Operations Centre Design Essentials: Redundancy, Security and Maintainability

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An operations centre should be designed as a critical facility, not simply a room with consoles. Start by defining the interruption the business can tolerate, then select an availability target and design power, cooling, telecommunications, physical security, cyber security, monitoring and operating procedures around it. Every critical path must be serviceable, testable and recoverable while essential functions continue.

For a data-centre-style operations centre, ANSI/TIA-942-C is the infrastructure baseline. ANSI/BICSI 002-2024 supports design and implementation, ANSI/BICSI 009-2024 addresses operational and maintenance practices, and NIST SP 800-82 Rev. 3 adds guidance when the centre supervises industrial control systems or other operational technology (OT).

What an operations-centre design must achieve

The design has four simultaneous objectives: keep mission-critical services running, allow planned work without avoidable interruption, prevent unauthorised access or unsafe operation, and provide a documented path back to normal after a failure. These objectives are related but not interchangeable. A room can have duplicate equipment yet remain difficult to maintain; a secure room can still fail when one cooling valve is isolated; and excellent equipment can be undermined by undocumented procedures.

Define the service before choosing equipment or a standards rating. Record which functions are mission-critical, the maximum tolerable interruption, recovery objectives, permitted maintenance windows, environmental limits and any life-safety constraints. Map each function to the infrastructure it needs, including electrical distribution, cooling, telecommunications, controls, monitoring and operator access. Only then should the project team select a resilience level and confirm its cost and staffing implications.

Use the current standards as a coordinated baseline

ANSI/TIA-942-C for infrastructure and resilience

The Telecommunications Industry Association published ANSI/TIA-942-C in May 2024 and announced the revision on May 9, 2024. It applies to enterprise, colocation, hyperscale and other data-centre types. Its scope includes architecture, telecommunications, electrical and mechanical infrastructure, fire protection, safety, physical security and monitoring. That breadth makes it a useful baseline for an operations centre whose room systems depend on a larger technical facility.

TIA-942-C uses four progressive resilience ratings. A higher rating generally provides greater resilience but also increases construction complexity and cost; it should not be selected as a prestige label without a documented business need.

Rating Capability Design meaning Cost and planning implication
Rated-1 Basic A basic infrastructure arrangement with limited tolerance for planned or unplanned component loss. Lower initial complexity, but greater exposure to maintenance outages and single failures.
Rated-2 Redundant component Selected components have redundancy, reducing the effect of a component failure. More equipment and controls than Rated-1; distribution-path limitations still require careful review.
Rated-3 Concurrently maintainable Planned maintenance on any distribution-path element or single component can occur without interrupting operations. Requires maintainable distribution, isolation and transfer arrangements, with higher capital and operating complexity.
Rated-4 Fault tolerant The infrastructure is arranged to tolerate a defined fault while continuing the critical service. Highest resilience expectation and normally the greatest construction, testing and lifecycle cost.

The TIA-942-C overview describes Rated-3 as having at least one active N path and one standby +1 path for power, cooling and telecommunications. Treat that description as a design objective to verify against the applicable standard text, project scope and certification requirements; the paths must also be physically and operationally usable, not merely shown on a diagram.

ANSI/BICSI 002-2024 for design and implementation

Use ANSI/BICSI 002-2024 when developing the facility plan, room arrangement, infrastructure systems and implementation practices. It complements TIA-942-C: TIA supplies a common infrastructure and rating framework, while the BICSI design guidance helps turn requirements into coordinated architectural, electrical, mechanical and communications decisions.

ANSI/BICSI 009-2024 for the operating lifecycle

ANSI/BICSI 009-2024 treats operations as a lifecycle discipline rather than an afterthought. Its ten-chapter framework addresses governance, standard operating procedures, physical, cyber and IT security, maintenance, emergency procedures, disaster recovery, management tools and change control. The practical lesson is direct: operations can make or break even a well-designed facility. Staffing, contracts, inspections, records and exercises must therefore be funded and planned alongside construction.

NIST SP 800-82 Rev. 3 for OT environments

If the centre supervises industrial control systems (ICS), supervisory control and data acquisition (SCADA), distributed control systems, programmable logic controllers (PLCs), building automation or other OT, apply NIST SP 800-82 Rev. 3 to that environment. It frames security around OT systems, network security, risk management and security operations. OT safeguards must preserve safe, deterministic control; a security change that destabilises a process is not a successful control.

Design redundancy around failure and maintenance scenarios

Translate N, N+1 and fault tolerance into decisions

N is the minimum capacity required to perform the defined service. In an N arrangement, removing a required component or path generally removes the associated capacity. N+1 adds one standby component or capacity unit, so a single component can fail or be taken out for planned work while the remaining equipment still meets the requirement. N+1 does not automatically make every distribution path maintainable: a shared switchboard, valve, controller, cable route or software dependency can remain a single point of interruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Concurrently maintainable, the Rated-3 objective, means planned maintenance on any distribution-path element or single component can be performed without interrupting operations. That requires isolation, bypass, transfer and restoration procedures, not just duplicate equipment. Fault tolerant, represented by Rated-4, goes further by arranging the infrastructure to continue through a defined fault. The project must state which faults are covered and demonstrate them during commissioning.

Separate and maintain the critical paths

Design power, cooling and telecommunications as independently usable paths. Where the risk assessment warrants it, place routes, rooms, risers, panels, controls and termination points in physically separated zones. Check for hidden common dependencies such as one fuel system, one control network, one chilled-water header, one fire zone or one maintenance access route.

  • Provide isolation points that are labelled, reachable and safe to operate.
  • Provide maintenance bypasses and transfer equipment sized for the actual load and tested under realistic conditions.
  • Allow technicians to replace modules without blocking an active path or exposing operators to unsafe work.
  • Provide staging, lifting and laydown space for heavy equipment and replacement parts.
  • Document normal, bypass, transfer, failover and restoration states on current single-line and control diagrams.

Plan cooling for serviceability

Cooling redundancy must include pumps, fans, chillers or other heat-rejection equipment, controls, distribution and the ability to isolate a section. Confirm that an isolated unit can be serviced while the remaining system handles the defined load and environmental limits. Include sensor calibration, filter or coil access, condensate management and recovery from a control-system failure in the maintenance plan.

Plan telecommunications and monitoring paths

Provide diverse carrier entrances, risers, rooms and internal routes when loss of a single route would defeat the mission. Separate management, control and production networks according to the risk assessment. Monitoring must remain available during a path failure and must identify the failed element, the affected service and the operator action required.

Layer physical security without compromising safety

Security zoning should follow the consequences of access. Establish controlled site entry, reception or screening, restricted operations-room access, protected technical spaces and separately managed rooms for power, cooling, communications and control equipment. Use least-privilege access, individual credentials, visitor escort rules, logging and regular review of access rights.

Coordinate doors, barriers, cameras, alarms and security procedures with fire and life-safety egress. A locked door that prevents emergency evacuation is a design failure. Protect critical panels and network termination points from casual access, control keys and removable media, and maintain material-control and loss-prevention procedures. BICSI 009-2024 distinguishes physical, cyber and IT security and includes event response; assign ownership for each domain rather than assuming one team covers all three.

Secure OT and control networks

Segment by function and consequence

Separate enterprise IT, building-management, supervisory and field-control networks according to the process risk. Limit communications between zones to documented business and control requirements. Use firewalls or equivalent enforcement points, deny-by-default rules where practical, and tightly controlled administrative paths.

Control privileged and remote access

Use named accounts, strong authentication appropriate to the system, time-limited privileges and recorded administrative activity. Remote maintenance should use an approved, monitored access path with explicit authorisation, session logging and a defined termination procedure. Remove dormant accounts and review vendor access after every intervention.

Monitor and rehearse response

Collect security and operational events without overwhelming operators with false alarms. Define what constitutes anomalous activity, who investigates it and which actions are safe for the process. Rehearse incident response in a way that does not destabilise control functions, including loss of communications, compromised credentials, malware on an engineering workstation and recovery from known-good configurations.

Build maintainability into the drawings

Maintainability is a spatial, procedural and contractual requirement. Reserve clearances around switchgear, pumps, heat exchangers, network racks and control panels. Provide safe work zones, lighting, drainage, lifting points, temporary power and a route for removing failed equipment. Use consistent labels that match the asset register, drawings, alarms and work orders.

Specify replaceable modules where they reduce repair time, but verify that spares, firmware, tooling and trained personnel will be available for the expected service life. Keep vendor manuals, test certificates, warranties, recommended intervals and emergency contacts in a controlled repository. Maintenance contracts should state response times, access rules, escalation and reporting requirements.

Operational planning should include patrols and inspections; power, cooling and cabling maintenance; information-technology equipment moves, adds and changes; emergency procedures; disaster recovery; management tools; and formal change control. Every change should identify affected paths, required approvals, rollback steps, test evidence and the person responsible for returning systems to normal.

Commission the centre before handing it over

Commissioning is the evidence that the designed modes work. Build a test script that traces each critical function from utility or source through distribution, controls, monitoring and the operator response.

  1. Verify documentation. Check as-built drawings, cable schedules, asset inventories, alarm lists, sequences of operation, labels and approved procedures against the installed systems.
  2. Test normal operation. Confirm loads, environmental limits, alarms, access controls, communications and operator displays under expected conditions.
  3. Test component loss. Remove or isolate each defined component and confirm that capacity, alarms and control actions match the design intent.
  4. Test path transfer and bypass. Operate electrical, cooling and telecommunications transfers, including manual actions, interlocks, timing, bypass states and restoration.
  5. Test loss-of-path scenarios. Verify that a route, panel, controller, network segment or room can be isolated without interrupting the protected service where the rating requires it.
  6. Test fire, cooling and security events. Exercise fire detection and suppression interfaces, loss of cooling, door alarms, surveillance, emergency power and life-safety procedures.
  7. Record and correct. Capture measured results, alarms, operator actions, defects, retest evidence and formal acceptance. Do not close commissioning with undocumented workarounds.

Operate the facility as a managed system

Maintain current standard operating procedures for routine states, maintenance, abnormal conditions and emergency shutdown. Emergency operating procedures should state who may act, which loads or systems may be isolated, how to communicate during an outage and how to protect people first. Disaster-recovery procedures should identify alternate operating arrangements, restoration priorities, dependencies and decision authority.

Use a controlled management system for incidents, work orders, inspections, access reviews, training, drills and changes. Review trends such as recurring alarms, deferred maintenance, failed tests and near misses. An operations centre that cannot show what was changed, tested and approved is difficult to defend during an incident or audit.

Compare design options on more than the equipment list

Decision axis Questions to ask Evidence to require
Resilience rating Which failure modes are tolerated, and is the target Rated-1, Rated-2, Rated-3 or Rated-4? Capacity calculations, dependency analysis and a rating rationale tied to business impact.
Maintainability Can every planned service task be completed without interrupting protected functions? Isolation diagrams, bypass sequences, clearances and witnessed maintenance scenarios.
Path separation Do power, cooling and telecommunications routes share rooms, risers, controls or access constraints? Physical route drawings, common-cause analysis and transfer-test results.
Security Are physical, cyber and IT controls zoned, monitored and assigned to owners? Access logs, network diagrams, rule reviews, alarm tests and incident procedures.
Recovery Can staff restore service after fire, cooling loss, communications loss or a security event? Emergency and disaster-recovery procedures, exercises and corrective-action records.
Lifecycle cost Can the organisation fund staffing, spares, contracts, testing and energy use? Maintenance plan, skills matrix, contract scope and approved operating budget.
Scalability Can capacity, racks, networks and cooling be expanded without dismantling an active path? Reserved space, connection points, load forecasts and change procedures.
Assurance Is compliance or certification evidence relevant to the project and jurisdiction? Applicable standard editions, commissioning records and independent review where required.

Frequent design failures and practical corrections

  • Duplicate equipment on one shared path: map every upstream and downstream dependency, then add isolation or a genuinely independent path where the risk requires it.
  • “N+1” claimed without a maintenance method: demonstrate how a technician isolates, services, tests and restores each component while the required load remains protected.
  • Security added after room layout: set security zones, access routes, camera coverage, visitor handling and emergency egress during concept design.
  • OT connected directly to enterprise networks: define zones, permitted flows, privileged access and monitored remote maintenance before commissioning.
  • Out-of-date drawings and labels: make document updates and change approval part of the work order closeout, with field verification.
  • Commissioning limited to startup: schedule integrated failure, transfer, fire, cooling and security tests and retain the results as operational records.
  • Unfunded operations: establish staffing, training, patrols, maintenance contracts, spares, drills and management tools before handover.

A practical implementation sequence

  1. Define critical services, interruption limits, recovery objectives, environmental limits and maintenance windows.
  2. Choose the applicable TIA-942-C rating only after comparing risk, cost and operational capability.
  3. Develop independent power, cooling and telecommunications paths with maintainable isolation, bypass and restoration.
  4. Lay out security zones and life-safety egress, then design physical, cyber and IT controls together.
  5. Apply NIST SP 800-82 Rev. 3 to OT, ICS, SCADA, PLC and building-control environments where applicable.
  6. Write operating, maintenance, emergency, disaster-recovery and change-control procedures before equipment arrives.
  7. Commission normal and failure modes, correct defects, train operators and deliver controlled as-built records.
  8. Run the centre as a lifecycle programme: inspect, maintain, exercise, review access, update documentation and improve after every incident or change.

Professionals seeking a formal design, security, commissioning, operations and maintenance credential can also evaluate the BICSI DCDC certification against their role and project requirements.
