For Odesa, modern development means building a complete, durable urban environment—not simply adding new structures. Oleksandr Sokolovskyi, partner and CFO of Prostranstvo Group, says successful projects must connect buildings with infrastructure, public space, safety, services and long-term operation while respecting the city’s historic character. His 2026 interview also describes how Ukrainian developers are adapting during the war and preparing for eventual European cooperation.
Development as a full urban life cycle
Sokolovskyi defines development as the management of a property and its surroundings throughout their useful life. That includes the systems people depend on after construction is complete: transport and utilities, landscaping, security, maintenance, services and accessible public areas.

“Modern development cannot be reduced to putting up buildings. We need to understand how a property will function over the long term, what opportunities it will create for residents and how it will fit into the surrounding urban environment,” Sokolovskyi says.
This approach changes the practical test for a project. A building can be completed on schedule and still fail as development if its engineering systems are unreliable, its public realm is neglected or daily services do not work. Buyers therefore increasingly assess construction quality together with operating performance, infrastructure and everyday conditions. Transparent delivery is central to earning their trust.

How Odesa can grow without losing its identity
Odesa’s architectural identity is not defined by one uniform style. It is a layered city in which neighborhood scale, varied building traditions and established public spaces shape how new work is perceived. Sokolovskyi argues that urban development must respect “the city’s history and individuality.”
Context-sensitive design
Respecting context does not require freezing the city in place. It requires studying the surrounding streets, building heights, views, materials, pedestrian routes and patterns of public use before setting a project’s form. New construction should reinforce the scale and rhythm of its neighborhood rather than treat the site as an isolated parcel.
Public space as part of the project
Landscaping, safe access, usable outdoor areas and connections to existing public spaces should be planned with the buildings. This is particularly important in a historic city, where the quality of the spaces between buildings often carries as much identity as individual façades.

Wartime development requires a different operating discipline. Projects must account for changing risks, protect people, communicate honestly and keep essential engineering systems dependable despite uncertainty.
Rank #3
- Risk management: decisions must reflect security conditions and the possibility of disruption.
- Adaptation: schedules, construction methods and project priorities may need to change as circumstances evolve.
- Safety: residents, workers and visitors need practical protection built into planning and operation.
- Reliable engineering: resilient utilities and building systems are critical when interruptions can affect daily life.
- Energy efficiency: lower consumption improves operating resilience as well as environmental performance.
- Transparent communication: clear information about progress, risks and delivery conditions helps preserve buyer confidence.
These measures are not a substitute for construction quality; they are part of it. In a wartime market, a project’s ability to operate safely and predictably matters as much as the finished appearance.
Prostranstvo Group’s Odesa work and social role
Prostranstvo Group has operated since 2019 and lists Odesa projects including ITOWN, SPATIUM Medical & Wellness Hotel and residential developments. The company presents these projects within a broader view of place-making, in which the building, its services and its surrounding environment are considered together.
Rank #4
The company also reports supporting the “I Am Mariupol” medical centre and funding rehabilitation for more than 1,500 Ukrainian veterans. Those figures and activities are statements reported in the interview rather than independently audited totals.
Sokolovskyi describes this responsibility in wider terms: “Social responsibility is not limited to charitable donations. It also means taking a long-term approach to developing places and recognizing that business decisions affect people’s quality of life.” In practice, that links community support with decisions about accessibility, safety, maintenance and the quality of the public realm.

What a modern project should be judged on
| Measure | What it means for an Odesa project |
|---|---|
| Infrastructure and public space | Utilities, access, landscaping, services and shared areas function as one system. |
| Historic and neighborhood context | Scale, architectural diversity and established public spaces guide new design. |
| Safety and engineering resilience | Risk planning and dependable systems support safe operation during disruption. |
| Operating and energy performance | The property remains efficient and usable after handover, not just attractive at completion. |
| Transparency and trust | Buyers receive clear information about progress, conditions and delivery. |
| Social contribution | Business decisions account for residents’ quality of life and community needs. |
| European readiness | Projects are developed with relevant legislation, environmental and energy standards, financing and competition in mind. |
Why European expansion is a gradual process
Prostranstvo Group describes European expansion as step by step rather than a single launch. Entering another market requires working knowledge of local legislation, construction and environmental standards, energy-efficiency requirements, financing conditions, competition and risk.
That preparation also affects partnerships. A developer seeking European cooperation must demonstrate that its projects can meet regulatory expectations, operate efficiently and communicate reliably with investors, residents and public authorities. The interview does not specify an expansion date, target country or confirmed partnership, so the ambition should be understood as a stated direction rather than a scheduled rollout.
What Odesa’s future depends on
The central lesson is that growth and preservation are not opposites when development is planned at urban scale. Odesa can add housing, workplaces, hospitality and medical uses while protecting its identity if each project fits its context, supports public life, operates safely and remains accountable to the people who use it.

For Sokolovskyi and Prostranstvo Group, that is the standard behind the phrase “modern development”: construction is the starting point, while the real measure is the quality and resilience of the urban environment that follows.
