The WA Government’s published plan is for a residential development combining social, affordable and private housing, but the available sources do not establish the buyer, a selected development partner or the currently approved design.
What happened to the former North Beach housing?
The Department of Housing and Works says demolition of the ageing public housing was completed in November 2023. A 2023 government statement described the former site as 45 dwelling or lot entries: three single houses, 36 townhouses and six vacant lots. The project area is about two hectares; REIWA’s 2026 listing gives its area as 20,091 square metres.
The 2021 report that the Department did not intend to refurbish the 36-unit site, with three apartments still occupied at the time, is now historical context rather than a description of the site today. What redevelopment has been proposed?
The Department’s published project description sets out an intended residential mix of social, affordable and private housing. It does not specify a final number of social housing homes, nor does the material available establish a final approved built form. The plan should therefore be understood as the government’s stated intent, not confirmation of a particular design or construction schedule.

In its March 2023 announcement, Housing Minister John Carey described the site as an example of the challenges posed by ageing and inappropriate social housing stock. The project page describes a vision shaped by North Beach’s coastal character; that statement is a design aspiration, not an approved building specification. What is known about zoning and planning?
In August 2024, the City of Stirling said Council supported a recommendation for R40 zoning rather than the proposed R60 and that the matter had been referred to state planning authorities for a final decision. That was the City’s position at that time; it should not be treated as proof of the current zoning or the development approval now governing the site.

A state planning scheme document dated January 2026 records Amendment 130 and the affected North Beach lots. Was the site sold, and what does the sale confirm?
REIWA records a sale on 3 August 2026 for $33,150,150. Its reviewed listing does not name the purchaser or confirm a selected housing or development partner, and a sale record alone does not establish what has since been approved for construction. (REIWA, sale record dated 3 August 2026)

What remains unclear?
The published information establishes demolition, a government-stated mixed-housing intention, planning steps reported at different dates and a recorded sale. It does not establish the current purchaser, whether a delivery partner has been selected, or the approvals and design now applicable to the proposed development.
- The buyer named in the 3 August 2026 sale record.
- Whether the Department has selected a community housing or development partner.
- The current state planning decision and any later local or state approvals.
- The approved housing numbers, social housing allocation, building height and construction start date.
Until those details are confirmed by the relevant authorities or project partners, a construction start date, final unit count or height should not be assumed.
