Oracle has scheduled a November 2026 groundbreaking ceremony and three days of public events for its planned $4.5 billion headquarters campus on Nashville’s East Bank. As of October 26, 2026, that ceremony is upcoming: site preparation is underway, but the available reports do not establish that vertical office construction has started. The project is targeted for completion by 2031.
Where will Oracle’s Nashville headquarters be built?
The planned campus occupies roughly 80 acres on Nashville’s East Bank, also described as River North, beside the Cumberland River. Metro Nashville’s March 2026 bond statement describes a 2.7-million-square-foot development spanning Oracle offices and a broader mix of commercial and public spaces. Metro Nashville’s bond statement calls it the second-largest project in Tennessee.

Oracle’s plan is not limited to a single office tower. A September report on the company’s 122-page planning submission describes dozens of buildings arranged around a large lake and a two-acre community park. Planned elements also include retail, walking trails, public green space, a luxury hotel, mixed-use development and a pedestrian bridge connecting the site to Germantown. The September planning-document report details the park and lake; Metro’s statement outlines the wider campus components.
Oracle chairman Larry Ellison has also described a community clinic, concert venue, hotel and restaurant as part of the vision. Those are planned amenities, not facilities reported as complete. The Associated Press report covered Ellison’s remarks and the headquarters announcement.

When will construction start, and when is the campus expected to be complete?
The November 2026 event is a scheduled groundbreaking, not confirmation that vertical construction is already underway. The Nashville Business Journal reported the planned ceremony and three days of public events on October 25, 2026. Its report does not establish that office construction has begun.
Earlier work is documented. Oracle sought permits in January 2026 to demolish about 515,000 square feet of industrial buildings; that coverage said a vertical-construction start date had not been announced and cautioned that demolition permits did not guarantee the entire campus would be built. The permit report describes those applications. By February 24, The Tennessean reported demolition and other site preparation had begun, including work related to water, sewer and a riverfront greenway. That report gave an overall completion target of 2031. The Tennessean’s February coverage describes the preparatory work.
There is not a reported guaranteed opening date. The 2031 target is an overall project timeline, and design, permitting and construction can affect delivery as the work proceeds.
What is included in the $4.5 billion project?
Metro Nashville’s March 2026 figure covers a nearly 80-acre, 2.7-million-square-foot East Bank/River North development, including Oracle offices and associated mixed-use and public elements. It is broader in scope than Oracle’s original headquarters plan, so earlier figures should be read as earlier, narrower plans rather than competing measurements.

The plans combine private office and commercial development with public-facing amenities. Alongside office space, retail and a hotel, the project description includes trails, a park, a lake, a riverfront greenway and a pedestrian bridge. As planning and construction progress, the stated scope may change.
How many jobs and how much tax revenue are projected?
Metro Nashville’s 2026 statement projects 8,500 permanent jobs by 2031, with an average salary of $110,000, plus 11,500 ancillary jobs and 10,000 temporary construction jobs. It also projects $18 million in additional annual property-tax revenue when the project is complete. These are official projections, not verified outcomes. The Metro statement provides the figures.

What does the tax-increment financing arrangement fund?
Under the approved tax-increment financing development plan, Oracle agreed to fund up to $175 million in public infrastructure around the campus. Eligible work includes a Cumberland River pedestrian bridge, riverfront park and greenway, streets and related improvements. Metro Nashville agreed to divert 50% of the area’s property-tax increment for 25 years to reimburse eligible costs from that upfront investment. The approved TIF development plan describes the arrangement.

This is distinct from the $65 million state incentive package approved in 2021. The TIF plan concerns reimbursement of eligible infrastructure costs through a portion of future property-tax growth in the area; it should not be described as the same package or as a simple cash payment of the full amount to Oracle.
Was Oracle already operating in Nashville before the headquarters project?
Yes. In March 2026, Oracle announced a 116,000-square-foot lease at The Neuhoff District that it said would bring its Nashville office capacity to about 2,000 seats across three locations. The company said the new space would overlook construction of the East Bank headquarters. Its Nashville teams include sales and marketing, cloud engineering, software development and product management. Oracle’s announcement describes the lease and local operations.

Oracle senior vice president Scott Twaddle said the company was adding space as candidates and existing employees responded to its Nashville plans and its cloud and AI growth. The lease is evidence of an expanding local presence; it does not, by itself, establish that the headquarters campus has begun vertical construction.
