MnDOT has installed warning-only speed safety cameras on northbound I-35W in Burnsville. Drivers recorded going at least 10 mph over the posted work-zone limit may receive a warning letter in the mail—but MnDOT says the work-zone pilot will issue no fines or citations.
Where the cameras are and when they began
The cameras are on northbound I-35W in Burnsville. CBS Minnesota reported the site is about a quarter-mile north of the McAndrews Road bridge; MnDOT lists the Burnsville deployment as beginning in October 2026. CBS Minnesota and MnDOT’s program page identify the location and timing.
What happens if a vehicle is speeding
MnDOT says the system records a vehicle’s rear and license plate when it is traveling a set amount over the posted work-zone speed limit. At 10 mph or more above that limit, the registered owner may receive a warning letter. MnDOT plans to send letters for the first, fifth and tenth violations.
For this work-zone pilot, the letters are warnings, not tickets: MnDOT says no fines or citations will be issued. That is the stated policy for the Burnsville deployment.

How the work-zone pilot fits Minnesota law
Minnesota Statutes 2025, section 169.147, establishes a broader traffic safety camera pilot involving MnDOT and separate pilots by Minneapolis and Mendota Heights. The statute authorizes the broader program through July 31, 2029, and sets rules for notice, signage, warnings and camera-based speed citations. It also specifically requires warnings and prohibits fines for second or subsequent work-zone violations captured by MnDOT’s work-zone project. Read the statute.
The broader legal framework should not be confused with the current Burnsville operation: MnDOT’s published policy for its work-zone pilot is that it will not issue fines or citations. CBS Minnesota reported MnDOT assistant state traffic safety engineer Mark Wagner said any future decision to expand cameras or allow tickets would ultimately be for the Minnesota Legislature; that describes a possible future policy decision, not a ticketing plan for this site.

Why MnDOT is testing cameras
MnDOT says it is evaluating whether speed safety cameras can improve work-zone safety and learning how the systems operate in Minnesota. The department summarizes studies from other states as finding reductions of up to 88% in vehicles traveling at least 10 mph over the limit, and reductions of 19% to 56% in crashes resulting in death or serious injury. Those are figures MnDOT attributes to studies elsewhere, not measured results from the Burnsville site; its page does not identify the underlying studies.

- Watch for bright orange signs, which MnDOT says indicate an active camera area.
- Follow the posted speed limit through the work zone and slow down as conditions require.
- Expect a warning letter to go to the registered owner if the system records a vehicle at least 10 mph over the work-zone limit; do not mistake the warning for a fine or citation.
