New-Construction vs. Resale Condo: Which Is Better for Buyers?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Neither a new-construction condo nor a resale condo is automatically the better buy. New construction can deliver current systems, finish choices and builder-warranty protection, but you may commit before the building exists, pay occupancy charges and face uncertain completion dates, appraisals and comparable sales. A resale condo lets you inspect the actual unit and common areas and review years of budgets, meetings, insurance and assessments, but older components and underfunded reserves can create repair bills.

The safer choice is the project whose documents, inspection results, financing eligibility and five- and ten-year costs fit your priorities and risk tolerance. Make the offer contingent on financing, inspection and satisfactory document review where local law permits.

Quick answer: match the condo type to your priorities

Priority New construction is usually stronger when… Resale is usually stronger when…
Condition visibility You accept choosing from plans or a model and will verify the finished unit before closing. You want to inspect the exact unit, common areas and surrounding neighborhood now.
Timing You can tolerate a construction schedule, occupancy period and possible changes. You need a closing and move-in date tied to an existing home.
Repairs You value new systems and potential builder or third-party warranty coverage. You can evaluate older systems and budget for replacements or assessments.
Customization You want to select finishes or options before construction milestones pass. You prefer a finished home and can renovate subject to association rules.
Building finances You are prepared to assess a developing association, developer control and project phasing. You want actual budgets, reserve balances, meeting records and assessment history.
Appraisal and financing You can handle limited comparable sales and confirm the project will be eligible for your loan. You can use established sales data, while still checking physical, legal and financial conditions.

There is no reliable national percentage showing that one category costs a fixed amount more than the other. Price, dues, taxes, insurance, assessments and resale demand vary by market and project, so compare the specific buildings rather than applying a national rule of thumb.

What buying a new-construction condo actually involves

You may buy before the home exists

Developers commonly market condominiums before construction is complete or even before it begins. Your decision may rely on drawings, specifications, a model unit, a sales presentation and a contract rather than the finished residence. Confirm exactly what is included: appliance models or performance standards, flooring, cabinets, lighting, parking, storage, balconies, views and common amenities. Contracts often allow substitutions or changes, so identify the permitted changes, notice requirements and your remedies if a material feature is different.

Completion, occupancy and closing are separate events

A project can reach an occupancy stage before the condominium corporation or association is fully turned over and before final closing. During that period, a buyer may owe an occupancy charge sometimes called “phantom rent,” even though the deed has not transferred. Ask when the charge starts, how it is calculated, what utilities or taxes are included, whether it is credited at closing and what happens if completion is delayed.

Have the contract spell out outside dates, extension rights, cancellation rights, deposit protection and the treatment of upgrades if the developer misses a deadline. Keep cash available for an extended rent or temporary-housing period because a builder warranty may not reimburse those out-of-pocket relocation costs.

Warranty protection has boundaries

The Federal Trade Commission states, “A builder warranty comes with new home construction or a remodel.” Read the actual warranty package rather than assuming it covers every defect. Separate coverage for workmanship, materials, systems and structural elements; duration for each category; claim deadlines; exclusions; deductibles; required maintenance; and the dispute process. A warranty may require you to notify the builder promptly, use specified procedures or accept repair rather than cash. It generally does not eliminate your need for an independent inspection.

Benefits of new systems and customization

  • New plumbing, electrical, heating, cooling and life-safety components may reduce immediate replacement uncertainty.
  • Factory-new appliances and finishes can reduce near-term renovation work.
  • Selections made before construction milestones can let you choose finishes, storage or layouts that are difficult to change later.
  • A builder or third-party warranty can provide a defined route for qualifying defects.

These advantages are strongest when the developer has a credible completion record, the specifications are precise and the association budget includes realistic operating and reserve costs after turnover.

Risks specific to pre-construction and newly completed projects

Dates and specifications can move

Construction schedules depend on permits, labor, materials, inspections and financing. Review every delay provision, not just the estimated completion date. Determine whether the developer can change unit dimensions, finishes, amenities, parking allocation or the number of phases, and whether those changes affect your right to cancel or receive compensation.

Early projects may lack settled comparable sales

When a new condo project has no settled comparable sales, Fannie Mae guidance permits an appraiser, under stated conditions, to use two pending sales in the project in place of one settled sale. That is a procedure, not a guarantee that your appraisal will support the contract price. A low appraisal can increase the cash you must bring, require a renegotiation or make your loan unavailable. Ask your lender and appraiser how the project will be supported before your financing contingency expires.

Developer control and phased construction matter

Read the declaration, bylaws and development plan for the period when the developer controls the association. Check voting rights, turnover triggers, reserved development rights, future buildings, construction easements, amenity completion and the possibility that early owners bear costs before all units are sold. A first-phase budget can look attractive while later phases, temporary amenities or developer subsidies mask the long-term dues.

What a resale condo lets you verify

Inspect the finished product and the neighborhood

With a resale purchase, you can inspect the exact unit, common areas, parking, storage, mechanical spaces and exterior conditions. Visit at different times to observe traffic, noise, light, odors, elevator performance and parking availability. Review renovations for permits and association approval. An inspection cannot reveal every hidden defect, but it replaces assumptions from a model unit with observable conditions.

Use the building’s operating history

Request several years of budgets, year-end financial statements, reserve information, meeting minutes, insurance certificates, assessment notices and engineering or inspection reports. Look for recurring leaks, elevator failures, façade or balcony work, insurance claims, rising deductibles, deferred maintenance and disputes over responsibility. Compare the budgeted reserve contribution with the age and replacement schedule of major components.

Older does not mean defective; low dues do not mean inexpensive

An established building can have excellent maintenance and substantial reserves. Conversely, a low current fee can reflect deferred work or optimistic budgeting. Fannie Mae says lenders consider physical condition, financial stability, structural-integrity debts, evacuation orders, litigation and completion of mandatory inspections. Treat a special assessment as part of the purchase price: determine its total amount, payment schedule, purpose and whether the seller or buyer is responsible at closing.

Compare the total cost, not only the listing price

Prepare separate five-year and ten-year estimates for each candidate. Use written figures from the lender, association and local tax authority where available, and label assumptions that are uncertain.

Cost item New construction questions Resale questions
Purchase price and incentives Is a discount tied to a preferred lender, closing date or upgrade package? Can incentives affect the appraised value? Are seller credits compensating for repairs, an assessment or a high price?
Loan rate and fees Will the rate-lock period cover a delayed completion? What extension fees apply? Can the lender close on the existing title and project without additional review delays?
Taxes and insurance Are taxes based on a completed assessment or an estimate? What master-policy deductible will owners share? What were actual taxes, claims and deductible changes in recent years?
Association dues Are dues temporarily subsidized? What services, utilities and amenities are included after turnover? What increases occurred, and do dues fund reserves adequately?
Assessments and maintenance Are startup reserves funded, and are future phases or warranty exclusions likely to create charges? What assessments are approved, proposed or likely from known capital projects?
Parking and storage Are spaces deeded, assigned, leased or merely promised in marketing material? What rights appear on the title and association records, and are there transfer fees?
Temporary housing or occupancy Could phantom rent, rent during delay or duplicate housing costs apply? Is the existing unit vacant, leased or subject to a delayed possession?
Resale costs How many competing units will the project release, and are transfer or assignment restrictions imposed? What are local selling costs and the building’s recent marketing times?

Do not quote a universal “new condos cost X percent more” figure. The available primary guidance does not establish one, and a project with a higher price can still have lower early repair exposure while a cheaper resale can require a major assessment.

Documents to obtain before waiving contingencies

Fannie Mae notes that a condo document-review period is typically limited. Order the package immediately and have a qualified real-estate attorney, lender, inspector or other local professional explain items outside your expertise.

  1. Declaration, bylaws and rules: Check voting rights, maintenance responsibilities, insurance obligations, leasing limits, pets, alterations, smoking, move procedures and enforcement remedies.
  2. Current budget and reserve information: Identify operating income, reserve contributions, loan balances, delinquencies and assumptions about future dues.
  3. Recent meeting minutes: Search for leaks, structural concerns, insurance renewals, disputes, failed inspections, security issues and proposed assessments.
  4. Insurance certificates and deductibles: Confirm master-property, liability and, where applicable, flood or other required coverage; determine what the unit owner must insure.
  5. Assessment notices and payment records: Obtain approved, pending and recently completed assessments and confirm who pays each one at closing.
  6. Engineering, reserve-study and inspection reports: Review findings on roofs, façades, balconies, foundations, garages, elevators, plumbing, electrical systems and life-safety equipment.
  7. Litigation and legal disclosures: Ask about construction-defect claims, lender actions, title disputes, bankruptcy, pending legal action and settlement obligations.
  8. Developer and phasing documents for new projects: Verify control-transfer terms, future phases, amenity obligations, completion guarantees and deposit protections.
  9. Parking and storage records: Confirm whether each right is deeded, limited common element, assigned or separately leased.
  10. Warranty package: Record coverage periods, exclusions, claim procedures, dispute rules and any required maintenance.

Financing: the lender evaluates the project as well as you

“Warrantable” is a project question

Fannie Mae buyer guidance asks whether a condo is “warrantable” and directs buyers to investigate reserves, special assessments, insurance, litigation, legal rights, modifications and rental rules. Your income, assets and credit can be strong while the project still fails the lender’s eligibility review. Give the lender the complete association package early and ask what unresolved items could suspend approval.

FHA review adds project and marketability tests

HUD’s FHA guidance says approval considers insurance, financial condition, title, pending legal action and physical-property conditions that affect project viability or marketability. An FHA buyer should confirm the project’s status and documentation before paying for an appraisal or waiving a financing contingency.

Plan for appraisal and underwriting timing

  • Provide the contract, plans, specifications and incentive schedule for a new project.
  • Ask how pending versus settled sales will be treated if the project is newly released.
  • Confirm whether construction completion, certificates, inspections or association turnover must occur before closing.
  • Obtain written estimates for rate-lock extensions, additional inspections and lender-required project reviews.
  • Keep a cash reserve for an appraisal shortfall, changed closing date or required insurance deductible.

Inspection and acceptance strategy

For new construction

  1. Hire an independent inspector for a pre-drywall or accessible-stage inspection if the contract and site rules allow.
  2. Inspect the completed unit before closing, documenting unfinished work, damaged finishes, missing fixtures and system defects.
  3. Use a written punch list with deadlines and a process for reinspection.
  4. Test appliances, outlets, plumbing fixtures, heating, cooling, ventilation, windows, doors, alarms and drainage.
  5. Submit warranty claims in writing, preserve photographs and keep records of every response.

For resale

  1. Inspect the unit, common elements serving it and visible exterior conditions.
  2. Ask for service records and ages of heating, cooling, water-heating, electrical, plumbing and window components.
  3. Match observed conditions to association maintenance responsibilities in the governing documents.
  4. Obtain specialist inspections for structure, moisture, mold, chimneys, balconies or other risks identified by the general inspector.
  5. Price immediate repairs and probable replacements in the same spreadsheet as the offer.

How HOA finances and insurance change the decision

Association dues are not interchangeable between buildings. One fee may include heat, water, exterior maintenance, staff, amenities and insurance; another may exclude utilities or carry a large deductible. Compare what each fee covers, the rate of increases and the reserve contribution rather than comparing the monthly number alone.

Review master insurance limits, exclusions and deductibles. A claim or structural problem can create an owner charge even when the association is insured. For a new project, verify that coverage begins when required and that temporary policies, developer insurance and final certificates transition correctly. For a resale, examine claims history, nonrenewal notices and recent premium increases.

Resale liquidity and future flexibility

A new project may release many similar units at once, creating competition among owners and the developer. Assignment restrictions, transfer fees, rental caps or a developer’s remaining inventory can limit your exit options. Ask how many units remain unsold, whether investors may rent them and what restrictions apply to selling before completion.

A resale building offers observable sales history, but liquidity still depends on location, condition, dues, insurance, rental rules and the number of competing listings. Compare recent closed sales for similar size, floor, parking and view; do not rely solely on an asking price.

A practical decision framework

Choose new construction when all of these are true

  • You value current finishes, systems and customization more than immediate certainty.
  • You can carry rent, occupancy charges or a delayed closing without exhausting reserves.
  • The developer’s contract clearly addresses changes, delays, deposits, cancellation and completion.
  • The lender has reviewed the project and identified no unresolved warrantability problem.
  • The association budget, insurance plan, reserves, phasing and developer-control terms are credible.
  • You have an independent inspection and a documented warranty-claim process.

Choose resale when all of these are true

  • You want to see the exact home and building before committing.
  • Established budgets, minutes, reserves, insurance and assessment records support the association’s condition.
  • You can fund or tolerate older-system repairs identified by inspection.
  • The project qualifies for your intended mortgage and has no disqualifying litigation, structural debt or inspection issue.
  • The closing date and possession terms meet your housing needs.

Pause or renegotiate when you find these signals

  • Missing minutes, insurance certificates, reserve data or engineering reports.
  • Unclear responsibility for a known defect or assessment.
  • Developer rights that can materially change the project without a clear buyer remedy.
  • Appraisal support that depends on optimistic assumptions or only pending sales.
  • Association dues that appear low because reserves, insurance or utilities are excluded.
  • Financing approval that is conditional on documents you have not yet received.

Offer and closing checklist

  1. Set a maximum all-in budget using five-year and ten-year scenarios.
  2. Insert financing, inspection and document-review contingencies where local law permits.
  3. Specify who pays approved, pending and prorated assessments.
  4. Confirm parking, storage, upgrades, appliances and fixtures in writing.
  5. Deliver the project package to the lender immediately and obtain a written eligibility decision.
  6. Schedule the inspection and, for new construction, a final walk-through with a punch list.
  7. Verify insurance, title, occupancy or completion certificates and utility arrangements before closing.
  8. Retain warranty documents, association contacts, inspection reports and closing disclosures.

The better condo is the one whose known and plausible future costs you can carry, whose physical and legal condition you can verify, and whose project is eligible for the financing you intend to use. New construction rewards buyers who manage contract, schedule and appraisal uncertainty; resale rewards buyers who investigate maintenance, reserves and assessments. In both cases, disciplined document review is more valuable than the label “new” or “resale.”
