A toilet that runs or refills on its own may be leaking even when there is no visible puddle. If several fixtures back up, sewage appears, or a septic system may be affected, treat it as a sewer or septic problem and contact the appropriate local utility or a licensed professional.
What to do first when a toilet or drain is backing up
- Stop adding water. Do not flush a slow or backed-up toilet, and pause other water use that may feed the affected drain, such as a washing machine.
- Check the scope. Note whether the problem is limited to one fixture or affects several drains. A nearby, isolated clog may be a fixture-level blockage; multiple affected fixtures or sewage outside can point to a larger sewer or septic issue.
- Use a plunger only for a minor, nearby clog. If the obstruction appears close to the bowl or drain opening, plunging may clear it. Stop if it does not improve, returns, or causes water to rise elsewhere.
- Keep people away from possible sewage. Avoid contact with floodwater or other water that may be contaminated, and arrange professional help if sewage is visible or a septic system may be damaged.
- Contact the right local resource. For recurring, distant, or multi-fixture backups, contact a licensed plumber and, where appropriate, your wastewater utility. Utility boundaries and responsibility for private pipes vary by locality.
How to prevent toilet overflows and find silent leaks
A toilet can leak from its tank into the bowl without leaving water on the floor. The New York City Department of Environmental Protection identifies the flapper and fill valve as common causes. A worn or warped flapper may not seal; a misaligned chain or trip lever can interfere with it; sediment can affect the seal; and a fill level that reaches the overflow tube can send water into the bowl. In-tank chlorine cleaners can corrode rubber parts and contribute to leaks. NYC DEP’s toilet leak detection guidance explains these checks and causes.
Test for a tank-to-bowl leak
- Put food coloring in the toilet tank.
- Wait 10–15 minutes without flushing.
- Look in the bowl. If the water is colored, tank water has leaked into it.
For a further check, mark the tank waterline, flush, and watch the refill. NYC DEP describes the level rising above the mark and then dropping as a clue that the flapper may be leaking; a level that continues rising past the mark may point to a faulty fill valve. These observations are clues, not a definitive diagnosis.
Inspect the refill level and choose compatible parts
San Francisco Public Utilities Commission advises setting the tank water about one inch below the overflow tube and checking for intermittent leaks, which can come and go over hours or days. Its agency estimate says a leaking toilet can waste up to 3,000 gallons in a few days; that is an estimate of potential water loss, not a measure of how often toilets leak. See SFPUC’s leak guidance.

Before replacing a flapper or fill valve, identify the toilet and the part it takes. Flappers do not fit every water-saving toilet, so a generic part description is not enough to establish compatibility. If you are unsure how to make the repair or the leak continues afterward, call a licensed plumber. NYC DEP states that an open fill valve can waste three to five gallons per minute, up to 4,000 gallons per day; those figures describe an open fill valve, not an average leak.
How to prevent slow drains and clear minor clogs
Grease, hair, food particles, toilet paper, and tree roots are among the blockage materials identified by the City of Tampa. Do not keep flushing or running water into a slow drain: the added flow can turn a partial blockage into an overflow. Tampa notes that washing machines use 15–20 gallons per load; that figure illustrates how much water a single cycle can add during a drainage problem and is not a universal specification for current machines.

When plunging is reasonable
A plunger may help if a clog is close to the toilet bowl or drain opening. Tampa advises against assuming a plunger will solve a blockage farther down the line; distant or recurring clogs may need a plumber to diagnose the cause. Stop plunging if water rises, another fixture starts backing up, or the problem does not clear.
Keep common blockage materials out of drains
- Do not pour fats, oils, or grease down drains.
- Keep wipes, including products labeled “flushable,” out of toilets, along with diapers and hygiene products.
- Use drains and toilets only for materials intended to pass through them.
These precautions are recommended by Oro Loma Sanitary District as ways to reduce sewer trouble.

How to tell a fixture clog from a sewer or septic problem
A single slow fixture can have a local blockage, while several affected fixtures or sewage appearing outdoors can signal a problem beyond one drain. Do not diagnose the public sewer or private lateral from symptoms alone. If your property has accessible cleanouts, their location and what is visible may help a professional investigate, but interpretation and utility procedures are local. The City of Tampa describes cleanout checks as a diagnostic clue in its service area; its procedures are not universal.
Private sewer laterals and responsibility
A private sewer lateral is the underground pipe connecting a property to the public wastewater system. Who owns and maintains it, where the public system begins, and whether permits are required depend on local rules. In its own service area, Oro Loma Sanitary District says the property owner is responsible for the lateral. It recommends a licensed plumber’s camera inspection to look for cracks, breaks, offsets, roots, or clogs. If comparing repair bids, check that each explains the pipe length and location included, the inspection findings, licensing, required permits, and any locally required backflow prevention. Oro Loma’s standards require backflow prevention when a lateral is repaired or replaced, but that requirement should not be assumed elsewhere.

Septic systems and flooding
Heavy rain, flooding, or other emergencies can damage sewer systems and cause untreated wastewater overflows. The CDC’s septic and onsite wastewater guidance, updated and reviewed August 24, 2026, lists slow sinks or toilets, overflowing floor drains, and sewage visible outdoors as warning signs of septic-system trouble. During an emergency, reduce water use, avoid contact with potentially contaminated water, and have suspected septic damage inspected and serviced by a professional.

- Call a licensed plumber if a clog is distant, keeps returning, affects more than one fixture, or does not respond to reasonable plunging; if a toilet leak continues after a repair; or if you suspect damage to a private sewer lateral.
- Contact your wastewater utility if symptoms may involve the public sewer or you need to establish where utility responsibility begins. Ask the local utility what checks and reporting steps apply in your area.
- Arrange septic-system service if sewage is visible outdoors, floor drains overflow, or flooding may have damaged the system.
- Use a licensed professional for work requiring one. Licensing, permits, plumbing codes, and service boundaries vary by jurisdiction; verify requirements with the local code authority and utility.
Local plumbing codes and requirements
There is no single nationwide rule established here for plumbing permits, code requirements, or the boundary between private and public sewer responsibility. Check with your local building or code authority, water or wastewater utility, and a properly licensed professional before work that may require approval. As one jurisdiction-specific example, Oregon’s official program lists the 2026 Oregon Plumbing Specialty Code, effective October 1, 2026 and based on the 2024 Uniform Plumbing Code.
