Onshore Wind’s 2030 Outlook: Where the Next Wave Will—and Won’t—Arrive

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Yes—but only as a qualified dawn. The International Energy Agency (IEA) expects onshore wind to add capacity rapidly through 2030, supported by stronger auction activity, expanding markets beyond Europe and China, and the renewal of ageing wind farms. That growth is not guaranteed. Permitting, grid queues, equipment costs, inflation and abrupt policy changes can still delay or cancel projects, and the outlook differs sharply by country.

For developers, contractors and local authorities, the central question is no longer whether onshore wind has a future. It is whether a project can secure a permit, a grid connection and stable revenue quickly enough to be built before market conditions change.

What the IEA forecast says about onshore wind through 2030

The IEA’s Renewables 2025 outlook projects 732 GW of cumulative onshore wind additions between 2025 and 2030. That would be 45% more capacity added than in the 2019–2024 period. This is a forecast of expected additions, not a record of turbines already commissioned.

The same outlook says annual onshore additions should rise in Africa, the Middle East, ASEAN countries, Latin America and Eurasia, alongside continued development in Europe and India. The geographic spread matters: a stronger market is less dependent on one country’s permitting system or one region’s equipment demand, but each new market brings its own grid, land-use and policy constraints.

Measure What the figure means Qualification
732 GW Cumulative onshore wind capacity expected to be added from 2025 through 2030 IEA global forecast published in 2025; not guaranteed deployment
45% Increase in forecast onshore additions compared with 2019–2024 Comparison made by the IEA; it describes additions, not operating output
5% Reduction in the IEA’s global renewable-growth forecast for 2025–2030 versus its previous report Applies to renewables overall, not specifically to onshore wind
Nearly 50% Reduction in the IEA’s US renewable-capacity forecast Policy and regulatory changes drove the revision; wind was especially affected
About 33% Share of global renewable auction volume awarded to onshore wind in the first half of 2025 IEA figure; improved permitting conditions, especially in Germany, helped the result

These figures should be read together. The long-term global direction is positive, while the downgrade to the overall renewable forecast and the much sharper US revision show how quickly policy assumptions can alter the pipeline. Auction awards also indicate demand for projects, not completed construction: a winning bid still needs financing, permits, equipment and a connection agreement.

Why onshore wind has a credible growth case

More countries are entering the build-out

Onshore wind can be deployed in many power systems without the specialised marine construction required offshore. The IEA expects annual additions to increase across several developing and emerging regions as well as established European and Asian markets. That broadening creates opportunities for civil contractors, electrical installers, access-road specialists and grid-connection teams that previously worked in a smaller set of wind markets.

Expansion will not be uniform. A country may have excellent wind resources but lack transmission capacity, bankable contracts or a predictable permitting route. Developers therefore need to evaluate the complete delivery chain rather than treat a national target as evidence that every site will proceed.

Auctions are showing renewed activity

Onshore wind represented around one-third of global renewable auction volume awarded in the first half of 2025, according to the IEA. The report links part of that surge to improved permitting conditions in Germany. Auctions can provide a route to revenue certainty, but their value depends on the contract design, indexation, penalties, connection obligations and the time allowed between award and completion.

For construction companies, an auction award is an early commercial milestone. It should trigger a review of turbine availability, transport routes, foundation design, geotechnical risk and the schedule for grid works—not an assumption that the project has reached notice to proceed.

Repowering can raise output without starting from zero

Older wind farms offer a second source of growth. Repowering replaces ageing turbines with newer machines, often changing the number, size and layout of turbines while reusing some established infrastructure. The IEA’s 2020 wind analysis describes the mechanism this way:

“Repowering old turbines with new technology usually results in higher capacity and generation from fewer turbines, while taking advantage of existing grid infrastructure and land.”

The statement is technical context from 2020, not a current global repowering forecast. Its practical implication remains important: an established site may already have access roads, land agreements, meteorological data, a substation and a community familiar with wind operations. Those advantages can shorten parts of development, although they do not remove the need for fresh environmental assessment, planning consent, noise analysis, aviation checks or grid studies.

What could interrupt the onshore wind expansion

Permitting can still determine the schedule

Long permitting processes are one of the IEA’s explicit obstacles. Delays tie up development capital, extend land-option periods and make turbine prices or financing assumptions obsolete. A project can be technically ready yet unable to mobilise because planning decisions, environmental reviews or appeals have not concluded.

Permitting performance also changes over time. IEA Wind Technology Collaboration Programme reporting for Europe says bottlenecks were beginning to ease in 2025, but that improvement should not be treated as permanent or universal. Contractors should maintain a schedule that identifies every consent affecting site access, foundations, overhead lines, substations and commissioning.

Grid queues are becoming the next major bottleneck

As permitting improves, connection capacity can become the constraint. The European reporting identifies grid bottlenecks as a key barrier. A wind project may have a signed land package and a planning consent but still face years of waiting for transmission reinforcement or a suitable connection window.

Grid risk belongs in the early site screen. Confirm the point of connection, queue position, required reinforcement, curtailment terms and responsibility for contestable works before committing to detailed civil design. A low-cost site with no credible connection date is not a low-risk project.

Supply chains and inflation can erode a winning bid

The IEA also highlights supply-chain bottlenecks and inflation. Turbines, transformers, cables, steel, concrete and heavy-lift services all affect the installed cost and schedule. A fixed-price contract signed before equipment and transport are secured can transfer severe risk to the builder or make the project uneconomic.

Procurement plans should therefore match the commercial structure. Establish which party carries escalation, identify long-lead components, reserve specialist cranes and check port or road restrictions before setting a final construction programme.

Policy changes can reverse a national outlook

The IEA’s 2025 revision to its US renewable forecast reflects an earlier-than-expected tax-credit phase-out, foreign-entity-of-concern restrictions and limits on permitting onshore wind and solar projects on federal land. The scale of that revision is a warning against treating a government target or incentive as permanent.

Policy exposure is broader than subsidies. Changes to auction rules, local-content requirements, land access, tax treatment, wildlife regulation or transmission planning can alter the viability of a project already in development. Investors and contractors should document the assumptions behind every award and financing model and test what happens if those assumptions change.

Regional signals are moving at different speeds

Market or region Evidence for growth What to watch
Global IEA forecasts 732 GW of onshore additions during 2025–2030, 45% above 2019–2024 additions Permitting, grid access, inflation and equipment supply determine how much of the forecast becomes operating capacity
European Union IEA Wind TCP’s 2025 annual reporting projects 92.5 GW of onshore additions for 2026–2030 Permitting is easing in some areas, while grid constraints are emerging as the dominant barrier
Germany 5,232 MW of onshore capacity was commissioned in 2025; nearly 30% of new capacity was repowering These are country-specific 2025 results, not a measure of global deployment
United States The market remains part of the global pipeline The IEA nearly halved its overall US renewable forecast after policy and regulatory changes; wind was particularly affected
Africa, Middle East, ASEAN, Latin America and Eurasia The IEA expects annual onshore additions to rise across these regions Project-by-project bankability, transmission and permitting capacity are not interchangeable between countries

The table illustrates why a single global headline can mislead. Germany’s commissioning and repowering data show what a functioning market can deliver, while the EU projection is a forward-looking regional estimate and the US revision is a policy-sensitive national adjustment.

How a repowering project differs from a greenfield wind farm

Repowering is not simply a turbine swap. A practical development sequence usually includes the following decisions:

  1. Audit the existing asset. Map turbine foundations, roads, crane pads, cable routes, substation capacity, land rights and operational constraints. Verify which components can safely remain and which require replacement.
  2. Model the new layout. New turbines are often taller and more powerful, so setbacks, tip-height limits, shadow-flicker assessments, aviation constraints and wake effects must be reassessed. Fewer machines may produce more capacity, but their larger components can require wider transport routes and stronger foundations.
  3. Reconfirm planning and environmental approvals. Existing consent does not automatically cover a materially different turbine envelope or layout. Secure the permissions required for demolition, construction and operation before ordering equipment.
  4. Test the grid connection. Higher nameplate capacity may exceed the original export limit. Confirm whether the existing substation and connection agreement can accommodate the new design or whether reinforcement is required.
  5. Plan the transition. Coordinate decommissioning, component recycling or disposal, temporary loss of generation, heavy-lift operations and commissioning so that the site can move from the old fleet to the new one safely.

Germany’s 2025 figures demonstrate that repowering can form a substantial part of annual additions in a mature market. They do not establish a worldwide repowering rate. The opportunity in each country depends on the age of its installed fleet, land and grid rights, planning rules and the economics of replacing versus extending existing turbines.

A construction-focused way to compare onshore wind markets

There is no reliable current cross-market cost-per-megawatt-hour table in the available evidence, and profitability cannot be ranked from the headline capacity figures alone. A more useful comparison for a builder or developer uses four delivery questions:

Comparison axis Questions to ask before bidding or investing
Permitting and auction outcomes How long do planning and environmental decisions take? Are auction awards indexed? What conditions must be met before financial close?
Grid connection and integration Is there a confirmed connection date? Who funds reinforcement? Are curtailment, balancing and outage rules clear?
Policy stability and remuneration Can tax credits, contracts, land rules or local-content requirements change during construction? Is revenue exposed to merchant prices?
Repowering maturity Are older sites approaching replacement? Can existing roads, substations and land agreements be reused, and will a new layout require a fresh consent?

This framework keeps a strong resource from being mistaken for a buildable project. It also helps contractors price risk consistently across jurisdictions instead of relying on a country label or a headline target.

What the 2030 outlook means for project teams

For developers

  • Secure a realistic grid pathway before spending heavily on detailed design.
  • Build permitting tasks into the critical path, including environmental, aviation, transport and construction consents.
  • Stress-test auction and financing assumptions against inflation, equipment delays and policy changes.
  • Assess repowering and greenfield options together where an existing site could provide infrastructure or data advantages.

For civil and electrical contractors

  • Review geotechnical information, foundation loads, crane logistics and abnormal-load routes before fixing prices.
  • Identify long-lead transformers, switchgear, cables and lifting equipment early.
  • Define interfaces between turbine supply, balance-of-plant works, substation construction and the transmission owner.
  • Price schedule risk explicitly where the connection date or permitting decision is outside the contractor’s control.

For local authorities and communities

  • Track cumulative effects from multiple projects rather than assessing each proposal in isolation.
  • Set clear information requirements so applicants can resolve transport, noise, ecology and visual-impact questions efficiently.
  • Coordinate planning decisions with grid and road-capacity programmes; a permit without infrastructure can leave communities with a stalled project.

Three ways the 2030 story could unfold

Scenario How it develops Early indicators
Broad expansion Permitting reforms spread, grids are reinforced and auction designs absorb cost volatility, allowing more of the IEA forecast to reach construction Shorter consent times, firm connection dates and repeat auction success across several regions
Uneven growth Global additions rise, but projects cluster in countries with reliable revenue and infrastructure while other pipelines remain delayed Strong awards in selected markets alongside persistent queues and cancellations elsewhere
Stop-start deployment Policy reversals, inflation and equipment shortages repeatedly force redesigns or postpone financial close Changing incentive rules, rebidding, supplier insolvencies or repeated connection slippage

The evidence currently supports the middle position: a substantial global expansion is plausible, but the pace will be uneven. The “new dawn” is therefore best understood as a period of opportunity for well-prepared projects, not a guarantee that every permitted site will be built by 2030.
