It is the operational counterpart to the delivery-phase protocol associated with ISO 19650-2: instead of concentrating on a defined design-and-construction project, it keeps reliable information available for the asset and its owner throughout operation, maintenance, alteration and eventual change.
The protocol is built around an asset information model (AIM), the owner’s information requirements and a schedule of trigger events. A trigger may be routine, such as annual plant replacement, or unexpected, such as flood damage. For each event, the appointing party decides whether the work can use the existing operational arrangements or should become a separate ISO 19650-2 delivery project.

What the operational BIM protocol is
ISO 19650-3:2020 defines the information-management process for the operational phase of assets and the information exchanges within that phase using building information modelling. The International Organization for Standardization describes it as specifying “requirements for information management, in the form of a management process, within the context of the operational phase of assets and the exchanges of information within it, using building information modelling.”

The UK BIM Framework’s Information Protocol to support BS EN ISO 19650-3, Edition 1 (November 2021), turns those process requirements into duties that can be assigned through appointments and contracts. It follows the broad structure used for delivery-phase information protocols, but its subject is different: the continuing operation of an asset rather than the delivery of a single project.

Operational phase versus delivery phase
ISO 19650-2 is concerned with information management for delivery activities such as briefing, design, construction and handover. ISO 19650-3 addresses what happens after, or alongside, those activities when the asset is being operated and maintained. An extension, plant replacement or emergency repair can move between the two phases, so the information arrangement must explain how the models and records connect.
| Question | Delivery-phase arrangement (ISO 19650-2) | Operational-phase arrangement (ISO 19650-3) |
|---|---|---|
| Primary object | A defined delivery project and its project information model | The continuing asset and its asset information model |
| Typical work | Design, construction, commissioning and project handover | Operation, maintenance, replacement, alteration and response to incidents |
| Time horizon | The duration of the delivery appointment or project | The longer operational life of the asset, including expected and unexpected change |
| Key decision | How the delivery team produces and exchanges the required information | Whether a trigger response stays within operational arrangements or becomes a separate delivery project |
What the protocol puts into a contract
The template records the information particulars, the parties’ obligations, the common data environment (CDE), and the management and use of information. Completing the front-page information particulars is described as sufficient to make the protocol effective as a document, but that does not make it self-executing legal advice. The protocol still has to be incorporated correctly into the relevant contract and appointments. The way it is incorporated, the priority of documents and any amendments should be checked against the contract in context.
Information particulars
The front page should identify the appointing party, the asset or operational scope, the information requirements, the people and organisations with information duties, and the appointments to which the protocol applies. It should also point to the information-management documentation and the CDE that will be used. Project- or asset-specific amendments are possible; they should be explicit rather than left to assumptions about the template.
Obligations and appointments
The appointing party uses the protocol to allocate information-management duties to the parties responsible for operating, maintaining, surveying, managing or altering the asset. Relevant delivery-team appointments also need to carry the duties required for a trigger response. A protocol that names a CDE but does not give any appointed party responsibility for maintaining the required information will not solve the governance problem.
Common data environment and information use
The protocol identifies the information environment in which operational information is managed and exchanged. The selected CDE, its administration and the permitted uses should be stated in the project documentation. The protocol does not require a particular software product, and it does not certify or endorse one. What matters is that the arrangement supports controlled exchanges and leaves the AIM usable by the people who need it.

The asset information model is the operational centre
The AIM is not simply a delivery project model kept in storage. It must serve the asset over a longer operational period and accommodate changes that were not known when the asset was designed or built. Information requirements should therefore be centred on the asset and related to the owner’s information requirements.
Start with the owner’s decisions
Define what the owner and operational teams need to decide, verify or record. Examples include information needed to plan maintenance, understand the condition of plant, manage a replacement, respond to an incident or brief an alteration. Then identify the asset information needed to support those decisions. This reverses a common mistake: collecting model content because it was available at handover rather than because it remains useful in operation.

Every accepted change should leave the AIM in a state that reflects the asset as operated. That includes changes arising from scheduled work and from incidents. The operational protocol should therefore state who confirms the required information, who updates it, how it is exchanged and how the updated AIM is made available to the next person responsible for the asset.
Trigger events: the mechanism that activates the process
A trigger event is an operational-phase event for which new or updated asset information is generated or required. The protocol directs the appointing party to identify foreseeable events and record them in a Trigger Event Schedule.
Planned trigger events
Planned events can be tied to the owner’s maintenance and lifecycle plans. Examples include an annual plant replacement, an HVAC inspection or a sprinkler-system check. The schedule should describe the event, the anticipated information need, the responsible party, the expected timing and any known connection with a delivery team. The point is not to predict every future activity; it is to make foreseeable information demand visible early enough to organise it.

Unplanned trigger events
Unexpected events can create an immediate information requirement. A flood, a serious plant failure or a major extension may require surveys, design information, records of remedial work and updates to the AIM. The schedule can include known categories of incident, but the operational arrangement also needs a decision route for events that were not foreseeable.

The appointing party makes the route decision
A trigger does not automatically become a new project. The appointing party decides whether to apply the delivery-phase process under ISO 19650-2, considering the scale and complexity of the affected asset, the scale and complexity of the response, and the size and complexity of the delivery team required. A smaller response may use the existing operational arrangements. A substantial intervention may be set up as a separate delivery project.
Operational response or separate ISO 19650-2 project?
Use the following questions as a documented decision record. They are decision axes reflected in the protocol, not an automatic financial or area threshold.
| Decision axis | Continue under operational arrangements | Consider a separate delivery project |
|---|---|---|
| Affected asset | The intervention is limited to an asset or system that the existing operational team understands and can manage | The affected asset or systems are extensive, interdependent or materially changed |
| Response | Routine maintenance, a minor replacement or a contained repair | A major extension, substantial renewal, reconstruction or complex remedial programme |
| Delivery team | The existing operational parties have the capability and capacity to produce the required information | A larger or specialist team must be appointed with defined delivery-phase roles |
| Information connection | Updates can be exchanged directly into the continuing AIM through the established CDE | A separate project information model is needed, with a planned handover and controlled flow back into the AIM |
Record the reasoning, the appointed parties and the information route. This prevents an emergency decision from becoming an undocumented gap between a project model and the AIM.
How to implement the protocol
- Identify the appointing party and scope. Name the asset owner or other appointing party, define the operational boundary and identify the assets, systems and services covered.
- Set the owner’s information requirements. Describe the operational decisions and activities that require information. Distinguish information needed for routine operation from information needed for change, compliance, incident response or lifecycle planning.
- Complete the information particulars. List the parties, appointments, information-management documents, CDE and intended information uses. State any amendments to the UK BIM Framework template.
- Define the AIM. Establish what information forms the operational record, who is accountable for its accuracy, how updates are approved and how a recipient can find the current information.
- Build the Trigger Event Schedule. Add foreseeable maintenance, replacement and lifecycle interventions. Include the information expected from each event and the party responsible for initiating the response.
- Set the unplanned-event decision process. Name who can classify an incident, what scale-and-complexity questions must be answered, and how the decision to remain operational or create an ISO 19650-2 project is recorded.
- Carry duties into appointments. Ensure operating organisations, maintainers, consultants, contractors and any delivery team have compatible information-management obligations. Specify how a project information model will exchange information with the AIM when a separate project is created.
- Test an exchange before relying on it. Use a representative maintenance update or incident scenario to check that the responsible person can request, approve, exchange and locate the resulting information in the CDE and AIM.
Information flow when a separate project is created
When the appointing party treats a response as a separate delivery project, two information environments must remain connected. The delivery team develops the project information needed for the intervention under the ISO 19650-2 process. The operational team retains responsibility for the continuing AIM. The appointments should identify the exchange points, the information to be accepted into the AIM, the person who verifies it and the time at which the update becomes the operational record.

For a smaller response, the existing operational process can be used instead of creating a full project structure. That does not remove the need to define the required information, responsible parties or update to the AIM; it changes the scale of the arrangement.

Treating the AIM as a handover archive
Symptom: The model contains delivery information but does not support current maintenance or incident decisions. Fix: Reconfirm the owner’s information requirements and make each operational update traceable to an asset need.
Assuming every trigger needs a new project
Symptom: Routine maintenance is burdened with a delivery-project process, or a major intervention is handled informally. Fix: Apply the appointing party’s documented scale-and-complexity decision and record the chosen route.
Leaving the Trigger Event Schedule static
Symptom: Known replacements and lifecycle interventions arrive without an information plan. Fix: Review the schedule as operational plans change and add newly foreseeable events.

Current status of ISO 19650-3
ISO’s official record identifies ISO 19650-3:2020 as Edition 1, published in July 2020. The record says the edition was last reviewed and confirmed in 2024 and remains current at the time of that record. It also indicates that revision work is underway; that does not mean a replacement edition has been published.
A BSI catalogue entry marked “26/30509256 DC” concerns implementation of the information-management process in 2026. The “DC” designation indicates draft-for-comment material. It should not be presented as an issued replacement for ISO 19650-3:2020. Check the official ISO record and the status of any national or UK publication before fixing an edition in a new contract.
Practical readiness checklist
- The appointing party and operational scope are named.
- Owner’s information requirements are tied to real operational decisions.
- The AIM, its custodian and its update controls are defined.
- Information particulars are complete and contract incorporation has been checked.
- The CDE and information-management documents are identified.
- Foreseeable maintenance and lifecycle events appear in a Trigger Event Schedule.
- An unplanned-event route identifies who decides whether ISO 19650-2 applies.
- Scale, complexity, delivery-team capability and information flow are recorded for that decision.
- Appointments carry compatible information-management duties.
- Separate project information can be verified and brought back into the AIM.
- The standard edition and any draft implementation material have been checked for current status.
Operational BIM works when information management follows the asset rather than ending at handover. The UK BIM Framework protocol supplies the contractual structure; ISO 19650-3 supplies the operational process; the AIM and Trigger Event Schedule make that process usable as maintenance, incidents and alterations occur.
