Honolulu’s rail authority has begun taking over part of Pacific Guardian Center’s courtyard for the planned Kuloloia Downtown Skyline station. The Honolulu Authority for Rapid Transportation (HART) acquired a permanent 3,734-square-foot area through eminent domain, and the property says another 2,975 square feet could be used temporarily during construction.
The work is already changing access and operations between Pacific Guardian Center’s two glass towers and the historic Dillingham Transportation Building. Pacific Guardian Life expects more security work and warns that insurers could eventually reassess the building’s rates as construction activity and future station foot traffic increase. Neither the added security cost nor any insurance increase has been quantified.

What HART is building at Pacific Guardian Center
The courtyard is part of Segment 3 of Skyline, the downtown extension planned to connect Kalihi with Honolulu’s Civic Center. HART obtained the permanent station footprint through eminent domain, a legal process that transfers property for a public project with compensation determined under applicable proceedings.

How the site work affects building operations
Courtyard amenities and waste service
Pacific Guardian Center says HART’s work may require moving courtyard amenities, bicycle racks, moped parking and trash facilities. Trash bins have already been relocated to Bishop Street. At the time of the Oct. 16, 2026 report, no other major tenant disruption had begun, but the property had not received a confirmed end date for work on its grounds.
Access, deliveries and maintenance
Fencing can alter pedestrian routes and the way tenants, visitors, vendors and emergency responders reach entrances. Property managers will need to coordinate delivery windows, waste collection, window washing, bicycle and moped access, and any temporary closures with HART’s site team. The practical impact will depend on how long each area remains fenced and whether utilities or station structures require additional work.

Why security costs could rise
Pacific Guardian Center already operates a security office staffed 24 hours a day, seven days a week, with cameras monitored around the clock. The rail project adds a public-facing construction zone to that existing program rather than replacing it.
Sheila Chong, an assistant vice president at Pacific Guardian Life, said the property expects “huge bills” because someone will have to manage security concerns as more people move around the property. Construction fencing, changing access points and a future station entrance can create additional patrol, visitor-screening, wayfinding and incident-response demands. They can also require temporary camera coverage or guard positions where the normal building layout no longer provides a clear view.

Those are operational exposures, not a published budget. No source has stated how many additional guards, cameras or access-control devices will be needed, and no dollar estimate for the property’s security increase is available.
What the insurance concern means
Chong said an insurance carrier could be concerned about higher foot traffic generated by the station and that the building’s rates could rise. This is a reported expectation, not a confirmed premium change. No insurer has announced a new rate, deductible, exclusion or coverage limit for Pacific Guardian Center.

The issues a carrier may examine include premises-liability exposure around construction routes and station access, damage to the building or its contents, business-interruption risk from blocked areas or utility work, and the effectiveness of fencing, lighting, cameras and guard coverage. Until an insurer evaluates the completed design and operating controls, the financial effect remains unknown.

HART says the operating system currently extends 16 miles from East Kapolei to Kalihi Transit Center and has 13 stations. Segment 2 opened passenger service on Oct. 16, 2025, adding four stations at Pearl Harbor, Daniel K. Inouye International Airport, Lagoon Drive and Kalihi Transit Center.

HART’s City Center Guideway and Stations contract is valued at approximately $1.66 billion and covers the six stations and roughly three miles of guideway. HART says construction is expected to transfer to the City and County of Honolulu’s Department of Transportation Services in 2031. The 2030 and 2031 dates are targets; they do not establish when work inside Pacific Guardian Center’s courtyard will finish.
What tenants and managers should track now
- Safe routes: Confirm the current pedestrian, service-vehicle and emergency-access paths whenever fencing moves.
- Security coverage: Check whether construction barriers create camera blind spots, unmonitored doors or new gathering points, and document any revised guard patrols.
- Deliveries and waste: Reissue instructions for Bishop Street trash service, vendor loading and tenant move-ins before access changes.
- Parking and amenities: Give tenants advance notice of any relocation of bicycle racks, moped spaces or courtyard facilities.
- Insurance records: Keep dated photographs, incident logs, contractor notices and plans showing how the property controls construction-related risks.
- Schedule notices: Ask for written updates on utility investigations, guideway milestones, noisy work and planned closures rather than relying only on the overall 2030/2031 program targets.
What is still unknown
No published source provides the eventual increase in security spending, insurance premiums, tenant losses or the final date for construction on Pacific Guardian Center’s grounds. The property’s concerns are therefore best understood as active planning and risk-management issues, not settled financial outcomes. The immediate facts are the acquired courtyard area, the possible temporary construction area, the physical changes already underway and the need to manage access while the downtown rail segment advances.
