Construction has begun on a planned boardwalk extension and pavilion at the former Joey Harrison’s Surf Club site in Ortley Beach. A September 15, 2026, report said crews installed the first timber pilings that week; a September 16 follow-up showed work underway. The project also includes a public parking lot and pedestrian access improvements. The contractor’s reported early-2027 completion expectation is not a confirmed opening date.
Where construction is taking place
The work is at the former Joey Harrison’s Surf Club property between Sixth and Seventh avenues in Ortley Beach, according to Shore News Network’s September 2026 reports. The club was destroyed when Superstorm Sandy struck in October 2012, and the property remained vacant for years before the current public boardwalk and pavilion project, NBC10 reported.

What the project is planned to add
Boardwalk and pavilion
NBC10 described the planned boardwalk extension as nearly 300 feet long and said it will include a covered pavilion. Shorebeat’s January 30, 2026, report gave approximate design dimensions of 50 feet wide by 300 feet long for the boardwalk, about 15 feet above existing parking-lot grade, and 50 by 100 feet for the pavilion. These are reported plan dimensions, not verified measurements of completed construction.
Parking and pedestrian access
The plans also include a public parking lot on the former club parking-lot site across the street from the beach, as well as pedestrian access improvements, according to Shorebeat’s January report. A planned public lot does not establish that parking is currently available.

Who received the construction contract
The contract changed after the project was first awarded. Shorebeat reported that Toms River awarded Ashland Contractors of Howell a $3.56 million contract in January 2026. In March, the council canceled that award following a dispute over project specifications and subcontractors and selected Black Rock Enterprises of Old Bridge instead. Toms River Monitor reported the revised award had a not-to-exceed amount of $4,321,500. These amounts and the award sequence are reported contract details.
When the extension may be ready
NBC10 reported that the contractor expected the boardwalk and pavilion to be complete by early 2027. That is a reported expectation, not a guaranteed schedule or confirmed date for public access. The available reports do not establish final as-built dimensions, current visitor access restrictions, whether the parking lot is open, or a confirmed public opening date.
