistance before building
For U.S. conservation work, consult the applicable local NRCS Field Office Technical Guide. The national Fence (Ft.) (382) Conservation Practice Standard page states: “National conservation practice standards should not be used to plan, design or install a conservation practice.” The national standard is dated July 2021, and its page says review was expected to begin October 2026. Projects and states should not be assumed to share identical specifications.
Funding is also location- and program-specific. Virginia Cooperative Extension notes that financial assistance for fencing and watering systems supporting rotational grazing may be available in some cases through NRCS or Virginia Soil and Water Conservation Districts. Verify eligibility and current availability with the relevant local office before including assistance in a project budget.
