Office Fit-Out vs. Office Renovation: What Is the Difference?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An office fit-out makes an interior usable and tailored for a particular occupier, often starting with a shell, Cat A handover or stripped-back tenancy. An office renovation or refurbishment improves, repairs or reconfigures space that already exists and can extend to the building fabric, structure and core systems. The terms overlap: one project may refurbish an existing office and then fit it out for a new tenant.

Because neither word is a universal legal project category, define the work by the space’s starting condition, the outcome required and the systems affected. That description is more useful for budgets, landlord approvals, design appointments and construction contracts than relying on the label alone.

Fit-out and renovation in plain English

A fit-out is generally the interior work that turns a vacant or basic commercial space into an operational workplace for a named business. It can include a new layout, partitions, finishes, lighting, furniture, meeting rooms, breakout areas, kitchens and localized building services, depending on the brief.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A renovation or refurbishment generally starts with an existing office and improves or changes it. The work might be a cosmetic refresh, repairs and replacement of worn components, a new workplace layout, an upgrade to mechanical and electrical systems, or a broader intervention involving the building envelope, structure or shared services.

These are tendencies rather than fixed definitions. A vacant office can need refurbishment before a tenant’s fit-out, and an occupied office renovation can include a tenant-specific fit-out. Your scope, not the project nickname, determines the design, approvals, cost and programme.

What an office fit-out normally includes

Starting points

Fit-outs commonly begin from one of four conditions:

  • Shell and core: the building structure and common or core elements are present, but the internal tenancy is largely empty.
  • Cat A: a basic, habitable, generally open-plan finish with standard services and items such as raised floors or suspended ceilings.
  • Stripped-back tenancy: a previous occupier’s installation has been removed, leaving an incomplete interior.
  • Existing tenant space: the business remains in place but needs a reconfiguration or a new workplace standard.

The Government Commercial Agency uses shell-and-core, Cat A and Cat B to explain how much interior specification has been delivered. They describe condition and handover stage; they do not decide whether the overall contract is legally a fit-out or renovation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Occupier-specific completion

A Cat B fit-out is the clearest example of occupier-led work. It completes the blank canvas for a particular organisation, with business-specific partitions, finishes, furniture, meeting and collaboration areas, storage, welfare facilities and amenities. A fit-out can be smaller than this, such as installing partitions and lighting in an otherwise ready space, or larger if it includes specialist rooms and substantial local services.

Do not assume every fit-out includes furniture, a full mechanical and electrical redesign or structural work. List each element in the scope and identify whether it is supplied by the landlord, tenant, contractor or a separate specialist.

What office renovation or refurbishment normally includes

Improving an existing asset

Renovation starts with something that already exists: an occupied office, a recently vacated suite or an older building being repositioned. Typical work includes replacing worn finishes, repairing defects, moving partitions, improving accessibility, renewing lighting, upgrading heating or cooling, and modernising power, data or life-safety installations.

The work can remain interior-focused, but it may also address the building fabric, structure, core mechanical and electrical systems, energy performance or operational shortcomings. BREEAM’s Refurbishment and Fit Out V7 framework distinguishes refurbishment projects that may affect fabric, structure and core systems from fit-out projects focused on tenant interiors and localized services. That is a framework-specific distinction, not a universal legal definition.

Renovation is a range, not a level of finish

“Renovation” can describe anything from repainting and replacing floor coverings to a major reconfiguration with new services. “Refurbishment” is often used interchangeably, particularly in commercial property, although some clients use refurbishment for a broader upgrade and renovation for a more limited improvement. Ask the project team to describe the physical work rather than relying on terminology.

Fit-out vs. renovation: side-by-side comparison

Comparison point Fit-out tendency Renovation or refurbishment tendency
Starting condition Shell, Cat A, empty, stripped-back or basic tenant space Existing, functioning or recently vacated space requiring improvement or change
Main purpose Make the interior operational for a particular occupier and way of working Repair, modernise, improve performance or reconfigure an existing space or building
Common scope Partitions, layouts, finishes, furniture, meeting areas and localized services Existing finishes and partitions, repairs or replacement, and potentially fabric, structure or core systems
Customization Usually strongly tailored to one tenant or organisation May be tailored, but works from existing infrastructure and constraints
Building systems Often connects to landlord systems and modifies local distribution May replace or upgrade wider mechanical, electrical, life-safety or core systems
Occupancy Often delivered before occupation, but can be phased in an occupied building Frequently undertaken while an existing operation continues, requiring continuity planning
Approvals Determined by the actual work, lease and local rules Determined by the actual work, lease and local rules; structural or use changes may alter the filing route

The table shows common patterns, not boundaries. A project can contain both categories of work.

Shell and core, Cat A and Cat B: how the labels fit

Shell and core

Shell and core generally means the principal building structure and shared or core elements are provided, while the tenant’s internal floorplate remains largely unfinished. Depending on the development, incoming utility points, common circulation, lifts, toilets or plant may be complete, but the tenancy’s final layout and finishes are not.

Cat A

Cat A is commonly a neutral, habitable handover. It may include an open-plan floor, raised access floors, suspended ceilings, basic lighting, heating, cooling and power distribution. The exact specification is contractual, so inspect the landlord’s schedule rather than assuming every Cat A space contains the same equipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cat B

Cat B is the occupier’s tailored completion: rooms and work settings, finishes, furniture, meeting and breakout areas, kitchens, storage, signage and other business-specific elements. A Cat B fit-out may be part of a wider refurbishment of the building. Conversely, an existing office can be renovated without being taken back to a Cat A condition.

Which systems and elements are changing?

Make an itemised scope before choosing a project title. The following division helps reveal the real complexity.

Interior and localized work

  • Space planning, partitions, doors and internal circulation
  • Floor, wall and ceiling finishes
  • Lighting, small-power and data outlets serving the tenancy
  • Furniture, work settings, meeting rooms and collaboration areas
  • Tea points, kitchens, storage and other tenant amenities

Wider building work

  • External envelope, windows, roof or insulation
  • Structural alterations, load capacity or significant penetrations
  • Central heating, cooling, ventilation, electrical intake or plant
  • Fire strategy, smoke control, alarms, sprinklers or evacuation systems
  • Shared toilets, cores, lifts, risers and other landlord-controlled infrastructure

The more the second list is involved, the more likely the project will be treated as a refurbishment or alteration in practical and regulatory discussions, although local classification still depends on the work.

Approvals, building regulations and landlord consent

No worldwide rule attaches to the labels

There is no single international approval requirement for something called a fit-out or renovation. The applicable process depends on jurisdiction, building type, lease terms, listed or heritage status, change of use, fire and accessibility obligations, and the physical alterations proposed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

United Kingdom considerations

In the UK, the Building Regulations 2010 cover specified building work, including relevant material alterations and controlled services or fittings. Whether a project falls within the regulations depends on its details and the applicable requirements. Obtain the current interpretation from the building-control route or competent professionals for the specific premises.

The FIS client guidance recommends checking with the local council when structural changes, a proposed change of use or listed-building status may be relevant. It also highlights the need to establish who checks building regulations and what restrictions the landlord or superior landlord imposes.

New York City example

New York City uses its own filing taxonomy. The Department of Buildings describes renovation applications as improvements to existing buildings, including reconfiguring or replacing interior partitions and repairing or replacing building systems. It states: “Any construction work that results in changes to an existing building that require the issuance of an amended or new Certificate of Occupancy shall be considered an alteration project, not a renovation project.” That statement applies to New York City’s classification and should not be generalised to other locations.

Landlord and lease controls

Even work that does not require a public planning application may need written landlord approval. Check permitted working hours, delivery routes, noise and dust limits, protection of common areas, approved contractors, insurance, shutdown procedures, fire-watch arrangements, reinstatement obligations and the sign-off format. A superior landlord, funder or managing agent may impose additional requirements.

How to decide which project you need

  1. Record the existing condition. Identify whether the premises are shell and core, Cat A, occupied, vacant, stripped out or defective. Commission surveys where the record drawings, asbestos information, services capacity or structural condition are uncertain.
  2. Define the outcome. Decide whether you need a cosmetic refresh, repairs, a new layout, a tenant-specific workplace, an accessibility improvement, a systems upgrade or a wider building repositioning.
  3. Map every affected element. Mark partitions, finishes, furniture, local services, central plant, structure, envelope, fire systems and shared facilities. Separate landlord works from tenant works.
  4. Test occupation and continuity. Decide whether staff can remain, move to a temporary area or leave during construction. Identify noise-sensitive activities, critical rooms, IT cutovers and welfare requirements.
  5. Check constraints and approvals. Review the lease, landlord handbook, local planning and building-control process, fire and accessibility duties, heritage status and any change-of-use question.
  6. Set a realistic budget and programme. Include surveys, design, permits, temporary works, decanting, storage, professional fees, testing, commissioning, furniture, contingency and reinstatement where applicable.
  7. Choose procurement responsibility. Decide whether a design-and-build contractor, traditional contract with separately appointed designers, or another route gives the right control for the project’s risk and complexity.

Working in an occupied office

Renovation often takes place around an operating business, while a fit-out is frequently completed before a new tenant moves in. Neither pattern is guaranteed. If the office remains occupied, divide the project into zones and agree a phasing plan before construction starts.

  • Provide a marked-up access and segregation plan for staff, visitors and contractors.
  • Schedule noisy, dusty or vibration-producing work outside critical operating periods.
  • Protect escape routes and maintain fire detection, alarms, sprinklers and emergency lighting throughout each phase.
  • Plan electrical, network, heating and cooling shutdowns with named decision-makers and contingency arrangements.
  • Define temporary toilets, kitchens, meeting rooms, storage and welfare facilities.
  • Communicate weekly changes, access restrictions and completion dates to occupants and the building manager.

A vacant handover reduces operational disruption but does not remove the need for surveys, approvals, logistics planning and commissioning.

Budget and programme questions to resolve early

There is no reliable universal price or duration for either label. A small Cat B installation in a prepared Cat A suite and a multi-floor refurbishment with plant replacement are not comparable. Cost and time are driven by floor area, existing condition, design quality, material choices, labour market, access, statutory requirements, surveys, procurement route and the amount of work hidden above ceilings or below floors.

Ask for a scope-based estimate that identifies assumptions and exclusions. At minimum, clarify:

  • Whether strip-out, waste removal and making-good are included
  • Who supplies furniture, IT, audio-visual equipment and specialist installations
  • Whether landlord works and utility upgrades are included or separate
  • Survey allowances for asbestos, structure, fire, acoustics and services capacity
  • Testing, commissioning, certification, training and handover information
  • Temporary accommodation, decant, storage and reinstatement costs
  • Lead times for long-delivery equipment and approval periods

Compare proposals on identical scope and assumptions. A lower headline figure may simply exclude surveys, professional services, statutory fees, commissioning or tenant equipment.

Common mistakes and how to avoid them

Treating Cat A or Cat B as a legal classification

These labels describe a commercial interior’s stage or specification. Use them to explain the handover condition, then describe the actual alterations for approval and contracting purposes.

Assuming a cosmetic renovation needs no technical review

Moving a partition can affect escape distances, accessibility, ventilation, lighting, fire detection and sprinkler coverage. Have the design checked even when the visible result appears minor.

Assuming a fit-out is only decoration

New layouts can change occupancy loads, power demand, cooling, acoustics, fire strategy and means of escape. Confirm capacities and interfaces with landlord systems before committing to the plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring hidden conditions

Asbestos, undocumented services, inadequate slab capacity, water ingress and obsolete plant can change the scope after opening up. Use appropriate surveys and retain a contingency for verified unknowns.

  • Quick dry time with reduced smearing and marking

Leaving reinstatement until the end

Leases may require removal of partitions, cabling, finishes or signage at expiry. Confirm the baseline condition and reinstatement standard before installing a highly customised fit-out.

Choosing a contractor before defining responsibility

State who owns design, approvals, coordination, temporary works, testing, commissioning, health and safety, furniture installation and handover information. Ambiguity produces gaps between landlord, tenant, designer and contractor.

Questions to put in your first project brief

  • What is the premises’ verified existing condition and what information is missing?
  • Which parts are landlord works, tenant works and shared-building works?
  • What workplace outcome must the completed space support?
  • Which services can the existing infrastructure support, and which need upgrading?
  • Can the organisation operate during construction, and what is the fallback plan?
  • What permissions, inspections, certificates and landlord sign-offs are required?
  • What are the non-negotiable dates, phasing limits and access hours?
  • What is included in the budget, what is excluded and what contingency is appropriate?
  • Who coordinates design, procurement, construction, commissioning and handover?
  • What must be removed or restored when the tenancy ends?

Practical examples

New tenant in a Cat A suite

The building is complete and the suite has basic services, raised floors and a suspended ceiling. The tenant adds meeting rooms, offices, a kitchen, finishes, furniture, data outlets and a branded layout. This is primarily a Cat B fit-out, subject to landlord consent and local requirements.

Existing office needing a modern workplace

Employees remain in the building while partitions, lighting, finishes and collaboration areas are changed in phases. The project is an occupied refurbishment with fit-out elements. The continuity plan and service shutdowns may be as important as the interior design.

Older building with plant and fabric upgrades

The brief includes window and insulation improvements, central heating and cooling replacement, fire-system changes and internal reconfiguration. It is a broad refurbishment; a tenant-specific fit-out may follow within the upgraded shell.

Minor refresh before reletting

Walls are redecorated, damaged flooring is replaced and fixtures are repaired without changing layout or core systems. Calling it a refresh or minor refurbishment communicates the limited scope more accurately than presenting it as a complete refit.

The most useful way to describe your project

When speaking with a landlord, designer or contractor, use a compound description: state the starting condition, the intended outcome and the systems affected. For example: “Cat A suite requiring a tenant-specific Cat B fit-out,” “occupied office refurbishment with phased services upgrades,” or “existing building refurbishment including envelope and central plant.” This wording avoids a false choice between fit-out and renovation and gives every participant the information needed to price, approve and deliver the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Government Commercial Agency treats fit-out and refurbishment as ways of developing new or existing interiors for new ways of working. BREEAM’s current guidance likewise separates interior-focused fit-out from refurbishment that significantly alters wider building elements, while recognising that projects can overlap. Use those concepts as a starting vocabulary, then confirm the exact legal and contractual requirements for your location and building.
