To check an affordable-housing income limit, first identify the exact program, then use the current HUD income-limits dataset for your metropolitan area or county and household size. Compare the program’s threshold with its definition of annual income, and ask the public housing agency (PHA), property manager or state housing-finance agency to make the final determination. A HUD limit is a screening standard, not a guarantee that a particular unit or waiting list will accept your application.
What an affordable-housing income limit actually tells you
“Affordable housing” is an umbrella term. A Housing Choice Voucher, public-housing unit, project-based subsidy, Low-Income Housing Tax Credit (LIHTC) apartment, HOME-assisted unit and state or local program can each apply a different income rule. Two apartments in the same building may therefore have different limits.

HUD publishes limits by program category, geography and household size. HUD calculates limits for metropolitan areas and for nonmetropolitan counties, rather than using one national ceiling. The household’s counted annual income and family size are central to the decision; HUD’s applicant guidance states that “A family’s annual income and family size determines eligibility under the program.” Read the exact rule for the unit you want before relying on a number from an advertisement or an old chart.

| Program or housing type | Typical income rule to investigate | Who makes the determination |
|---|---|---|
| Housing Choice Voucher (tenant-based Section 8) | Generally aimed at extremely-low- or very-low-income families; the PHA applies its own application, verification and waiting-list rules. | Local public housing agency |
| Public housing | Program and local admissions rules apply; household income, size and other eligibility factors are reviewed together. | Local public housing agency |
| Project-based rental assistance | Eligibility follows the subsidy attached to the property and the administering agency’s rules. | Property or administering housing agency |
| LIHTC (tax-credit) apartment | May use set-aside or income-averaging limits specific to the project. A general Section 8 table may not answer the question. | Property management and the state housing-finance agency |
| HOME, state or local program | Program statute, funding agreement and local rules can create different thresholds or definitions. | Named program administrator or housing provider |
If the advertisement does not identify the program, request the property’s written income and occupancy criteria. For a voucher, locate the PHA that serves the place where you are applying and ask whether its list is open.
Understand HUD’s income categories
HUD’s general categories are expressed as a percentage of area median family income (AMI). The percentages describe the ceiling; they do not by themselves establish eligibility for every program.
| HUD category | General definition | Important qualification |
|---|---|---|
| Low income | Income at or below 80% of area median family income | Some programs use this category, while others require a lower threshold. |
| Very low income | Income at or below 50% of area median family income | Commonly relevant to deeply subsidized housing and voucher eligibility. |
| Extremely low income | Income at or below the greater of 30% of area median family income or the federal poverty guidelines | The applicable program rule determines how this category is used. |
These are HUD’s general definitions. A statute, regulation, allocation plan or property agreement can set a different test, use a different percentage or add requirements. Always match the category to the program rather than assuming that “80% AMI” means every affordable unit is available to every household below that amount.
How to look up the correct HUD limit
- Name the program. Write down whether you are applying for a voucher, public housing, project-based assistance, LIHTC, HOME or a state or local program. If you cannot tell, ask the housing provider before calculating anything.
- Open HUD’s official limits page. Use HUD USER’s Income Limits Data. Select the fiscal-year dataset identified by HUD as current. Do not copy a number from a search result, social-media post or undated PDF.
- Select the geography. Choose the metropolitan area or nonmetropolitan county that HUD assigns to the property. HUD’s FY 2025 methodology incorporated Office of Management and Budget area changes published through July 21, 2023, so an older county table may use a boundary that no longer applies.
- Select household size. Use the number of people the program counts as household members. Household definitions can include rules about dependents, students, live-in aides or anticipated occupants, so ask the administrator if anyone’s status is uncertain.
- Choose the applicable income category. Read the 30%, 50% or 80% AMI column, or the program-specific column, rather than comparing your income with the first figure displayed.
- Record the fiscal year and source. Save the page or PDF showing the area, household size, category and date. Limits can change when HUD issues a new fiscal-year dataset.
- Confirm with the administrator. Give the PHA or property your household composition and income details and ask for a project-specific pre-screening. Only that administrator can decide how the rule applies to your application.
HUD’s FY 2025 methodology explains that the limits use American Community Survey median-family-income data and HUD program-area definitions. The methodology is useful when an area appears to have changed or a table does not match an older document.
Fiscal years and the risk of using an outdated number
HUD released the FY 2025 Section 8 income-limit datasets on April 1, 2025, as reported in its release notice. HUD later announced that the FY 2026 release would be delayed from April 1 to May 1, 2026 because of a Census Bureau data decision. That announcement was an expected date, not confirmation that a particular FY 2026 table was subsequently published. Before quoting a current dollar amount, check the live dataset at HUD’s income-limits page and note the fiscal year shown there.
A property may continue using an older limit for a defined compliance period, or it may update as soon as a new schedule is effective. Ask which fiscal year and effective date govern the unit. Never mix a current household-income figure with an old limit without telling the administrator exactly which figures you used.

Compare the limit with the income the program counts
The number on your paycheck is not automatically the number used for eligibility. Programs generally evaluate annual income under their own definitions and verification rules. Take-home pay, gross pay, taxable income on a tax return and program-counted annual income can differ.

- List wages, salaries, overtime, tips, commissions and expected changes in work hours.
- Include recurring benefits or other income the program tells you to report.
- Ask how self-employment, irregular work, child support, unemployment benefits, pensions, assets or interest are treated.
- Explain anticipated changes, such as a new job, a layoff, a move-in date or a person joining or leaving the household.
- Do not subtract taxes, payroll deductions or ordinary expenses unless the program’s rules specifically allow that treatment.
The administrator will tell you which items count, what period is projected and whether deductions or exclusions apply. If your income fluctuates, provide the records requested and ask how the agency annualizes it instead of choosing the lowest month yourself.
Prepare verification documents
For Housing Choice Vouchers, HUD says proof requirements vary by agency and may include pay stubs and other records. A PHA or property may request recent pay statements, benefit letters, bank or asset information, tax documents, employer contacts, identification and documents establishing household members. Requirements differ, so obtain the agency’s checklist before submitting an incomplete application.
Use the same comparison axes every time
When two listings appear similar, compare them on six points: the program, geography, household size, income category, fiscal year and decision-maker. Changing any one of these can change the answer even when your earnings stay exactly the same.
| Comparison point | What to write down | Why it matters |
|---|---|---|
| Program | Voucher, public housing, project-based assistance, LIHTC, HOME or state/local program | Each program can use a different statute, threshold and verification process. |
| Geography | HUD metropolitan area or nonmetropolitan county | HUD does not use one national ceiling; area definitions affect the table. |
| Household size | Everyone the administrator counts | The limit changes by family size, and program definitions may differ from a tax return. |
| Category | 30%, 50%, 80% AMI or another project designation | A unit’s set-aside determines which column applies. |
| Fiscal year | Year and effective date shown on the schedule | New HUD datasets can change the ceiling or the applicable area. |
| Decision-maker | PHA, property manager or state housing-finance agency | That organization interprets documents and issues the actual determination. |
Keep this six-point record with your application. It makes it easier to explain why a number from one property cannot automatically be transferred to another.

- Find the correct PHA. Use the agency serving the jurisdiction where you want assistance. HUD’s voucher information is available at Housing Choice Voucher Tenants.
- Check whether the waiting list is open. A household can meet the income limit and still be unable to submit an application while a list is closed.
- Read the PHA’s definition of family and income. Ask how it counts each occupant, anticipated income and deductions.
- Submit the requested forms and evidence. Keep a copy, confirmation number and the date you applied.
- Respond to review notices. Missing a deadline or failing to report a change can affect placement or eligibility.
Meeting the income ceiling does not guarantee a voucher, an immediate offer or a particular rent. Funding, local preferences, waiting-list position and unit availability affect what happens after an application is accepted.
Why LIHTC limits are not automatically the same as Section 8 limits
LIHTC properties operate under tax-credit compliance rules and can offer units at specified income percentages, including project-specific set-asides or income-averaging arrangements. A general Section 8 table may therefore give the wrong answer for a tax-credit unit.
For a LIHTC apartment, ask management for the unit’s designation, the household-size schedule it uses, the income definition and any asset test. Confirm the property’s compliance rules with the relevant state housing-finance agency. HUD’s LIHTC guidance is available at HUD USER’s Income Limits and LIHTC page. The state plan or project documents may control details that do not appear in the general HUD lookup.

What HUD’s methodology can explain
HUD’s FY 2025 methodology uses American Community Survey median-family-income data and HUD program-area definitions. That is why a HUD table may not match a simple statewide median or a figure copied from a private calculator. The methodology also documents the area boundaries used for the fiscal year.
HUD’s FY 2025 geography incorporated Office of Management and Budget changes published through July 21, 2023. If a city, suburb or county appears under a different area than an older document, use the current HUD assignment and ask the administrator which area governs the property. Do not average two tables or select whichever boundary produces the more favorable result.
Common reasons a lookup produces the wrong answer
| Problem | Why it changes the result | Correction |
|---|---|---|
| Using a statewide figure | HUD limits are tied to a metropolitan area or county, not a single nationwide or state ceiling. | Choose the area assigned to the property in the current HUD dataset. |
| Choosing the wrong household size | Each household-size column has a different limit, and the program may define membership differently from your tax return. | Ask the administrator who must be counted, then select that size. |
| Using a general Section 8 table for LIHTC | Tax-credit units can have project-specific limits and designations. | Request the property’s LIHTC criteria and state-agency guidance. |
| Comparing take-home pay with the limit | Programs use their own annual-income and verification rules. | Provide gross and other requested records; let the agency calculate counted income. |
| Relying on an old county map | OMB boundary changes can move a place into a different HUD area. | Use the current fiscal-year geography and review HUD’s methodology. |
| Assuming qualification guarantees a unit | Waiting lists, preferences, funding and availability are separate from the income test. | Ask about application status, list position and unit availability. |
| Treating an ad’s “affordable” label as a rule | The label does not identify the subsidy, income category or decision-maker. | Obtain the written program and compliance criteria. |
Questions to ask before you apply
- What exact program or funding source governs this unit?
- Which fiscal-year income limits and geographic area are you using?
- How many household members should I report?
- Do you use annual gross income, projected income or another defined measure?
- Which income sources, assets, deductions and exclusions count?
- Which documents and dates must I provide?
- Is the waiting list open, and are local preferences or preferences for certain household types applied?
- Who makes the final determination if the property’s information differs from HUD’s table?
A practical example of why the details matter
Suppose two households earn the same amount but apply in different places. One applies for a voucher in a metropolitan area; the other applies for a LIHTC unit in a nonmetropolitan county. Their results can differ because HUD assigns different area limits, their household sizes may differ, and the LIHTC property may use a project-specific designation. Even within one county, a 30%, 50% or 80% AMI unit can impose a different ceiling. The correct comparison is therefore not “our income versus the affordable-housing limit,” but “our program-counted annual income versus this unit’s threshold for this area, household size and fiscal year.”

What to do if your income or household changes
Tell the PHA or property promptly about changes it requires you to report. A new job, reduced hours, marriage, separation, birth, death, move-in or move-out can change both household size and annual-income calculations. Do not wait for an annual recertification if your agreement or agency instructions require earlier notice. Request a written explanation of how the change affects eligibility, rent or continued assistance.
Where to verify the final answer
Use HUD’s current Income Limits Data for the starting table, then verify the program rules with the responsible organization. Use the HUD Housing Choice Voucher guidance for voucher-related contacts and procedures. For methodology questions, read HUD’s FY 2025 methodology; for LIHTC questions, consult HUD’s LIHTC guidance. Keep the fiscal year, area, household size and the administrator’s written response with your application records.
Frequently Asked Questions
What is the income limit for affordable housing in my area?
There is no single national amount. HUD sets limits by metropolitan area or nonmetropolitan county, household size, fiscal year and income category. Identify the program and use the current HUD Income Limits Data table for the property’s area, then ask the administering PHA or property to confirm the applicable figure.
Do I qualify for Section 8 based on income alone?
Usually not. Housing Choice Voucher applicants generally need extremely-low- or very-low-income status, but the local PHA reviews annual income, family size, documentation and its admissions and waiting-list procedures. Meeting the ceiling does not guarantee that the list is open or that a voucher is immediately available.
Are LIHTC and Section 8 income limits the same?
Not necessarily. LIHTC properties can use project-specific set-asides or income-averaging arrangements. Ask management which designation applies to the unit, what household-size schedule and income definition it uses, and whether the state housing-finance agency has additional compliance guidance.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Should I compare the limit with take-home pay?
No. Take-home pay, gross pay, taxable income and program-counted annual income can differ. Provide the records requested and ask the administrator how it projects wages, benefits, self-employment, assets, irregular work and any permitted deductions or exclusions.

Which household members count?
Use the program’s definition, not automatically the people listed on a tax return. Ask how it treats dependents, students, live-in aides, anticipated occupants and people joining or leaving the household. The household-size column must match the administrator’s determination.
Why does an old HUD chart show a different amount?
HUD issues fiscal-year datasets and updates program-area definitions. FY 2025 limits were released April 1, 2025, and HUD announced an expected FY 2026 release delay to May 1, 2026. Check the live HUD page and ask which fiscal year and effective date govern the unit.
What documents should I prepare?
Requirements vary. A PHA or property may request recent pay stubs, benefit letters, asset or bank information, tax documents, employer contacts, identification and proof of household members. Request the agency’s checklist and submit the dates and records it specifies.
What if the property’s number differs from HUD’s table?
Do not choose the more favorable number yourself. Ask the property manager, PHA or state housing-finance agency which program rule, area, household size, category and fiscal year control. Request the explanation in writing and keep it with your application records.
The Bottom Line
Check affordable-housing eligibility in this order: identify the program, find the current HUD area and household-size limit, match the correct income category and fiscal year, document the income definition used, and obtain a project-specific decision from the PHA or property. The HUD table is an essential starting point, but the administering organization makes the final determination.
