The former Brownes Dairy factory at 299 Charles Street, North Perth, was approved for an eight-storey, $35 million mixed-use redevelopment on 10 July 2024. The Metro Inner Development Assessment Panel (DAP) approved the proposal 3–2, voting against a recommendation to refuse it. The approval confirms a planning decision—not that demolition or construction has started.
What was approved for 299 Charles Street?
The proposal would demolish the former dairy factory and replace it with almost 200 dwellings alongside a gym, brewery and restaurant, according to PerthNow’s 17 July 2024 report. The reported scheme included 15 two-bedroom dwellings intended for people with disability under the NDIS and more than 300 bicycle, motorcycle and car parking bays. These are proposal figures, not a record of completed work.
The City of Vincent application register records the approval date as 10 July 2024. The project’s reported cost was $35 million, and its proposed height was eight storeys.
Why was the decision contested?
The DAP’s 3–2 vote followed a recommendation to refuse the application, making the outcome a close and disputed planning decision rather than an uncontested endorsement.

Arguments supporting the proposal
Fiona Atkins, representing Lam Family Investments, argued that the scheme’s social outcomes and contribution to housing outweighed technical variations. She said: “This proposal seeks to relieve that pressure.” DAP deputy presiding member Lee O’Donohue supported the proposal, praising its range of accommodation and design while acknowledging questions about effects on side streets. He said: “Clearly eight storeys along Charles Street in this location is very acceptable and this is an area that does need reinvigoration,”
Concerns about scale and neighbourhood amenity
City of Vincent councillor Nicole Woolf argued that the development was incompatible with neighbouring streets. Her concerns included height, setbacks, bulk, lack of landscaping on structures, and the transition toward Albert and Kadina streets. She said: “To me, this doesn’t meet all the objectives and it isn’t the final design”

Those statements reflect the speakers’ positions in the debate; they should not be read as neutral findings about the design. The disagreement centred on how the proposal’s housing and social contribution should be weighed against its built form and effects on nearby streets.
What is known about the factory’s history?
PerthNow reported that the 109-year-old building had treated, bottled and delivered Brownes milk until the 1970s. The same report said it was not on the City of Vincent Municipal Heritage Inventory. That inventory status does not, by itself, settle broader questions about the site’s historical value.

Has demolition or construction begun?
The City of Vincent register verifies that the application was approved on 10 July 2024. The available records cited here do not establish whether demolition or construction has begun, whether the design has since changed, or whether new conditions or amendments apply. For an implementation update, check the current City of Vincent application register and DAP records rather than treating the 2024 approval as evidence that work is under way.
