PerthNow reported that councillors voted 5–1 to remove the parking bays; the owners’ proposed customer waiting area was not the adopted outcome.
What did Cottesloe council decide?
The decision concerns the publicly managed frontage of North Street Store, a cafe and bakery at 16 North Street, Cottesloe—not a redesign of the business’s interior. The Town of Cottesloe’s confirmed minutes for its 27 August 2024 ordinary meeting record a request that the CEO consider native verge landscaping and develop a parking plan as part of reinstatement. The official minutes state: “REQUESTS the Chief Executive Officer to consider appropriate landscaping to create a native planted verge along the frontage of the North Street Store on North Street and to develop a parking plan for the store as apart of the reinstatement.”
The minutes record what council requested; they do not identify chosen plants or confirm that the work was carried out. The Town’s food and drink directory lists the store at 16 North Street.
Why were the parking bays removed?
PerthNow reported on 29 August 2024 that councillors voted 5–1 to remove the bays and supported an amendment for native planting across the shopfront. The report attributed the decision to concerns about safety and noise associated with customer queues and parked vehicles. Those were explanations raised in the coverage and council discussion, not published measurements of traffic risk or noise.

PerthNow quoted councillor Brad Wylynko saying during the meeting: “None of us want to punish the store but its our responsibility as council to look after safety of community,” he said. The remark frames the reported council position as a balance between the business’s needs and community safety.
Why did the proposed waiting area fail?
The owners had proposed using the space as a customer waiting area after the bays were removed. In a 23 August 2024 report, PerthNow said the Town officer report warned that activating the space could reproduce noise and disturbance experienced by nearby residents. The final reported direction was native planting and a parking plan, not approval of the waiting-area use.

The discussion therefore involved competing considerations: reported concerns about road safety and driver sightlines, customer queue comfort and access, and possible disturbance to neighbours. The available reports describe arguments made by participants; they do not establish measured outcomes for any of these options.
PerthNow also quoted co-owner Lachie Bisset as saying, “We’re all for planting some natives around the place,” Mr Bisset said on Wednesday. That statement indicates support for planting, but does not specify a design or confirm that it was completed.

The recorded direction is to consider a native-planted verge and prepare a parking plan as part of reinstatement. It does not specify the plant species, layout, materials, parking arrangement or delivery date. The official minutes and the cited PerthNow reports do not confirm that installation took place, so the headline description of a “revamp” should not be read as proof of completed landscaping.
