Off-Plan vs. Ready Properties in Dubai: Costs, Risks, and Trade-Offs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither an off-plan unit nor a completed property is automatically cheaper or safer in Dubai. The right choice depends on the specific unit, signed contract, financing plan and when you need to occupy it or earn rent. Off-plan buying can spread payments while a project is being built, but you accept construction and handover uncertainty and cannot inspect the finished unit. A ready property can be inspected and occupied sooner, yet requires immediate decisions about condition, title, transfer, financing and approved service charges.

Dubai Land Department (DLD) lists a 2% seller charge and a 2% purchaser charge for both provisional registration of an initial off-plan sale and registration of a completed-property sale. The routes and additional fees differ, so those percentages are not an all-in budget. Compare the actual property and SPA (sale and purchase agreement), verify the project or title through DLD processes, and price every recurring and one-time cost before signing.

The practical difference between off-plan and ready property

An off-plan purchase is a contract for a unit that is still under construction or not yet completed. The sale is provisionally recorded through DLD’s Oqood process. Your payments follow the SPA schedule, and the development’s escrow arrangements and construction progress matter directly to your cash flow and delivery risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A ready, or completed, property already exists. You can inspect the apartment or villa, see the building and surroundings, review its current condition and arrange a transfer. The transaction follows DLD’s property sale-registration process, normally after the required developer no-objection certificate (e-NOC) in a freehold area. You exchange construction uncertainty for the need to check the existing asset, title, outstanding obligations and immediate maintenance or furnishing needs.

The central decision is therefore timing and evidence, not a universal price verdict. Ask when you need use of the unit, how much payment uncertainty you can carry, what you can verify today, and which risks your contract and financing leave with you.

Off-plan and ready properties compared

Decision factor Off-plan unit Ready/completed unit
Occupancy or rent Usually waits for contractual completion and handover; any delay extends the wait. Can be occupied or prepared for letting after transfer and any agreed repairs.
What you can inspect Plans, specifications, show unit, developer disclosures and the construction site; the final finish is not yet observable. Actual unit, common areas, building condition, views, noise, access and surrounding activity can be inspected.
Payment timing Paid under the SPA milestone schedule; escrow withdrawals are tied to verified construction progress. Payment and transfer are arranged for the completed sale, subject to the buyer’s finance and the seller’s obligations.
Construction exposure Includes completion timing, specification changes, contractor performance and project-level issues. Construction risk is largely observable, but defects, maintenance and building management still require checking.
Registration Provisional initial-sale registration through Oqood; DLD’s service terms state that the signed contract is to be registered within 90 days. DLD property sale registration and title-deed process for the completed unit.
Ongoing charges Future approved service charges should be checked for the project and the period in which you expect to own it. Current approved charges for the named project and unit can be requested and compared with the building’s condition and services.
Resale or assignment Controlled by the SPA, developer procedures and applicable registration rules; do not assume assignment is unrestricted. Resale follows the normal completed-sale route, subject to title, finance, e-NOC and contract requirements.

No official source reviewed establishes a universal price premium, rental yield, appreciation rate or completion advantage for either category. A unit-level comparison is more reliable than a category-wide slogan.

Dubai registration routes and published fees

Off-plan: Oqood provisional registration

DLD’s “Request to register the initial sale” service describes provisional registration of an off-plan unit through Oqood. Its terms state that the signed SPA should be registered within 90 days. The page accessed on 13 October 2026 lists a 2% seller charge and a 2% purchaser charge, plus AED 10 knowledge and AED 10 innovation fees and an AED 1,000 developer self-registration fee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those are the figures on the DLD service page, not a promise that every transaction will contain every line. Confirm whether the developer, registration trustee or another party is paying a particular charge, whether the contract reallocates it, and whether the transaction qualifies for the listed service. A buyer should obtain a written fee schedule for the exact unit and SPA rather than multiplying the purchase price by a single “all-in” percentage.

Ready property: completed-sale registration

DLD’s completed-property sale-registration page lists a 2% seller charge and a 2% purchaser charge. It also lists a title deed fee of AED 250, a municipality unified map fee of AED 225 (or AED 100 for land outside the municipality’s authority), AED 250 for villas or apartments, and AED 10 each for knowledge and innovation. The page lists service-partner charges of AED 4,000 plus VAT where the sale value is AED 500,000 or more, or AED 2,000 plus VAT below that threshold.

These published lines have different applicability and may be collected through different channels. Confirm the current schedule with DLD or the registration trustee, identify which party bears each amount under the SPA, and ask whether VAT or a partner fee applies to your transaction. Do not simply add every line to every deal.

Costs that the registration pages do not settle

Registration fees are only one part of a buyer-specific budget. Depending on the unit and financing, also model:

  • Mortgage arrangement, valuation, insurance and lender administration charges, if you borrow.
  • Developer, trustee, conveyancing or administration charges stated in the contract.
  • Inspection, snagging, repairs, maintenance and furnishing costs.
  • Service charges and utilities after handover or transfer.
  • Temporary accommodation or rent lost while an off-plan project is unfinished.
  • Currency conversion, tax or professional-advice costs relevant to your residence and funding arrangements.

The available official fee pages do not provide a standard down payment, mortgage limit or universal off-plan discount. Treat any estimate as your own scenario, label assumptions and stress-test a higher cost or later handover.

How an off-plan purchase works

  1. Identify the exact project and unit. Record the developer, project registration, tower or phase, unit number, area, parking allocation, view, specifications and expected completion date. DLD’s project-registration service is intended to approve the project and register its escrow account for off-plan sales.
  2. Verify the project and escrow details. Confirm through official channels that the project is registered and identify the project escrow account. DLD states that amounts received from off-plan buyers, including mortgage-financing amounts, are deposited in that account. Independently verify the beneficiary and account details before sending funds; never rely solely on an emailed change of bank instructions.
  3. Read the SPA before paying a non-refundable amount. Check the unit description, net and gross areas, finishes, permitted substitutions, parking, payment milestones, completion and handover definitions, delay provisions, cancellation, assignment, resale and dispute clauses. Have UAE-qualified legal counsel explain any clause that could materially affect your money or exit.
  4. Match every instalment to the contract. Build a calendar showing the amount, due date, trigger and evidence required. Keep receipts and the Oqood or registration record. Do not assume a marketing brochure changes the legally binding schedule.
  5. Track construction independently. DLD says buyers can follow project completion through its project-tracking service and can request a completion-percentage report. Tracking provides information, not a guaranteed delivery date. Compare a developer’s demand with the contract milestone and the official or consultant evidence.
  6. Respond to a disputed progress request. DLD’s FAQ says an investor may ask for the current completion percentage through a letter from the project consultant approved by DLD. If the agreed milestone has not been reached and the percentage is not confirmed, the FAQ states that the investor is not obligated to pay that request; obtain legal advice before withholding money because the contract and facts control the dispute.
  7. Prepare for handover. Arrange an inspection, record snags, confirm utilities and access cards, verify the final area and specifications, and understand the process for the title or registration conversion after completion. Keep a reserve for furnishing, repairs and service charges even when the developer advertises a finished unit.

How a ready-property purchase works

  1. Inspect the actual property. Visit at different times if possible. Check water pressure, air-conditioning, windows, moisture, plumbing, electrical points, appliances, doors, balcony or terrace condition, parking and storage. Inspect lifts, corridors, pools, gyms, security and waste areas, not just the show apartment.
  2. Confirm legal and financial status. Request evidence of the seller’s title and authority to sell, identify mortgages or restrictions, check unpaid service charges or utilities, and agree in writing who clears each obligation. A completed unit’s existence does not prove that it is transfer-ready.
  3. Obtain the developer e-NOC where applicable. DLD’s completed-sale process lists an electronic no-objection certificate from the developer for freehold areas. Ask what documents, clearance payments and validity period are required for the specific building.
  4. Agree condition and possession terms. Put the inventory, defects, repair deadlines, vacant-possession or tenancy status, keys, access cards and included fixtures in the contract. A verbal promise to repaint or repair is difficult to enforce if it is absent from the signed documents.
  5. Arrange financing and valuation early. A lender’s valuation, approval conditions and drawdown timing can affect the transfer date. Keep a cash buffer for registration and service-partner charges even if the seller accepts a deposit before completion.
  6. Complete registration and retain records. Confirm the final fee schedule, submit the required documents through the approved channel, pay the agreed amounts and retain the title deed, transfer statement, NOC, receipts and service-charge clearance.

What escrow protects—and what it does not

DLD describes project escrow as a control over off-plan money. Buyer payments and development financing are deposited into the project’s escrow account, and withdrawals are generally restricted to project-related contractors, consultants and marketing, with construction milestones verified by the account trustee. This structure helps separate project funds from unrelated uses.

Escrow is not a promise that a particular tower will be delivered on a particular date, that the unit will retain a resale price, or that rent will reach a forecast. DLD’s FAQ describes different procedures for cancelled and non-cancelled projects, and notes that some disputes or termination requests may require court resolution. Read the SPA and obtain specialist advice if a project stalls, a payment is disputed or you seek cancellation.

Due diligence for a ready unit

Physical condition

Commission an independent inspection when the unit’s value or defects justify it. Ask for photographs and a written snag list. Distinguish cosmetic work from water ingress, structural movement, defective air-conditioning, fire-safety issues or unresolved building defects that could affect cost or habitability.

Building and community

Check the age and condition of common systems, planned major works, lift reliability, parking controls, access, traffic, construction nearby, noise at the times you will occupy the unit and the actual facilities delivered. A brochure’s amenity list is not evidence that every facility is open or included in the service charge.

Title, tenancy and outstanding amounts

Confirm the title details match the unit you inspected. Establish whether the property is vacant, owner-occupied or tenanted; review any tenancy notice and security-deposit obligations. Obtain written clearance for service charges, utilities and other building-related amounts and allocate them by the completion date.

Service-charge evidence

DLD states that service charges are project-specific, require RERA approval and can be checked through its service-charge index. Request the approved rate and calculation for the actual unit area, the billing period, any arrears and any announced increase. A larger or more amenity-heavy building may have a different charge from a nearby project, so a city-wide average is not a useful substitute.

Financing, liquidity and the occupancy horizon

Compare the timing of cash outflows with the date you need the property. An off-plan SPA may call for instalments before you can live in or let the unit. A delay can therefore create a period in which you are paying the developer or lender while also paying rent elsewhere. Model that overlap using your own income, exchange rate, interest assumptions and emergency reserve.

A ready purchase concentrates more of the transaction around valuation, transfer and possession. That can suit a buyer with a firm move date, but it also means immediate furnishing, repairs, service charges and mortgage payments. Neither route supplies a standard financing advantage: lender policy, buyer profile, property type, valuation and the contract determine availability and timing.

For an investment, separate a hoped-for rent or appreciation from money actually required to complete the purchase. The sources reviewed do not establish a market-wide yield, delay rate or appreciation forecast. Use a conservative, unit-specific budget and test vacancy, repairs, service-charge changes, delayed handover and a slower resale.

Contract points that can change the trade-off

The SPA often determines whether an apparent benefit survives a problem. Read these provisions as a connected set:

  • Specification and area: define the measurement basis, tolerances, finishes, appliances, parking and consequences of a material change.
  • Completion and handover: distinguish an estimated date from a contractual long-stop date, state notice requirements and identify what counts as practical completion.
  • Payment milestones: tie each instalment to an identifiable event and state the evidence a buyer may request.
  • Delay and compensation: check extensions, grace periods, buyer remedies and whether financing or interim accommodation is addressed.
  • Cancellation and default: understand notice, cure periods, deductions, refund timing and the separate treatment of a cancelled project.
  • Assignment or resale: identify consent requirements, minimum paid percentage, fees and whether a buyer can transfer before completion.
  • Disputes and governing law: know the forum, escalation steps and when court or another authority may be required.

There is no single uniform SPA or universal legal interpretation established here. For a high-value purchase or disputed clause, obtain advice from a qualified UAE property lawyer before signing or withholding payment.

A decision framework for your specific unit

Score each route using written evidence rather than a general preference. The following questions expose which trade-off matters most:

  1. When must you occupy or earn rent? If the date is fixed, a completed unit removes construction timing from the critical path. If your horizon is flexible, you may be able to tolerate an off-plan schedule, but budget a delay reserve.
  2. How much can you verify now? Ready buyers can inspect the asset and building. Off-plan buyers must place more weight on the SPA, approved plans, developer disclosures, escrow and progress evidence.
  3. Can your cash flow absorb milestones? Map every instalment, mortgage draw, rent payment and contingency. Reject a schedule that works only if a bonus, sale or forecast arrives on time.
  4. What risk can you carry? Off-plan adds construction, delivery and specification risk. Ready adds condition, title, service-charge and immediate-maintenance risk. Choose the set you can investigate and insure or reserve for.
  5. What is your exit plan? Check assignment and resale restrictions for off-plan. For a ready unit, verify title, tenant status, marketability and transfer requirements. Do not rely on an assumed future buyer.
  6. What are the recurring charges? Obtain the RERA-approved service charge for the named project and unit, then include it in your ownership or rental model.

A simple written comparison should show purchase price, each applicable registration line, financing costs, expected service charges, furnishing or repair allowance, interim housing, contingency and the date at which the unit becomes usable. If one route wins only when an unverified assumption is true, treat that as risk rather than savings.

Common mistakes and how to avoid them

  • Calling the 2% purchaser fee the total cost: list the applicable DLD lines, contract allocations, financing and professional charges separately.
  • Assuming escrow means guaranteed delivery: track progress and read the delay, cancellation and dispute clauses.
  • Paying to an unverified account: confirm escrow beneficiary details through official channels before each transfer, especially after an email change.
  • Using a generic service-charge number: obtain the RERA-approved rate for the named project and unit area.
  • Treating a show unit as a specification guarantee: attach the contractual specification and record permitted substitutions.
  • Skipping a ready-unit inspection: inspect the unit and common areas, then document defects and repair responsibility.
  • Ignoring the 90-day Oqood condition: diarise registration of the signed SPA and retain proof of submission.
  • Withholding an instalment informally: if progress is disputed, obtain the approved consultant’s completion confirmation and legal advice before acting.
  • Budgeting only for handover: include interim rent, utilities, furnishing, repairs, service charges and a delay or vacancy reserve.

Buyer checklist before commitment

  • Exact unit, project phase, area, parking and specification recorded.
  • Project registration and escrow details independently verified for an off-plan purchase.
  • SPA reviewed for milestones, completion, delay, cancellation, assignment and disputes.
  • Oqood registration deadline diarised and documented.
  • DLD fee schedule and contract allocation confirmed in writing.
  • Financing approval, valuation, drawdown dates and cash buffer tested.
  • Ready property physically inspected, including common areas and surroundings.
  • Title, seller authority, mortgage, tenancy, utilities and service-charge clearance checked.
  • Developer e-NOC requirements confirmed where applicable.
  • RERA-approved service charge for the actual project and unit obtained.
  • Occupancy or rental date modelled with a delay, vacancy and repair contingency.
  • Independent UAE legal advice obtained for high-value, unusual or disputed terms.

Choosing without a universal winner

Choose off-plan when the payment schedule fits your verified cash flow, your occupancy date is flexible, you accept construction exposure and the project, escrow, milestones and SPA withstand detailed checks. Choose ready when you need evidence of the actual asset, a nearer possession date and a chance to inspect condition, title and building charges before committing.

In both cases, use DLD’s current service information for the exact registration route, confirm the applicable fees rather than assuming every listed line applies, and check project-specific service charges through the approved index. The safer decision is the one supported by unit-level documents, a realistic financing plan and a contingency for the risks that remain after due diligence.
