New-build energy-efficiency checklist for homeowners (England and U.S. guidance)

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The most reliable way to judge a new-build home’s energy performance is to verify the whole system: the local code or certification target, a continuous insulated and airtight enclosure, correctly sized heating and hot-water equipment, commissioned ventilation, overheating measures, and documented test results at handover. Use this checklist before reserving, during construction, at completion and through the first year.

Start with the rulebook that applies to your home

Energy targets are jurisdiction-specific. Do not copy an airtightness limit, insulation value or certificate from another country. In England, identify the edition of Approved Document L that applies to the project and confirm whether transitional arrangements affect it. The UK Government’s building-regulations pages list the 2026 editions and their transition rules. Ask the developer or building-control body to state the exact edition and compliance route in writing.

In the United States, the Department of Energy’s Efficient New Homes programme and the U.S. Environmental Protection Agency’s ENERGY STAR Certified Homes programme are voluntary performance and verification frameworks rather than a single nationwide code. A home may comply with its local energy code without carrying either label, or may use a local code plus a higher-performance certification. Request the name and version of every standard claimed for the property.

Question England United States
What controls mandatory design? The applicable building regulations, including the relevant edition of Approved Document L and the building-control route. State or local energy and building codes; requirements vary by jurisdiction.
What higher-performance options might be offered? A developer target such as EPC A or another voluntary specification. Homes England’s 2026 Healthy Homes material says homes should achieve EPC A (or an updated equivalent New Building Performance Regime value). DOE Efficient New Homes and ENERGY STAR certification, with design review, inspections and testing.
What should you obtain? The energy assessment or certificate, test results and building-control completion evidence. The certificate or label, rater or verifier reports, test results and local completion documents.

Before you reserve or sign the contract

Get the written energy target and assumptions

Ask for the home’s energy model, target specification or compliance calculation before you commit. The document should identify the assumed orientation, window sizes, shading, occupancy, heating fuel, hot-water demand and renewable-energy inputs. A model based on a south-facing plot with permanent shading may not represent a different plot or a neighbouring building that blocks winter sun.

Have the contract or specification refer to the target, not merely to phrases such as “energy efficient” or “low energy.” Ask what happens if the finished home misses the stated performance or if a specified product is substituted. Keep the promised specification with your purchase documents.

Review the fabric specification as a continuous enclosure

Request the roof, wall and floor insulation types, thicknesses and intended locations. Then ask how the layers remain continuous at corners, floor-to-wall junctions, roof edges, balconies, garages and party walls. Obtain the proposed window U-values and solar-control properties, plus details of thermal bridges around frames, lintels, sills and doors.

The important question is not which insulation product has the biggest headline rating. It is whether the insulation and air barrier form an unbroken enclosure. Gaps, compression, wet insulation and unsealed service penetrations can undermine a nominally excellent specification.

Check heating, hot water and controls on paper

Ask for the design heat-load calculation and the assumptions behind equipment sizing. For any heat pump, request the design outdoor temperature, calculated peak load, flow-temperature assumptions, emitter sizes, defrost strategy and hot-water recovery plan. Ask how the installer will balance rooms and set weather compensation.

For a gas boiler, ask for the same load calculation, the boiler’s modulation range, system design temperature, cylinder or combi hot-water assumptions and control strategy. Comparing only the appliance nameplate efficiency can hide oversized equipment, high flow temperatures, poor zoning or inadequate hot-water storage.

Ofgem’s guidance says insulation can improve low-carbon-heating performance and advises checking heat-pump suitability. In the UK, the Boiler Upgrade Scheme currently advertises up to £7,500 toward the cost and installation of an eligible air-to-water or ground-source heat pump; eligibility, funding and property requirements can change, so verify them on the current Ofgem page rather than treating the figure as a guaranteed deduction.

Ask how fresh air and summer comfort will work

Obtain the ventilation strategy and overheating assessment. In England, Part F covers ventilation and Part O covers overheating. Ask whether the design uses continuous mechanical extract, balanced mechanical ventilation with heat recovery (MVHR), or another approach; where the fans and ducts sit; how filters are accessed; and how replacement air reaches habitable rooms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Homes England’s 2026 Healthy Homes material describes high-efficiency MVHR above 75% efficiency as preferred good practice while retaining openable windows for purge ventilation. That is guidance, not a universal statutory requirement. Confirm the actual system, its tested efficiency and the controls included in your home.

For any design, ask about external shading, glazing solar-control values, window opening positions, night-purge operation and, where MVHR is installed, the summer-bypass setting. A very airtight home still needs a deliberate route for fresh air and for removing heat during warm weather.

List the evidence promised at completion

Write a handover schedule that names each document. It should include the EPC or local energy certificate, airtightness result, ventilation-flow report, heating and hot-water commissioning sheet, electrical and renewable-energy certificates, product warranties, manuals, meter information, maintenance requirements and the home user guide. In a U.S. ENERGY STAR project, ask for the rater or verifier’s inspection and final-testing records as well as the label.

During construction: inspect what will soon be hidden

Inspect insulation before plasterboard or cladding covers it

Arrange a visit with the independent inspector, clerk of works or building-control representative while insulation remains visible. Check for full coverage without gaps, voids, tears or compression. Look closely at corners, junctions between different materials, roof eaves, around windows and doors, service zones, loft hatches and the edges of slabs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Confirm that insulation thickness matches the approved specification.
  • Look for water damage or materials pushed out of position by electricians and plumbers.
  • Check that cavity barriers, fire stops and thermal layers are installed without leaving cold gaps.
  • Photograph difficult junctions and record the date, location and corrective action.

Follow the air barrier and seal every penetration

Ask the builder to identify the designated air-control layer on the drawings. Inspect its joints, tapes, membranes, boards and sealants before they disappear behind finishes. Pay particular attention to service penetrations, recessed lights, electrical boxes, loft hatches, soil pipes, duct sleeves and the wall-to-floor perimeter.

Request a pre-drywall or equivalent inspection where the local scheme provides one. ENERGY STAR’s process uses design review, field inspections and final verification; the principle is useful even when you are not pursuing that certification. A later airtightness test can reveal leakage, but finding and repairing a leak is easier when the barrier is still accessible.

Check windows and doors as installed, not just as labelled

Verify the installed frame and glazing match the schedule. Inspect sill support, flashing, cavity closers, perimeter seals and the junction between the frame and the wall air barrier. A high-performance window cannot compensate for a badly sealed opening or missing flashing. Confirm that external shading, trickle vents or other specified features are actually fitted.

Keep ducts and equipment inside the conditioned envelope where practical

Ducts in a loft, garage or other unconditioned space lose energy and can collect condensation unless they are insulated and sealed to the applicable standard. Ask where air-handling units, duct runs, refrigerant lines, hot-water pipes and controls will be located. Require room-by-room design information for systems that must be balanced, including supply and extract airflow targets.

Tests and commissioning before handover

Require a measured airtightness or fabric result

Obtain the signed test report, not just a rating printed in a brochure. The report should identify the dwelling, test date, test method, measured result, tester and applicable target. Compare the measured figure with the contract target and the local code or certification requirement. If the result misses the target, require a leak investigation, repairs and a repeat test before completion.

A certificate stating that a test was “passed” without the measured value gives you less information about margin and future risk. Keep the report with the property records.

Have ventilation airflow measured and commissioned

Ask for airflow readings for every supply and extract terminal, the whole-house ventilation rate, fan power or watt draw and the final control settings. ENERGY STAR HVAC guidance also identifies blower airflow and refrigerant-charge checks as commissioning tasks where applicable.

Confirm that filters are installed, accessible and labelled; that condensate drains work; and that the controls are set to normal, boost and away modes. If MVHR is fitted, record the summer-bypass setting and learn how to replace filters without switching the system off permanently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check heating and hot-water commissioning

The handover sheet should show the design load, equipment model, flow and return temperatures, control curves, room or zone balancing, cylinder temperature, immersion or backup settings and safety checks. For a heat pump, ask the installer to explain how the suitability and sizing assumptions were applied to this specific dwelling. For any system, confirm that emitters can deliver the required heat at the design flow temperature and that thermostats, programmers and weather compensation operate as intended.

Verify overheating measures in practice

Walk through the controls before signing. Test window opening, external blinds or other shading, purge ventilation and any MVHR summer bypass. Ask where the overheating assessment’s assumptions differ from your household’s likely use. A compliant design still depends on occupants being able to operate windows and shading and on controls being left in the correct mode.

Handover: build a usable evidence file

Collect and organise the documents

  • EPC or the applicable local energy certificate.
  • Airtightness or fabric-performance report, including the measured result.
  • Ventilation balancing and commissioning report.
  • Heating, hot-water and renewable-energy commissioning sheets.
  • Electrical, solar and other installation certificates where fitted.
  • Product manuals, warranties, installer contacts and maintenance intervals.
  • Meter locations, serial numbers, opening readings and tariff or export information.
  • The builder’s home user guide, approved specification and any as-built changes.

Photograph equipment labels, distribution boards, isolation switches, filters, meters and hard-to-find valves. Store digital copies in more than one place. If the installed product differs from the contract specification, obtain the change and its performance implications in writing.

Learn the systems before moving furniture in

Ask for a practical demonstration of heating schedules, hot-water boosts, ventilation modes, filter replacement, window and shading controls, renewable-energy monitoring and emergency isolation. Do not permanently close trickle vents or block supply and extract grilles. In an airtight home, the designed ventilation path must remain open and maintained.

First-year checks: compare performance carefully

Record monthly electricity, gas or other fuel use, indoor temperatures, hot-water patterns and major occupancy changes. Compare the results with the model only after considering weather, the number of occupants, thermostat settings, working-from-home hours, appliance loads, electric-vehicle charging and commissioning defects.

Certification demonstrates that a design and verification process met its stated criteria; it is not a guarantee of a particular bill or of a fault-free system. ENERGY STAR’s own checklist notes that certification cannot prevent every ventilation, indoor-air-quality or HVAC problem. Report persistent condensation, cold surfaces, unusual noise, short cycling, inadequate hot water or rooms that will not reach temperature while warranty remedies are available.

Simple homeowner choices that protect the design

Use the controls as commissioned rather than defeating them with permanently high setpoints or closed vents. Keep filters clean, leave access panels unobstructed and follow the maintenance schedule. Efficient LED lighting is a straightforward fit-out choice consistent with DOE new-home guidance. When adding blinds, shelving, flooring or landscaping, avoid covering vents, blocking radiators or heat-pump airflow, or removing intended shading.
