The announcement does not identify a definitive group of exactly six bills, so it is more accurate to describe the measures by what the state says they do than to treat “six YIMBY bills” as an established list.
What the September 2026 package covers
The Governor’s announcement describes a broad package, not a single construction-cost program. Its measures reach different parts of housing delivery: local review procedures, approval routes for certain projects, building-code treatment and inspections, a geographically limited tax incentive, and homeowner-association rules for some window replacements. The announcement does not provide a definitive six-bill list corresponding to the headline’s grouping.

| Area | What the announcement says | Scope or qualification |
|---|---|---|
| Permit review | Limits repeated plan-check reviews and tightens appeal timelines, with the aim of timely local housing-permit decisions. | The announcement does not specify the exact statutory limits or timelines. |
| Moderate-income rental housing | Creates a limited property-tax incentive for qualifying new rental housing serving moderate-income households. | Limited to Alameda County, Sacramento County, and the City and County of San Francisco. |
| Townhome ownership | Establishes a streamlined approval path for qualifying townhome developments. | The announcement quotes an Assemblymember describing AB 1751 as making townhomes easier and faster to build; it does not set out the full eligibility rules. |
| Factory-built housing | Seeks more consistent statewide building-code treatment for qualifying factory-built structures, expands inspection options, reduces duplicative inspections, limits excessive local permitting and inspection fees, and requires state affordable-housing programs to better account for factory-production financing needs. | The announcement separately associates AB 1815 with factory-built housing building standards. |
| Window replacements | Streamlines local approval and removes unnecessary HOA restrictions for energy-code-compliant window replacements. | The announcement does not describe the full approval process or exceptions. |
Factory-built housing: distinguish AB 1815 from AB 2058
The Governor’s announcement associates AB 1815 with factory-built housing building standards. A separate announcement from Assemblymember John Harabedian’s office says Newsom signed AB 2058 on September 29, 2026, and describes it as setting rules intended to reduce unnecessary costs and delays in factory-built housing inspections and permitting. These are distinct bills and should not be conflated: AB 1815 concerns building standards in the Governor’s summary, while the Harabedian office describes AB 2058 in terms of inspection and permitting procedures.

More consistent code treatment and fewer duplicative inspections could reduce friction for qualifying factory-built projects; the announced financing provision addresses a different issue, namely the funding needs associated with factory production. The announcements do not provide measured savings, implementation results, or enough detail to calculate how a particular project’s costs or timeline may change.

What the permit and approval changes may mean for builders
Fewer repeated plan checks
The Governor’s office says the measures limit repeated plan-check reviews. For builders, repeated reviews can mean additional coordination and uncertainty; a limit could make the review path more predictable. The announcement does not state how many reviews are allowed, how a city must handle incomplete submittals, or what remedies apply when a review is delayed.
Tighter appeal timelines
The package also tightens appeal timelines for housing-permit decisions. Shorter timelines may help projects move through local approval more quickly, but the announcement does not specify the deadlines, who may appeal, or which project types are covered. Those details depend on the enacted law and its implementation, not just the summary announcement.

Streamlined townhome approvals
The announcement identifies AB 1751 as creating a streamlined path for qualifying townhome developments, with the stated goal of making this ownership-oriented housing type easier and faster to build. Because the summary does not define qualifying projects or the approval steps, developers should consult the bill text and local implementation before relying on a particular entitlement path.
Where the announced tax incentive applies
The package includes a limited property-tax incentive for qualifying new rental housing serving moderate-income households in Alameda County, Sacramento County, and the City and County of San Francisco. It is not described as a statewide incentive. The announcement does not supply the tax treatment, qualifying income thresholds, project requirements, application process, or duration, so it cannot establish the likely value for any specific development.

Window-replacement rules are a separate housing measure
The announcement says the package streamlines local approval and removes unnecessary homeowners-association restrictions for window replacements that comply with energy-code requirements. This is a targeted change for qualifying replacements, not a general exemption for all window work or a rule that eliminates building-code obligations. The announcement does not spell out the approval route or possible exceptions.
Planned redevelopment is not completed housing
The Governor’s announcement also highlights two redevelopment plans: the former Concord Naval Weapons Station is planned for at least 10,000 homes, with at least 25% affordable to lower-income households; the former San Diego Sports Arena site is planned for at least 4,250 homes, including 2,000 affordable homes. These are project plans described in the announcement, not homes already delivered by the newly signed measures.

Homelessness and recovery housing
The package also addresses recovery-oriented housing. The Governor’s office says Housing First-compliant recovery housing will be clearly eligible for state funding while tenant protections and access to other housing options are preserved. This provision is part of the broader housing and homelessness package, rather than a construction-cost rule for market-rate developments.
How to read the state’s housing statistics
The Governor’s office reported several statewide figures in its September 29, 2026 announcement. They describe trends or plans over specified periods; they do not show that the September 2026 measures produced those outcomes.

Quick Recap
What builders and housing providers should verify
- Identify the specific enacted bill and effective provisions relevant to the project; the announcement does not establish an exact six-bill grouping.
- Check the bill’s actual eligibility criteria, effective dates, and implementing guidance before adjusting schedules, budgets, or permit assumptions.
- For the rental tax incentive, confirm whether the property is in one of the three covered jurisdictions and whether its rents and project characteristics qualify.
- For townhome, factory-built, or window-replacement work, verify the applicable local approval and inspection process rather than assuming every project receives the streamlined treatment.
