New bypass versus existing roads: how to compare routes for daily travel

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universal winner. A bypass is the better daily route only when it improves the measures that matter for your trip: dependable arrival time, total cost, safety, access and the effects on the surrounding network. Compare the same origin and destination in ordinary, peak and disrupted conditions, then separate what drivers experience today from what a traffic model predicts after a project opens.

Start with the right question

“Is the bypass faster?” is too narrow for a daily decision. A route that is usually quicker can still be a poor commute if one crash creates a long queue, if a toll cancels the time saving, or if the extra distance raises fuel, energy and vehicle costs. Conversely, an older road may take longer in free-flow conditions but offer more direct access to shops, schools, workplaces or transit stops.

Compare complete trips, not road sections. Record the route from the place you actually leave to the place you actually need to reach, including junctions, town streets, parking access and the final approach. Use the same travel mode, vehicle type, departure window and destination for both alternatives.

Build a fair comparison

Define the trip before collecting data

  • Origin and destination: use exact addresses or junctions rather than a town-centre label.
  • Travel mode: compare car with car, freight vehicle with freight vehicle, or walking and cycling connections separately. A bypass designed for motor traffic may not serve active-travel trips in the same way.
  • Time windows: include an ordinary period, the regular morning and evening peaks, and periods when incidents, weather or roadworks are likely.
  • Direction: measure both directions if the return journey follows a different congestion pattern.
  • Condition: label each result as observed today or modelled for a future opening year.

Keep observed and forecast conditions separate

A measured journey on an existing road and a modelled journey on a proposed bypass answer different questions. Put them in separate columns in your worksheet. Do not treat a forecast travel time as if it were a recorded result, and do not compare a future bypass forecast with an old-road measurement taken under unrelated traffic conditions.

The Arundel bypass consultation illustrates a consistent approach: options were tested against the same expected 2041 traffic and a “do minimum” case, using annual average daily traffic and additional peak-time testing. Those assumptions make the options comparable within that project; they are not transferable forecasts for another corridor.

Use a six-measure route scorecard

Measure What to compare Questions to ask
Journey time Typical, peak and disrupted trip times How long does the complete trip take, and how much does it vary?
Reliability Frequency and severity of late arrivals How often do incidents, queues, weather or works make the arrival time unpredictable?
Direct cost Tolls or charges, fuel or energy, and vehicle operating cost Does a smoother trip offset a longer distance or a toll?
Safety Risk on the bypass, old road and connecting streets Which users and locations gain or lose exposure to conflicts and crashes?
Access and convenience Junctions, local destinations, stops and walking or cycling links Does the route take you where you need to go without extra detours?
Wider effects Traffic redistribution, environmental effects and future-demand assumptions What happens to the roads around each option, not just the main carriageway?

These measures reflect the categories used in public-sector appraisal. The weights are personal: a parent making a school run may value predictable arrival and safe crossings more than a small free-flow saving, while a delivery operator may place greater weight on operating cost and access.

Compare journey time without hiding variability

Typical time is only the first number

Measure the full door-to-door journey in both directions. A bypass may have a higher speed once you reach it but require a longer approach, a ramp queue or a circuitous connection. An existing road may be slower through a town yet place the destination directly beside the route.

Use several ordinary weekdays rather than a single memorable trip. Record departure time, arrival time, weather, incidents, roadworks and any unusual event. Report a range or distribution, not just an average: for example, the usual result, the slower peak result and the worst observed delay in the period you studied. The exact dates and conditions matter more than a spurious single “average.”

Test recurring and unexpected congestion

The Federal Highway Administration’s Office of Operations distinguishes recurring congestion from non-recurrent disruption. Recurring congestion follows a predictable demand pattern; non-recurrent congestion can follow a crash, work zone, sudden demand surge or other unexpected capacity loss. A route can be acceptable at 8:00 on a normal day yet unreliable when one lane is blocked.

Reliability means dependability of travel time, not simply a low mean. Compare how often you would miss a fixed appointment or arrive outside an acceptable window. If the bypass removes a bottleneck but introduces a single merge where incidents close the only alternative, inspect that failure mode explicitly.

Use live guidance for today’s choice

Real-time traveler information and route guidance can show current queues, incidents, construction and weather effects. The Federal Highway Administration describes these tools as aids to traveler route choice. They are useful for deciding whether to divert this morning, but they do not establish whether a road project delivers its forecast benefits over years. A navigation app may also change its recommendation as other drivers respond, so save the route, time and reason for the choice if you are building a personal record.

Calculate the full daily cost

Include more than the toll

Minnesota Department of Transportation benefit-cost guidance identifies travel time, vehicle operating costs, safety, maintenance and capital costs as relevant elements. For an individual commute, focus first on the incremental costs you actually pay:

  • Charges: tolls, congestion charges, permits or parking differences.
  • Energy: petrol, diesel, electricity or another energy source consumed by the trip.
  • Distance: additional kilometres or miles, which can raise tyre, servicing and depreciation costs even when the road is smooth.
  • Time: the value you place on earlier arrival, less stress or a more predictable schedule.
  • Maintenance exposure: stop-start traffic, rough surfaces and extra distance can affect operating costs differently.

A bypass can reduce delay while increasing distance. Conversely, a toll-free bypass can still cost more if the detour is long enough. Put the cost of one trip, the round-trip daily cost and the recurring weekly or monthly cost in separate cells so that a small difference is not mistaken for a one-time amount.

Distinguish a commuter calculation from a project appraisal

Capital cost and maintenance spending matter when a public agency decides whether to build a bypass. They are not charges that a commuter should add to every trip. In a project appraisal, compare the incremental effects of the bypass with a base or “do minimum” case; in a personal decision, compare the money and time that change for your own journey.

Examine what happens around the bypass

Track traffic that leaves and traffic that appears

A bypass may remove through traffic from a town centre, but connecting roads, junctions and nearby settlements can gain traffic. The relevant network includes the old road, local streets, interchange approaches and routes that drivers may use to avoid a toll or a queue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for separate forecasts for the bypass, the existing road and surrounding links. A headline traffic reduction on the old road does not prove that every nearby street will be quieter. Nor does a busier bypass necessarily mean the project failed; it may be carrying trips that previously used several local routes.

Tolls change the choice set

The NZ Transport Agency Waka Kotahi consultation for the Belfast-to-Pegasus Motorway and Woodend Bypass explains that tolling could lead some drivers to remain on existing roads or choose other options. Its traffic estimates are specific to that project and its scenarios. For any other corridor, test the toll as a separate assumption rather than borrowing those values.

Compare at least a no-charge case and the actual proposed charge, if both are available. Check whether the charge applies in one direction, at particular times or to particular vehicle classes. A toll can shift congestion back onto the old road even when the bypass itself has spare capacity.

Question the traffic forecast

Understand the base case

Every forecast depends on what happens without the project. Ask whether the base case includes committed housing, employment, public transport, maintenance, other road schemes and expected demographic change. If the bypass option and the base option use different assumptions, their time and traffic comparisons are not fair.

Allow for demand that responds to capacity

A new road does not necessarily redistribute a fixed number of existing trips. The UK Department for Transport publication How additional road capacity affects travel demand, dated 28 May 2026, examines how added capacity can affect travel demand and how that relationship influences traffic forecasts, appraisal, value for money and decisions. This is a reason to inspect the demand assumptions, not a claim that every bypass will fill immediately.

Ask how the model treats changed departure times, route switching, destination changes, new trips and longer journeys made possible by improved capacity. Identify the forecast year, the traffic-growth assumptions and any sensitivity tests. A result that changes materially when demand or toll assumptions change should be presented as conditional, not certain.

Compare safety, environment and access

Safety is a network question

Assess the bypass and the roads that gain or lose traffic. Consider junction design, crossing opportunities, heavy-vehicle exposure, speed environment, sight lines and the effect of removing through traffic from built-up areas. A safer mainline can coexist with a new conflict point at an interchange, so do not stop at the bypass carriageway.

Check environmental effects where people travel

Compare noise, air quality, severance, land take, drainage, habitat and emissions across the affected network. Lower congestion on the old road may improve conditions there while construction or traffic growth creates impacts elsewhere. The appropriate comparison is the change from the base case, with location and forecast year stated.

Test access for every trip purpose

Map entrances to homes, schools, shops, workplaces, emergency services, bus stops and walking or cycling routes. A bypass that is efficient for through traffic may be inconvenient for a short local trip if it removes a direct crossing or forces a long detour. Record whether each route has all-weather, step-free or safe active-travel connections where those needs apply.

A practical step-by-step method for an existing corridor

  1. Draw both complete routes. Include every junction from origin to destination and mark toll points, school zones, town-centre sections, merges and likely diversion roads.
  2. Create a common log. Record date, departure time, direction, route, arrival time, distance, charge, weather, incidents and roadworks. Keep observed trips separate from modelled values.
  3. Group comparable trips. Compare ordinary weekdays with ordinary weekdays, peak with peak and disrupted conditions with disrupted conditions. Exclude an exceptional event from the “typical” group but retain it in the reliability record.
  4. Calculate direct cost. Add tolls and energy, then note the extra distance and any operating-cost difference. State the vehicle and energy assumptions used.
  5. Score safety and access. Walk or inspect the junctions and local links where appropriate, and note crossings, stops, heavy vehicles, difficult merges and destinations that require detours.
  6. Inspect the wider network. Check traffic counts or project forecasts for the old road, bypass approaches and likely alternative streets. Identify the effect of any toll.
  7. Review forecast assumptions. Note the base case, forecast year, demand response, committed developments and sensitivity tests.
  8. Choose using your priorities. Decide in advance how much reliability, cost, access and safety matter relative to a small time saving; then apply that rule consistently to both routes.

How to interpret common outcomes

The bypass is faster and more reliable

If complete-trip measurements show a shorter usual time, a narrower range and fewer severe delays, the bypass is a strong daily candidate. Confirm that the result remains worthwhile after tolls, energy and extra distance, and that the destination access is not materially worse.

The bypass is faster but costs more

Calculate the value of the saved time for your schedule. A paid option may be sensible for a time-critical trip and poor value for a flexible one. Check whether the old road’s delay is recurring or whether the apparent saving came from a single unusual day.

The bypass is slower in free flow but more dependable

Reliability can outweigh a small average-time disadvantage when late arrival has a high consequence. Compare the frequency of missed windows, not just the mean journey. A route that consistently takes a little longer may be easier to plan than one with frequent extreme delays.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The old road remains better for local trips

Keep the bypass for through journeys if it helps there, but use the existing road when direct access, short distance, stops or active-travel connections dominate. There is no requirement that one route serve every purpose.

For a proposed bypass: demand evidence after opening

Forecasts should be checked against measured outcomes. National Highways’ Post Opening Project Evaluation process examines trends before construction and after a scheme is fully operational, comparing outcomes with forecasts for journey reliability, safety and the environment. When such an evaluation exists for a bypass, use it to test whether the promised change occurred and where it differed.

Look for the evaluation’s opening date, the period judged “fully operational,” the before-and-after locations, traffic and journey-time data, safety period, environmental indicators and explanations for forecast variance. An early report may not capture settled traffic patterns; a later evaluation may reveal effects that were not visible during construction or initial operation.

Mistakes that produce a misleading answer

  • Comparing unlike trips: Fix the origin, destination, direction and departure window.
  • Using one off-peak drive: Add peak and disruption conditions.
  • Reporting only an average: Show variability and severe-delay frequency.
  • Ignoring the approach: Measure the entire trip, including town streets and junction queues.
  • Counting only the toll: Add energy and distance-related operating cost.
  • Assuming traffic is fixed: Read the demand and induced-travel assumptions.
  • Treating a project example as a rule: Keep Arundel and Woodend figures within their own geography and scenarios.
  • Calling a model a measurement: Label forecast year, base case and assumptions beside every modelled result.
  • Judging only the main road: Check local streets, safety, environment and access around it.
  • Letting live navigation decide a capital project: Use real-time guidance for today’s route, and formal before-and-after evidence for the project’s long-term performance.

Make the final decision transparent

Write a one-page comparison with the two route maps, the measurement period, the six scorecard measures, all toll and operating-cost assumptions, and a note distinguishing observed from modelled results. State the decision rule in one sentence, such as “Choose the route that keeps arrival within the required window at the lowest recurring cost,” then show how each route performs against it.

Revisit the comparison when a toll changes, a major junction opens, construction ends, or your origin, destination or schedule changes. Daily route choice is not a permanent verdict: it responds to incidents and demand, while a bypass appraisal must be judged against its stated base case and forecast year.
